I V h'. # PREAMBIl. That this Company shall be known and designated, " InvincibleSf No. 3 Fire Compan^i^^ as established by and in virtue of the 31st Section of a By-Law in- tituled a *' fiy-Law to estab^sh and provide for the support of a Fire Department, and to prevent Acci- dents by Fire in the City of Quebec, dated the 13th March, 1844," subject to all the Rules and Regula- tions that are now in force and hereafter may be made affecting said Company by said Council, &c. That a copy of said, and all other By-Laws, &c., passed by Company shall be kept by the Secretary for the better guidance of said Company. Constitntion. 1. — That the Officers of this Company shall com- prise a Captain, Ist and 2d Lieutenants, Secretary, Treasurer, Sergt.-Major, and 2 Sergeants ; and, there shall also be attached to this Company a hst, 2d, and 3d Pipeman, who shall be considered as Corporals ; a 1st and 2d Axeman and a Bugler, all of whom, with the exception of the Commissioned •Officers, shall be elected, or re*elected, if the Company thinks proper, A 2 4 \ I'* li • ( 4 ) at the First Monthly and Quarterly Meeting in January of each ye{\f ; but, it is not imperative upon any of the above, or of the Standing Committee, herealler to be mentioned, to serve a second time ; but, any meni' ber of this Company refusing to take office, after no- mination and election, shall pay a fine of 2s. 6d. for such refusal— provided he has not held office within twelvemonths. *2. — A Standing Committee of 6 Members, shall be elected each year, at the same time as the other be- torementioned Officers. — The Secretary only^ ex officio^ to constitute a 7th Member. The Chairman to i(ive a " castir , ote" upon division. 3. — ^That the duty of the Secretary shall be to at- tend all Meetings, call the RolK and record, ac- curately, in a book to be kept for that purpose, the proceedings at Fires, Drills, Parades, Meetings, &c., of said Company ; to issue all notices and summonses for Monthly, Stated or Special Meetings, &c., and to perform all requisite correspondence ; to keep an ac- count (which shall be spontaneously and immediately furnished to him) of all moneys, premiums, &c., handed over to the keeping of the Treasurer ; and to have his books and vouchers ready at all times for the ins{)ection of the Standing Committee, or for the Com- pany. The Secretary is empowered to inspect the Treasurer's vouchers and all accounts belonging to this Company, for his better information ; and the Chairman of the Standing Committee is empowered . to convene a meeting of said Committee should he think proper ; and three Members, the Secretary in- clusive, shall be deemed competent to transact business, and Members not 'attending Committee Meetings to their /tt»6 shall be fined 7^d., (15 minutes allowed), s^ And for non-attendance, a total sum of Is. 6d., unless good excuse be given in, in writing, before or at the Meeting ; and that no 'Officer with the exception of the Secretary shall be held competent to be present at the Meetings of the Standing Committee. \ -^^ 5r 1 > i J { \.' * 1 9 A •« ' ( 6 ) . 4. — That the duty of the Treasurer shall be to at- tend all Meetings ; to keep a regular account of all moneys received as fined, premiums^ &c., and of all' sums expended, and pay no* bills except by order, to be signed by the Cautain, Secretary, and any one Member of the Standing Committee. To have his vouchers ready at all times for the inspection of the Secretary and Standing Committee ; and to fender, in connexion with Secretary and Standing Committee, a correct account oi the state of the finances of the Company, at its Monthly and Quarterly Meetings in January, April, July and October. « 5. — Tfie duty of the Bugler shall be, upon an alarm of Fire, or its actual occurrence, to notify the Officers and Members to that etfect, by sounding an alarm through the Ward, &c., &c., under a fine of Is. 6d. 6. — That the regular Monthly Meetings of this Company shall be held on the First Wednesday in each and every Month ; and it shall be imperative on the Secretary to call the same spontaneously and of his own accordf unless the same shall happen on a HpVi' day — then, in that case, it may be postponed till that day week, but no longer — the Captain to name the day. 7. — That in the absence of the Captain, the Senior Officer shall take the Chair at Meetings, &c., and command the whole, when on duty, &c. 8. — That the Captain shall takfe charge of all ban- ners, flags, &c., belonging to this Company. 9. — That the whole of the Officers and Members of this Company shall be punctual in their attendance at all " Fires" and Meetings, and shall obey with alacrity and strictly the orders of their Superior Officers, and shall perform, in as orderly manner as possible, all such duty as they may lawfully be called upon to do. Any infringement upon this rule to be reported and inves- tigated at the first succeeding meeting of Company or - :*^ • A 3 n ■* y * • ( 6 ) Standing Conimlttee. Should the party oflftiDding nut be {iresent \m or they shall be 8|>ecially aummoued, ^ and dealt wiih accordingly. {See Sec, 10.) < 10. — That^ny Member of this Company obaenting himself from Drill, or dthef Meeting of the Company, without sending good and sufficient excuse, at or be- fore the same, or shall wilfully neglect or refuse to perform Ms duty, or shall be guilty of disorderly con- duct, or of disobedience to his Officers, he shall for each offence incur and pay a penalty of at least T^d., or Buch other higher sum as the Company or Standmg Committee, whichever meet first, may, after due inquiry think proper to inflict (not exceeding 6s.) ; ana on refusing to pay such fine, within the time allowed shall be liable to expulsion. - ' ^ * tf * 1 l.—Tliat in order to create a Fund to meet con- tingenbies which may arise, all Fines, Premiums, &c., shall be lodged in the Treasurer's hands, within 48 hours after their receipt, under a penalty of 5s. ^^ 12. — In the event of the Company being detained at a Fire, Turn-out, &c,, such a length of time as to render refreshments necessary, the Captain, or Officer in Command, is empowered to order a proper and suitable supply. Any Person or Member, belonging to this Com- pany, absenting himself from any Fire, Meeting or Drill, &c., shall for the former oflence forfeit the sum of Is. 3(1., and for the latter offences, the sum of 7Jd. each. \«' II. That any Member of this Company neglecting three Fires consecutively, or three Monthly Meetings consecutively, shall be expelled. HI. That no Member, at any Meeting of this Com- pany shall be allowred to speak twice upon the same subject (except to explain), without permission from the Chair. And no motion, &c., shall be put unless the same be given in, in writing, with the names ol the " Mover" and " Seconder," and properly dated, IV. That to insure punctuality at Meetings, the Muster-Roll shall be called 15 minutes after the time specified in the Notices, and all Members arriving sub- sequently, unless a good and sufficient reason be given, shall be fined 3d. ; for total non-attendance, 7|d., and the Roll to be called at the close of each Meeting — Members not answering to their names, the second time, although they may have done so at the first, to be fined 3d , unless having left by permission from the Chair and reporting said leave of absence to Secretary, previously. Applicant to state his name, trade and resi- ' dence, and have his respectability vouched for by two respectable housekeepers, and take a copy of the Rules (Is. Sd.,) and pay his Entrance Money (28. 6d.) when the Standing Committee may agree upon. VI. That each Member shall provide himsslf with the' uniform of this Company within six weeks from the date of his joining the said Company, under a fine ot 2s. 6d , and for neglecting to produce them at the Second Monthly Meeting after the issue of these Rules, Wednesday, April 5, 1848, shall be expelled. This Rule to apply to all who consider themselves as belong- ing to this Company. VII. Members not acting correctly with respect to the Ballot-Tickets shall be fined 7^d. VIII. That no person shall be competent to move any alteration in the foregoing, except by giving one month's notice to that effect. But it is understood, any addition may be made to these By-Laws not af- fecting their present meaning. IX. Not apprising Secretary of change of Residence within 10 days of such removal to be fined Is. 3d. X. Members leaving this Company shall give 15 days' notice, and return any property they may hold belonging to it. XI. Any Member of the Standing Committee neg- lecting to attend two Meetings of said Committee con- • secutively, another Member shall be nominated in his stead at the next meeting of the Company, or as soon afterwards as convenient. XII. That any person shall be at liberty to quit one office to accept another. Xlil. That the sum of 5s. be allowed to the Stand- ing Committee at their Meetings. That the Engine shall be taken out at least once a month, for the purpose of throwing water. ^The Capt. to name the time and place at Meetings. XV. That Persons joining this Company shall Sign the ^* Constitution, Rules & By-Laws." XVI. That the Interpretation of all or any of these Rules devolves upon the Standing Committee, in case any dispute as to their true meaning should arise. ■f ^j/^ The accompanying " Constitution, Rules & By- Laws," &c., were laid before No. 3 Fire Company^ by the Secretary, March 10, 1848, when it was Moved, Seconded and Resolved : — " That 12 Mem- bers of this Company be appointed this Evening, to Meet the Standing Committee at this Engine-House, on Tuesday Evening, March 14, at half-past 7, p.m., for the purpose of carefully reading and discussing the proposed Jlules, preparatory to their being printed." ' Which was done, thus : — Extract from the Minutes of Meeting of Delegates and Standing Committee (at which the Captain at- tended by desire), held March 14, 1848.—" The Con- stitution and By-Laws were separately read and passed." •»• The Secretary will attend at No. 3 Engine-House on Tues» DAY Evenings, from 7 to 10.
