 January last, and which, be it remembered, were passed at one of the

 have expected that a question of .o much importance, carried unani- 
 mously, with one exception, tvould have been considereu .ettk-d, but 
 such is not the case; on the contrary, all .oils of objections are raised 
 thereto, and even the legaliiy of the proceedings arc brought in question. 
 We learn from various Circulars, &c., received and laid ben,ie the 
 Board of Directors, that one great cause of coniplaint is, that the dif- 
 ferent Deputies at the January meeting were not sullicicntly instructed 
 how to vote on the great question then submitted to the G. A. C. 
 Now, to remove as much as possible this diflicullv, ar.d that the I'cel- 
 nigs of each Lodge should be freely and fully expressed, throu-d, a 
 Deputy chosen by each Lodge for that express purpose, the IJoard of 
 Directors have taken upon themselves the responsibility of requiring

 your important duties with calmness, and with minJs free from all

 It may be only necessiuy for me to state that most of the ..ppoint- 
 ment^ were unammonsly made by Deputies sent by your own Lodges, 
 —and bear in inind that the nieeilng of Deputies, in G. A. C. assem- 
 bled, is the highest legal trihunnl existing in the Order, and their acti 
 are the only laws, go far as the government of the Order is concerned, 
 bindinsr on Oddfellows. The charges, therelore, of " self decte^l^' and 
 illegnlity, fall to tbe ground. The " objects," &c., imputed to the 
 Board of Directors are not worthy of notice.

 Worthy Deputies, 
 
 It is with no ordinary feolingg that I meet you th"s 
 <Iay. The present position of the Order in Canada West demands 
 your serious attention, nnd I feel satisfied lean rely or. your mutual 
 and firm support in bringing about ^vhat is so mucli required, viz. 
 Unity of action on the part of every Lodge in the Order. * 
 
 To accomplish this much desired object, so dear to all, a meeting of 
 Delegates from every Lodge, appointed for the s])ecial occasion, was re 
 quired to assemble here yesterday fo.r the purpose of removing a. much 
 as possible the objections raised by some Lodges, who now dissent from 
 the Resolutions passed at the G. A. C. held at London in January last, 
 and to give all an opportunity then and there to declare by their vote- 
 by what name and connection the Order in Canada is in future to be 
 governed. It is to be regretted that some Lodges refused to accept the 
 right-hand of fellowship, so frankly tendered them, by not responding 
 to the recommendation of the Board of Directors, conveyed in the 
 Circular issued June 1st. I am. liowevcr, happy to say that nineteen 
 Delegates, representing iwcnty-one Lodges, met in pursuance to notice, 
 and their proceedings will this day be laid before you, and I feel con- 
 fident that what lliey have done will meet your approval. 
 • It has been customary, on former occasions, to congratulate the 
 assembled Deputies on the prosperity of the Order, and to lay before 
 them a financial statement of its alTairs. I am sorry to say, at this, 
 time, I am compelled to deviate from former precedents and old 
 established usage. The Board of Directors, instead of receiving that 
 hearty co-operation from all the Lodges formerly constituting the 
 Toronto District, to enable them (the Board) to prepare a statement 
 cf the aflairs of the Order, have received, in many instances, the 
 most discouraging opposition. The deranged state of the financial 
 affairs of the Order, arising out of the conduct of tho late Provincial C. 
 S., have given the Board of Directors great trouble and anxiety. Had 
 the hte Pro v. C. S., and the Treasurer, together with all the Lodges, 
 complied with the request of this Board, as conveyed in circular 
 attached to G. A. Report, page 13, and again reiterated in a circular 
 from the Corresponding Secretary in May lant, we should have lieen 
 prepared to present to you a clear financial statement of tke allairs of 
 the Order, but as matters now stand, this Board is unable to give you 
 any satisfactory information on this head. Seventeen Lodges responded 
 at once to the call, but the others iiave either neglected or refused to 
 forward any statement of their accounts with the lute Prov. C. S., and 
 tho Prov. C. S., together with the laic Treasurer, have treated the

 you, worthy Deputies, to enable you la take such steps as" the nature 
 of the rase demands. 
 
 That there was urgent necessity for some great change in our Insti- 
 tution, few will deny, and since the G. M. and Board of Directors* 
 and G. A. M. C, M. U., in England, have sanctioned the steps taken 
 by the Order in Canada West for self-government, f confidently hope 
 ihat all true Odd Fellows will now bury the past in oblivion, and 
 unite heart and hand in plating our noble Institution in good \vo"king 
 condition, and enable it to carry out the great principles it inculcates. 
 To enable us to perform this pleasing task, we must cultivate a liberal 
 arrangement with the M. U. in England, securing the largest and com- 
 pletest amount of self-government the connexioi. will permit. We 
 must likewise use every available means to bring about a reciprocal 
 connexion with tho I. O. O. F., as well as the Universal Order of O. 
 F. in the neighbormg States. This done in earnest, and with proper 
 epirit, I have no hesitation in saying that the day is not far distant when 
 we shall have just reason to be proud of the prosperity of the Order. 
 
 A new Code of Laws has been prepared by the Board of Directors; 
 they will be submitted to you for approval. It will be at once seen 
 that they are founded in a great measure ypon the old laws by which 
 the Order was formerly governed. Tho Board have taken pains to 
 classify these Laws, to render them more simple and useful to members 
 
 generally. 
 
 In conclusion, I can only hope the conduct of the Board will meet 
 your approval, inasmuch as they have faithfully endeavored to carry 
 out the i-^istructions laid down for their guidance. I will now call on

 The undersigned, a Brother of the Order, afllicted with an apparent 
 incurable disease for more than three years past, and having been a 
 charge on the Wentworlh Lodge for about two years, and ever since 
 on the funds of the Order, and anxious to relieve his Brethren from 
 what at present appears a chance of a long continued charge on their 
 funds, hereby agrees and promises, -nd binds himself, that for the sum 
 of Fifty Pounds, to liim paid by the Order, he will relinquish all further

 When Brother Keachie waa first taken sick, after becoming a 
 member of the VVentwortU Lodtre, he appeared to be suflering from 
 plethora, or "^n. other words, a great delermination of blood to the head, 
 and in momentary danger of apoplexy. This was my opinion, corrobo- 
 lated by Dr. Stratford, then of Woodstock, %vhich plethora state ws 8 
 no doubt relieved by what was supposed to be the proper treatment : 
 8ince that time many changes seem to have taken place. Br. Keachie 
 has been examined by many medical men of repute, and truth compels 
 me to say that they all agree in ono thing, that is, that Br. K. is suf- 
 fering from some chronic disease, on the nature of which, as well as 
 
 the location, they diiTer widely.
