The City of Victoria, with a population within its corporate and suburban limits of 30.000, is the capital )f British Columbia, and contains the chief public and Parliamentary buildings, and the pri icipal educational institutions of the Province.-. The following re urns of population indicate how rapidly the City and Suburbs arc increasing: — 1873 ... 12,000 I 1S80 ... iS.ooo I 1890 ... 30,000 Victoria has a large ;hippin<, business, and the increasing importance of the North Pacific trade may be gauged from tl ; fact that two new lines of I'ast Trans- Pacific passenger steamships have started during the preset ; year ; the principal ones now making Victoria the first port of entry and the last of departure, i. ider the Royal Mail Contracts being: The Canadian Pacific Railway Comjjany (Hmpress line'*, to China and japan; Canadian Pacific Railway Companj' (Canmlian-Australian Lne), to Honolulu, Brisbane and Sydney, Australia ; Northern I'acilli: S.S. Victoria is also the 1 lead-quarters of the Pacific Sealing l-'lect of Canada. There has just bee 1 completed a .system of docks, admittedly the finest on the P.'icific Coast, at which the lir^jcst ocean steamships can be docked. In the suburb of l-isiiuimalt, is the British Naval Depot, the 1 Icadt^uarters of the Pacific h'lect ami the )i ly Station on the Western Coast of America for coaling and refitting, with Dry Dock, Yard. .Stores, Hospital, etc., and between the City and Dockyard is the Military Station, whe e the Imperial Government arc building extensive fortifications, having recently largely increa ; "d the permanent garrison. P'rom the d.itc of its ccmmcncing operations to July, 1892, it earned and paid dividends in each > ear at the rate of 8 per cent, per annum. A portion of the Company's plant was dcstroytil by fire in August, 1892, and whilst the damage not covered by insurance was inconsiderable, there was no car service for throe months.
