It is designed to ^j^^ suci ny. be, and is, a moral, benevolent, literary and scientific association, and its objects are: To cultivate sciial intercourse, form a more perfect union among its members, and create a fund for charitable purposes in their behalf; to col- lect and preserve information connected with the early settlement and subsequent history of the country ; to form such libraries and cabinets, and to pursue such literary and scientific ob- jects as the Board of Direfctors may from time to time determine, and in all appropriate mat- ters to advance the interests and perpetuate the memory of those whose sagacity, energy and enterprise, induced them to settle in the wilder- ness and become the founders of a new colony. ARTICLE II. The Society shall be composed of two classes. Two classes To the First Class, all who were residents of of Members. ARTICLE IV. • Each person, on admission, shall pay such fees as shall be prescribed by the By-Laws ; and all funds arising therefrom, or from monthly dues, or from donations (unless such donations are given for other specific purposes) shall, after the current expenses of the Society have been paid, be devoted solely to the purposes for which, in Article I., it is declared that this Society is instituted. The President, Secre- lary, and Treasurer shall be ex-Officio Members of the Board, a majority of whom must bo present in order to form a quorum for the trans- action of business. The President Fh')ll predde at all meetings of the Society and of the Board of Directors, and shall determine the order of business in each. He shall strictly enforce the provisions of the Constitution, By-Laws and Standing Bules of Order, and shall see that all Officers and Com- mittees perform their respective duties. He shall sign all Resolutions and Orders passed by the Board of directors. He shall neither make nor second any motions or resolutions, nor take part in any debatt , while in the Chair. He shall inspect and announce the result of all ballotings, or other voting by the Society. The Vice-President, in the absence of the Pres- ident, shall exercise the same power and author- ity as the President. ARTICLE X. A Physician may be appointed at general meeting to act on behalf of the Society, under orders from the Board of Directors. ARTICLE XI. Any person joining this Society who came to initiation the country prior to 1st January, 1860, shall be allowed to enroll his name free of admission. All after that date shall pay a fee of $5.00, except those who already belong to the British Columbia Pioneer Society of Victoria, whose entrance fee shall be ^2.50. Each member as he joins the Society will be required to sign the Constitution and By-Laws, with his name in full, together with his place of birth, residence, occupation, declaration of good health, and to the best of his belief, the date of his arrival within the limits of British Columbia. ARTICLE II. Every applicant for membership shall be proposed and seconded by members of the **»^P08a'f«r Society, at a regular monthly meeting thereof, Membership, who shall present to the Secretary his full name, place of residence, occupation, condition of health, and the date of his arrival in the country ; all of which the Secretary shall record in a book of registry to be provided for that purpose, and he shall also post the name of 18 BY-LAWS. I ! such applicant conspicuously in the rooms, the entrance fee having been deposited, and such applicant shall not be balloted for unless at the next regular meeting of the Society. Three black balls shall reject a candidate. ARTICLE UL Fraudulent Any person who shall become a member Membership, fraudulently, by making a false entry of the time of his arrival within the limits of British Columbia, shall be expelled from the Society, and shall forfeit any amount he may have paid. ARTICLE IV. Life On payment of Fifty (850) Dollars by any Members, member, he shall be released from all further payments of ^ dues, and shall be considered a Life Member of the Society. ARTICLE V. Members' dues and neglect to pay. Every member of this Society over the age of twenty-one years, shall pay into the Treas- ury semi-annually, $2.50, in advance. Any member who shall be in arrears for dues for more than six ( 6 ) months, shall be ineligible to office, and shall not be entitled to vote at any meeting, or to enjoy the privileges of this Society in any manner. But when the Board of Directors shall be satisfied that any worthy member of this Society is unable, for the time being, to pay the dues hereinbefore prescribed, it shall have power to remit such dues. ARTICLE VII. The President shall have power to grant leave of absence to any officer of the Society for a period not exceeding two (2) months, and to appoint some suitable person to perform the duties of such officer during his absence, pro- vided that any officer desiring leave of absence shall give the President one week's notice thereof. i ARTICLE VIII. Whenever it shall be notified to the Board of Directors that any officer of the Society is absent, and has been absent for a longer period than three (3) months, the Board may there- upon declare the office vacant, and appoint some other person to fill the vacancy.
