PBEAMBLK WilEftEAS the Dental Association of the Province of Quebec, is incorporated by Royal Charter from the Legislature of the Pro- vince of Quebec, in the Dominion of Canada; and whereas, power is given to the Board of Trustees and Examiners of said Association at its flrst meeting, and from time to time after, to make By-Laws, Rules and Regulations for the government of said Board ; — these, then shall be known as the By-Laws, Rules and Regulations of said Board, and it is hereby enacted by authority of the same: — ARTICLE I. DUTIES OF THE BOARD It shall be the duty of the Board of Examiners, to examine the Candidates and grant Certificates of License to practise Dentistry in the Province of Quebec, and such other duties as are set forth in the Act of Incorporation. ARTICLE II. OFFICERS. The Officers of this Corporation shall consist of a President, Secretary, Treasurer, Registrar, and such Committees as r -^y be iippoiated for the working of itaid Corporatloai i^i».*airap « tm — 4 — ARTICLE III. DUTIES OF OFFICERS. Section 1.— It shall be the duty of the President to preflide at all meetings of the Board ; to enforce the due observance of the By- laws, Rules and Regulations; to announce the result of the voting ; to give the casting vote in case of a tie ; to sign the certificates of License ; to ace that the other Officers perform their respective duties, and to sign all orders on the Treasurer. He shall also have power to call special meetings at his discretion, on a requisition signed by three members of the Board. In the absence of the President, the remaining members of the Board shall select a Chairman, who shall discharge the same duties, and have the same power and functions as the Fresideuv. Section 2. — The Secretary's duty shall be: To conduct, under the direction of the Board of Examiners, the correspondence relating to the afifairs of the Board ; to keep copies of all such letters written by him, and files of all letters received ; to keep a true record of the proceedings of each meeting of the Board ; to read the minutes of the same at the next regular meeting ; notify members of the meetings ; keep a correct list of the Licentiates, with the date of license ; sign the certificate of License ; lay before the Board a sum- mary of its transactions at each regular meeting ; attest all orders drawn on the Treasurer ; and, (with the consent of the President,) transact all business requiring attention between the various meetings of the Board,and to deliver to his successor in office, all books, papers, &o., belonging to the Board in his hands. Section 3. — It shall be the duty of the Treasurer : To hold all the funds of the Board; to pay all orders drawn on him signed by the President and Secretary ; to keep a true account of all moneys received and expended by him; to give a report to the Board at every meeting upon the state of the finances; and deliver to his successor in office, all moneys, books, papers, or other property of the Board that may be in his possession* Section 4. — It shall be the duty of the Registrar: To keep a true record of sll Certificates of Lic^ise issued by and under the authority oi the Board; to insert the date of such Certificate, the ^ I mfm*^:^mm — 5 — name of the Licentiate, age, residence, qualification, &c., in a book specially provided for that purpose. Articlr IV. SECUBITY OF TBEASUBER. The Treasurer shall give security to the satisfaction of the Board, in the sum of Five Hundred Dollars ($500), lawful money of the Province, for the faithful performance of the duties of his office. Article v. CERTIFICATE. Section 1. — The certificates of Licentiate of Dental Surgery to be granted by this Board shall be signed by the President and Secretary. Section 2.— The following shall be the form of Certificate:— Know all men hy these presents, that having complied with the requirements of the Board of Trustees and Examiners of the Dental Association of the Province of Quebec, Dominion of Canada, as provided by law; We, the said Board do grant him this Certificate, and confer upon him the title of LiOBNTiA'i ': 'P Dental Surgery. Section 1.— Any section of these By-Laws, or any of the Kules of Order or Regulation of the Board may be amended, or additions made to the same by a vote of two-thirds of the members present at a R^ular Meeting. Section 2.— Any of these By-Laws, Rules and Regulations, may be suspended for the time being by a vote of two-thirds of the members present at a Regular Meeting. t \ RULES AND REGULATIONS FOB THE 1. — The President and Secretary a' empowered to grant Licenses to applicants of two years practice cad upwards. 2. — Applicants for Licenses under the latter part of clause 14 of the Act, must have had an established office practice of two con- Becutive years previous to the passing of the Act, (March 30, 1869.) 3. — The Board does not consider that any Dentist has had an established office practice, who was previous to the 30th of March, 1869, in the habit of going from house to house for the purpose of obtaining business. 4th. — No Licentiate of this Board shall take a student for a term less than three years, unless he shall have studied Dentistry with soiiie other Dentist, a sufficient length of time to make his joint term of pupilage equal to three years ; and Licentiates shall article such students. ORDER OF PROCEEDINGS 1.— Tho President (or in hia absence the elected presiding officer) shall call the meeting to order. 2.— The Secretary shall read the minutes of the last meeting, which, upon being confirmed as cowect, shall be signed by the Chair man. 3.— Business arising out of the minutes shall be disposed of. 4.— Applications for License shall be read and disposed of. 5.— Communications received since last meeting. 6.— Exports of Officers and Committees, and business arising out of the same shall be discussed. 7. — Notices of motion. 8. — Miscellaneous business. le/TJLES 0:B^ OIS/IDEI2/. Rule 1. — No person shall be admitted to the meetings of the Board without the consent bj resolution of two thirds of the mem- bers present. Rule 2. — All motions or propositions shall be in writing, and when put by the chair, shall be decided according to established usages. Rule 3. — Any three members of the Board may demand the ballot to be taken on any vote. Rule 4. — No motion, notice of motion, or report of Committee shall appear in the minutes unless given to the Secretary in writing Rule 5. — If any member be called to order he shall immedi- ately take his seat until the point is decided by the chair. Rule 6. — When a member is speaking no member shall inter- rupt him, except for the purposes of calling him to order, in expla- nation. Rule 7. — Any member of the Board who may be guilty of any actjderogatory to this Corporation, or who wilfully violates the foregoing By-Laws, Rules and Regulations, shall be liable to removal from the Board by resolution thereof.
