It will be recollected that all members of Council (that is, members of the affiliated Societies of any Local Council or National Society) can take part in the discussions, but that only Delegates can vote. 6. Each Session of the Council will commence promptly at the hour appointed. Delegates are earnestly requested to be in their places punctually. 7. It is i)roposed that ten minutes be allowed for the mover of each resolution ; five minutes for the seconder, and three minutes for all other speakers, except for the mover of an amendment, to whom it is proposed to allot five minutes. 8. A time-keeper will be appointed to strike a bell when the alloted time has elapsed, and no speaker can continue after this except by the unanimous request of the Council. 9. All '.\ho intend to speak on anv subject will be requested to send up their names to the Chair at the beginning of each new discussion ; and it is earnestly urged that each speaker should come to the platform, as by this nitans only, can the members of Council have an equal chance of hearing what is said. 10. Delegates will notice that the pages of the Verbatim Report of last year are given in the Agenda, where reports of the discussions are given on subjects which come up again this year. It will be very helpful if delegates will refer to these discussions, and if possible, come provided with a co^.y of the Verbatim Report so that needless discussion may not be repeated, in order that continuity in our work may be encouraged. 11. It maybe well again to remind all delegates and other persons a' tending our Council meetings, that if they apply to the Railway Agent at their station for a certificate that they intend going to Ottawa (or the Council meeting, that they will be entitled to a return ticket for a fare and a third -that is, that they will pay full fare for their ticket to (Ottawa, but that they will obtain a reiurn ticket for a third of the usual fare, on presentation of the certificate signed by the Secretary of the National Council. On this occasion the Rail- vv.jys have been good enough to grant this privilege to all our delegates, members and visitors irrespective of numbers and further, to allow ten days after the close of the meetings during which the privilege can be used. 16. The Ottawa Hospitality Committee have made arrangements "for a comfortable luncheon to be available daily for the delegates at 25 cents each, at the Young Women's Christian Association IJuilding, which is situated quite conveniently near the Normal School. On Friday the Ottawa Local Council de£:ire to have the pleasure of inviting the delegates to luncheon as their guests. Tne Ottawa Electric Co. have kindly otTered a free ride over their line to the delegates and to a certain number of the members of the Ottawa Local Council.
