CONSTITUTIONAL MEETING. i Piirsnant to public notice, a Meeting of SubRcriben to the Petition to the Kir ,, and the se»eral branches of the Imperial and Provincial Legislatures, for the rc- firess of grievances, was held at the house of Dr, Burnsidcs, King-street, York, on I'riday the 15lh August, 1 828, for tlio pnrposo of forwarding the objects of the Petitinns, and making arrangements fur their transmission to the respective high aiithoriiiosto whom they are addressed, W. W. Baldwin, Esq. M. P. was unani- mously called to the Chair, and Mr.IIenry S. SulHvan appointed Secretary. The Chairman having explained tho object of the Meeting on motion of Dr. iMorrison, seconded by Robert Baldwin, Esquire, it was Ist Resolved, That a comaiittee be appointed for the purpose of watching over the interests of tho petitioners, and of forwarding by such means as shall seem best calculated for that purpose, the great objects which thvy have in view, that is to say, the preservation of our constitution unim- paired, the firm and uncompromising as- sertion of our unquestionale right to the privileges of British subjects, and to the full enjoyment thereof in principle, in form, and in practice, and the constitu- tional redress of our grievances. 2d Resolved — (moved by Dr. Mor- risoA, seconded by Mr. Doell.) — That the said committee do consist of William Warren Baldwin, Esquire, M. P. Robert Baldwin, Esquire, Jesse Ketch- um, Esquire, M. P. , Dr. Burnside, Mr. Cawthra, and Dr. Morrison, and that any three members shall form a quorum for the despatch of business. 3rd Resolved — (raavcd by Dr. Mor« rison, seconded by Je^se Ketchum Es- quire,) — That the said committee have full power to add to their number if ne- cessary. 4th Resolved — (moved by Dr. Burn- side, seconded by Robert Baldwin, Es- quire,; — That the committee do trans- mit tho petition addressed to our Most Gracious Sovereign, to His Majcaty'a Principal Secretary of State for the Co- lonies, to bo laid at the foot of the Throne. 6th Resolved — [moved by Dr. Burn- side, seconded by Robert Baldwin, Es- quire,] — That from the manner in which the Rt. lion. Viscount Goderich.then his Majesty's Principal Secretary of State for the Colonics, received the petitions of the people of this Province on the Alien Bill, and recommended them to the favourable consideration of our beloved Sovereign, he has rendered himself de- servedly dear to the people of this part of the British Dommions, and has taught them to regard him as one to whom in the time of trouble and political danger they might confidently look up as a firm asserter of thoir rights, and a generous protector of their just interests. 6th Resolved — (moved by Dr. Burn- side, seconded by Robert Baldwin, Es< quire,) — T.liat the committee do there- fore transmi* the petition addressed to the House of Lo^^ls, to the Right Honorable ViijcountGodLtich, with a request that he would present \it to that august House, and support its j^rayor with hia talents & influence. , 7tii Resolved— [moved by Dr. Burn-, side, seconded by Mr. Johnson,] — That from the hbcral sentiments expressed and the jnst views of colonial policy taken by the IIonoroLle Edward Stanley, Esquire, Ib bis speeches in the Imperial House of Commons, we are led to entertain an earnest hope that be will be amongst the most vigilant, and firm as he has been amongst the moat able supporters of our rights and privileges. Uth Reso'ed— [moved by Dr. Burn- side, seconded by Mr. Johnson,] — That tiie committee do therefore transmit the petition addressed to the Imperial House of Commons to the honorable Edward Stanley, Esquire, with a request that he would present it to that House, and sup- port its prayer, with his talents and iullu- encc. 0th Resolved — (moved by Mr. Ketch- um, seconded by Mr. Wilson,) — '1 hat alive to every grateful feeling for thoso warm expressions of interest, for the rights of British subjects in distant colo- nies which so frequently and happily per- vade the British Senate ; we necessarily place great reliance for the support of our petition on the judgment, the prudence, and the talents of Sir James Macintosh and Joseph Hume, Esquire, whose vigx orous wisdom and eloquence have given life as it were to those expressions so claiming our gratitude. lOlh Resolved — (moved by Mr.Ketch- um, seconded by Mr. Wilson, )^-That the committee do therefore enclose to each of those gentlemen a copy of the petition with a request for his support. 11th Resolved— [moved by Dr. Mor- rison, seconded by Robeit Baldwin, Es- quire,]— That at a time when we are about laying our complaints before the Impcririi Parliament; and are soliciting the aid of the talents and influence of members of tliat august body in procuring UB redress,, the recollection of those ob- ligations which we and the empire at large owe to the late Right Honorable Charles James Fox, for his noble exer- tions in defence of Colonial rights, at a time when those rights were generally so imperfectly understood, leads us to turn with confidence to the present head of his illustrious house, inheriting, as be does, the hberal and enlightened princi- ples of that great and lamented statesman, as ono to whom wo in common with all others suflfering from misrule and mal-ad- ministration throughoi.t the British Em- pire, have a peculiar right to look up for assistance and support. 1 2th Resolved — (moved by Dr. Mor- rison, seconded by Robert Baldwin Esi quire,) — ^That the committee do there- fore transmit a copy of the petition to Lord Holland, with a request for his sup- port. 13th Resolved — [moved by Robert Baldwin, Esquire, seconded by Dr. Mor- rison,] — That from the generally enlight- ened views and liberal policy, of the Rt. Honorable William Huskisson, we feel disposed to attribute his mistaken opin* ions as to the feelings, wishes, and consti- tutional rigbti of the people of this and our sister Province to misinformation rather than to a de.iire to trench upon our rights or liberties, and this we tho more readily believe from his statement in the Imperial House of Commons, as \. //-«./- /^g^jt^^ reported in some of the public prints. " That he believed the people of these " provinces would readily acquiesco in the • alteration of their constitution by the Im- perial Parliament and in the raising of revenue on the colonists, and the dispon sal thereof by act of that Parliament," in which opinion, never was so able a politician more mistaken than that Rt. Hon.gcntleman as we hold it to be a prin- ciple never to be abandoned that our consti- tutional act as passed by theParhament of Great Britain and as accepted and acted upon by us, is in truth a treaty between the mother country and us her children of this Colony, pointing out and regulat- ing the mode in which we shall exercise those rights which, independent of that act. belonged to us as British subjects, and which, therefore, neither the Parlia- ment of the mother country, nor any oth- er power upon earth could legally or con- stitutionally withhold from us : and that tlius that act, being in fact, a treaty, can only be abrogated or altered by the consent of both the parties to it, that is to say, the mother country atid the colo- ny. 14th Resolved — (moved by Robert Baldwin, Esquire, seconded by Dr. Mor- rison,] — That the committee do tiicrefore transmit a copy of the petition to the Right Honorable William Iluskisson, with an assurance of the high respect which we entertain for his great talents and of the firm reliance which we place on his Honorable intentions ; aad that we have thus communicated our petition to him that he may see by the contents now far he has been misled by those who are equally enemies to his deservedly high political reptiialion, and to the rights, liberties, and best interests of His Majes- ty's faithful subjects in these colonies. 16th Resolved — [moved by Robert Baldwin, Esqr., seconded by Mr. Ketch- urn,] — That at this time, when from the misrule of Provincial administrations the question of colonial policy has become so peculiarly important to the empire at large, and the want of information as to the feelings and wishes and inattention to the unquestionable rights of His .Majesty's faithful colonial subjects, is likely to en- danger that unbounded oonfidence which lias hitherto been reposed in the Imperial Parliament, we feel a hope' that Henry Brougham, Esquire, will not refuse us the aid of bis splendid talents in support of our present remonstrance and petition, from which support, we look for the more important results, as in addition to the advantage of being assisted by the ener- gy and talent that so eminently distinguish that great man, colonial policy in general lias formerly occupied his attention, and employed his pen. 16th' Resolved — [moved by Robert Baldwin, Esquire, seconded by Mr. Ket- chum,] --That the committee do therefore transmit a copy of the petition to Hen- ry Brougham, Esquire, with a request for his support. 17th Resolved — [moved by Mr. Craw- ford, seconded by Robert Baldwin, Es- quire,] — That the committee do also en- close copies of the petition to the Mar- quis of Lansdowne, Lord Rcdesdnle, & Lord King, and request those noblemen to afford it their support. 18th Resolved— [moved by Dr. Morri- son, seconded by Mr. Ketchum,]— -That the committee do also enclose copies of the petition to Ihn following members of the Imperial House of Commons, and request them to aiTord it their support, viz. Henry Laboiichere, Esquire, Henry Bright, Esquire, Henry Warberton, Es- quire, tl ' Honorable John S. Wortley, William Jos. Denison, Esquire, Sir Fran- cis Burdett, Lord Milton, Lord Binning, Alexander Baring, Esquire, Mr. Alder- man Wood, the Right Honourable Stur» ges Bourne, the Right Honorable R. W. Ilorton, the Right Honorable Thomas Wallace, Sir Charles Wetherell, Sir Ni- cholas Tindal, to Thomas F. Lewis, Esquire, Chairman, of the Committee on Canada affairs, and to Iho other members of that committee ; and that they do like- wise inclose copies of the petition to Charles Bosanquet, Esquire, Chairman of the Canada Company, William Wil- liams, Esquire, Deputy Chairman of the same, and to the other Directors of that Company. 19th Resolved — [moved by Robert Baldwin, Esquire, !
