And whereas it may be an ac- commodation to many persons that the Com- mittees should furnish Substitutes, the seve- ral Committees are hereby empowered to arrange such accommodation with Members of His Majesty's Council, sick or infirm per- sons, persons above the age of fifty years, and medical practitioners, liable to serve, up- on their engaging to pay to the said Com- mittees a sum not less than one Dollar for each and every night on which such person shall be liable to serve. 9. That the said Committees, either col- lectively or separately, or the Chairmen se- parately or collectively, shall attend the Ma- gistrates when so requested. 10. The Watch and 1 c;rol of all the di- visions shall assemble at their several guard rooms as follows : — Those for the North Suburbs, from 1st October to the 3 1st March at half-past nine o'clock,— from 1st April to 30th September at ten o'clock. I The Three centre divisions from 1st of October to 3 1st March at ten o'clock, — from 1st April to 30th September at half past ten. The South Suburbs from the 1st of Oc- tober to 3 1st March at half past ten, — from the 1st April to 3()th September at eleven o'clock. And shall quit at Gun-lire in the morning all the year round. , 11. The several Committees or any collective number of Committees shall ap- point some fit and proper Room for the Watch and Patrol of their several divisions to assemble in, and shall submit to the Ma- gistrates the terms upon which the same can be procured. 12. No division Patrol, af^r having committed any person to either of il le Guard Houses, shall have power to discbarge. No person on Patrol shall absent himself from his duty after the Watch is set, under a penalty of ten shillings, and the persons marked in the Committee list as No. 1, in reporting to the High Constables thci proceedings of the divisions, shall like- wise state any misbehaviour of individuals of the Patrol during the night ; and particu- larly all absentees after the Patrol is set ; and all houses licensed to sell liquor open after twelve o'clock. ' ' 1 5. The Clerk of the Police having re- ceived from the several Committees their lists of persons upon duty, shall transmit the said lists to the Magistrate for the night, giving him notice of his or their tour of duty ; and the said Magistrate shall attend the Patrols at their several Guard Houses at the hour directed in the Rule No. 10, in rotation, and he shall insert t^ ^ said lists in Books to be provided at each Watch Room, and shall therein particularly mark all absentees at the hour at which he shall set the patrol : and as the said Books will be considered the principal means of guid- ing the Police Magistrates in inflicting fines, he. they must be carefully kept and deli- vered by him to the High Constables who shall deliver the same to the Police Office on the following morning, together with their Reports, to be inserted under the Magis- trates returns. 17. The Magistrates shall appoint a Treasurer, and all fines and dues shall be paid into his hands by the Clerk of the Po- lice WEEKLY, together with a list of all such h \\ ii Milfflfilfeu l klu/ i £i" ' -3 ' -" !!* 12 monies ; which weekly list shall form a sin- gle line in the Treasurer's Book:^, and being Liumbcred, shall by reference become a vou- cher to his accounts on the Dr. side, and in like manner an order lor, and tliereon a receipt of payment, shall, by reference of number become a voucher for tlie Cr. side of the Account. 18. The several Committees shall ap- point one of their number in rotation to take the general management of the division, and to report all circumstances which can or may affect the regularity of the Patrol es- tablishment, and in consideration of that and the other dudes by the Committees per- formed, the several Members theieof shall not be considered liable to perform the duty of Patrol and Watch at night ; neither shall the Clerk of the Police or the Magistrates WHO ACTUALLY PERFORM the duty of visi- ting the Patrol Guard Rooms in rotation, and of taking the General management of the Patrol establishment, be placed upon tlie lists ; that duty and their liability to be cal- led on during the night and the day being considered to be a sufficient compensation to the Public for their exemption. u^..^^ V^IV i^ii^ iiii mnji^fp
