 This Insitution is < istablislicJ in tin; vicinity of CobourK, — a beuiitil'ul

 Tliero is a laincutable ilestitution of the innaas of Kilncation in 
 Canada; and for want of an Institution of .is kind, nearly two hundred 
 Canadian youths have, dnriiiK the last few years, l)een sent to Colleges 
 and Seminaries o!"leaminn in the United States, umler a similar manage- 
 ment to this Institution. Such u state of thinys is undo.siral)le in respect 
 to any country ; and it is especially to bo deprecated, tliat tlie inhabi 
 tantsof the Bntish Province of I'pper Canada (I.JO,(MH) of whom are 
 emigrants from the I'nitcMl Kingdom) should Ik- dependent for the eilii 
 cation of their children upon a country so different in its administration, 
 feelings, and prejudices, as the Uniteil States. 'I'lie claims of tlie .\b 
 original Indian Tribes recpiire no remark. 
 
 One hundred and seventy students can be ecommodatcd with board 
 and Imlging, as well as tuition, within tlie bui. lings, whieli have been 
 erected at the ejqpensi^ of t'8000; nearly Jt.jOdU of which have l)ceu 
 voluntarily contributed by the inhabitants of tliat new country — a larger 
 sum in proportion to the number and circumstances of the, )iopulation 
 than £oOO,000 would b*! in England for a similar olyect. Upwards of 
 £7000 were originally subscribed in l8;31-2, payal)le in four annual in- 
 stalments ; but, on account of the ravages of tlie dreadful Cludera in IS3'2 
 and 1834, and other causes, a considerable portion of tlie suiiscriptions 
 has not been realized, in consequence of which the Trust(!es are involved 
 in serious pecuniary embarrassments. To supply the deficiency, an 
 earnest appeal is made to British liberality — as vigorous but unavailing 
 efforts have been employed to accomplish it in Canada. 
 
 RECOMMENDATIONS. 
 
 The primary object of my mission from m,.- native Provin 'c to 
 England was, to apply to His Majesty's (Joveniment tor a grant of money 
 from the Crown Revenues of Upper Canada, and for a Charter of ..icor- 
 poration for this Institution, — both of which were strongly reconnueiided 
 by Sir .John Colbome. A protracted correspondenci' of several months 
 has taken place witlithe Secretary of State for th(! Colonies on tlie subject. 
 But unfortunately, a few days before my arrival in I/oiidon, Royal l)es- 
 patches were .sent out to Canada proposing an entirely nrw arrangement 
 in respect to the Crown Revenues; so that no new charge whatever could 
 be placed upon them whilst the negociations between his Majestv's (Jovr'ni 
 ment and the Canadian Legislature were pending. 'I'he only resource, 
 therefore, for pecuniary assistance is ap))lication to inilividuals. A CUur- 
 ter, however, has been prepand under the direction of tlie I. aw Oflicers 
 of the Crown. The f(dlowing extract of a Letter from Mr. Stephen, Un<ler 
 Secretary of State for the Colonial Department, conveys the final decision 
 of his Majesty's Government on the sul)ject: —

 I am directed by Lord fJlenelg to inform you that the Draft of an addi- 
 tional instruction to the (Jovernor of Canada, ilirectinuliim to jiass iindiT 
 the Public Seal of the province of Upper (.'anuda, a Charter t'or llie In- 
 corporation of the Upper Canada Academy, having on the fitli inst bi'en 
 submitted to his Majesty in <-'ouncil. has .Majesty vas graciously pb'ased 
 to approve of that Draft, and to command that the in ce^isary Instrument 
 for giving effect to it, should be forthwith prepared I'lid submitted for His 
 signature. 
 
 " In communicating to you this intelligence, Lord Olenelg desires 
 me to express the gratification which he has felt in bringing under His 
 Majesty's notice the claims of an Institution so commendable as the Upper 
 Canada Academy. He would indeed have desired to all'ord it some pecu- 
 niary assistance from the Crown Revenues of the Province, but eiivum- 
 stiu>c«s connected with the present political aspect of the Canodas, have 
 
 rendered such a measure impossible. His Lordship trusts, uowerer, that 
 your ajiplieations to charitable socit^ties and to individuals in this countrji

 Upon the Methodist Society has UppT Canada, from its first 
 settlement, been mainly dependent for religious instruction; and through 
 their instrumentality several Aboriginal Indian tribes have been converted 
 to Christianity, and have been collected ttigether and settled in nine villages 
 which have been erected for the residence of those formerly iiyured and de- 
 graded people. From tliree to five hundred Indian children and youth are 
 taught in the Schools, several of whom have alremly become useful teachers 
 amongst their poor couiitrynieii. Of the character and labours of tho 
 .Metliodist Ministers in Canaila, fiom the earliest period of its history, the 
 following extracts from tin- Iteport of a select Co'iimittee on »b« Relieiong 
 Condition of the Province, lulopted almost unanimously by the Commons 
 .\ssembly of Upper Canada, contain ample testimony. 
 
 " I'o the disinterested and indefatigable exertions of these pious 
 men, this province owes much. At an early period of its hi.story, when li 
 was tliinly settled, and its inhabitants were scattered through the wilder- 
 ness, and destitute of ail means of religious instruction, these ministers of 
 the gospel, animated by Christian zeal and benevolence, at tho sacrifice of 
 liealth and interest, carried among the people the blessings, consolations^ 
 and sanctions of our holy religion. Their influence and iustructiofi have 
 been conductive, in a degree which cannot be ea.sily estimated, to the 
 reformation of their hearers from licentiousness, and the defusion of 
 correct morals, the foundation of all sound loy.ilty and socal order " 
 
 " The great and surprising change which has occurred within A 
 short period of lime in ihi; charait T and condition of large bodies of the 
 Missis^agua Indians is well known. From a state of vice and ignorance, 
 wretehedni'ss and degradation, almost brutal, they have been brought to 
 habits of industry, order, and ti'mperance, a thirst fur knowledge, a pro- 
 fession of the Christian religion, and apparently a cordial and humble 
 belief of its truths, and eixjoyment of its blessings. In tliis change the 
 Melhoilists have been chiefly instrumental. They have manifested the 
 most benevident zeal in accomplishing it; they have sent Missionaries, and 
 established Schools among them, which are supported by voluntary contri- 
 butions, and they are still labouringamongthcm with the same disinterested
