Section 1.— This body shall bo known as the Grand Leirion of the Select Knighta of the Ancient Order of United Work- men of the Pr( vince of Ontario, and shall be and is formed by virtue of the sovereign will of the Select Knights com- posing this body, as hereafter expressed in this Constitution, and shall exist subordmate only to the Supreme Le^on. Section 2.— IhisGrand Legion has jurisdiction of Select Knights of the A. 0. U. W. within the Province of atario, and IS the governing tribunal of all the Subordinate Legion* therein, with full power to institute Subordinate Legions in the Province of Ontario. It possesses the sole right and power, in the manner hereinafter provided, to grant Chart- ers, as prescribed by the Supreme Legion, or to suspend, or reclaim the same for proper c^use, to hear and decide all ap- peals from Subordinate Legions and members, to originate and regulate means for its own support, and to do all other acts necessary to promote the interests of the Select Knights of the A. O. U. W., subject to an appeal to the Supreme Legion. i^ *- SEAL. Section 3.— This Grand Legion shall have a seal, and all Its official documents to have valid force, shall be executed with the seal impressed thereon. ARTICLE II. Section 3.-The business of the Grand Legion shall be transrcted by the Grand Officers, Past Grand Commanders, StaSg Committees of Grand Legion, Sup. Legion Rg?s ^presenta^^^^^^ and such Sitting Comn^nders from Sub^ ordinate Legions as are Past Commanders. Mile- age and per diem shall be paid only to Representatives, Officers and Members of Committees. ARTICLE III. OFFICERS. Section 1. — The Officers of this body shall be as follows : Grand Commander, Grand Vice-Commander, Grand Lieutenant-Commander, Grand Recorder, Grand Treasurer, Grand Standard Bearer, Grand Senior Workman, Grand Junior Workman, Grand Guard, Grand Medical Examiner, Grand Trustees, Grand Marshal, Appointive. Section 2. — Should vacancies occur, by^ death, resignation or otherwise, during recess or an adjournment, the Grand Commander shall appoint a member to fill the vacancy until the next session of the Grand Legion. ARTICLE IV. revesue and returns. Section 1. — Each Subordinate Legion shall pay to the Grand Legion semi-annually, as a per capita tax the sum of (50) fifty cents for each Select Knight in good standing, which sum shall be forwarded to the Grand Recorder in July and January, together with a report of the membership. Section 2. — Any Legion which shall fail or refuse to pay the per capita tax, mentioned in Section 1 of this Article, on or before the 30th day of July and January, may, after hav- ing been notified by the Grand Recorder, be suspended ; and if such per capita tax is not paid within sixty days after such notice to the Recoider and Commander, then the Charter of such Legion, upon order of the Grand Com- mander, may be revoked. 6 ABTICLr. V. QUORUM AND VOTING. Section 1.— The Represontatives of a majority of the Legions in this jurisdiction shaU constitute a ciuoruui. Section 2.— A majority of the legal votes of the Select Knights present entitloil to vote Hhall decide all questions, excepting amendments to the Constitution and By-laws, appropriation of money, suspension of a Legion, or the re- moval of a Grand Officer, each of which shall require a two- thirds vote of the Select Knights present entitled to vote. Section 3.— All elections shall be by written ballot. Two tellers shall be appointed by the presiding officer, and it shall be their duty to receive and count the votes cast and to see that none vote except those who are legally entitled to do so, and to report to the presiding officer the result of the ballot. The candidate receiving the lowest number of votes, in case there be no choice, shall be dropped until one shall receive a majority of all the votes cast. Sec-'-ion 4 —Any Past Commander in good standing in any Legion In this jurisdiction shall be eligible to any position in connection t^ith the Grand Legion, except Grand Com- mander, who must have served one term in some elective office of this body. Section 6.— All questions and votes of the Grand Legion, not otherwise provided for, shall be decided by the majority of legal votes cast The yeas and nays shall be ordered when the Grand Legion shall by a one-third vote thereof direct. Should the report be unfavorable, the cer- tificate shall not be renewed ; but if the report be favorable, the certificate may be renewed on payment of all assessments on which the said certificate is in arrears, and in addition thereto a fine of 26 cents on each of said assessments in arrears, provided that, by a m^ority vote, the Legion con- sents to the renewal of said beneficiary certificate. If the application for renewal be approved by the Legion, the Medical Examiner's report, together with notice of re- newal, shall be forwarded to the Grand Recorder. Section 9. — The beneficiary certificates oi any members in arrears for assessments for the period of six months shall be null and void, and shall be so reported to the Grand Re-, corder, and no renewal of the same shall ever be allowed if] the member has reached the age of 60 years. Section 10. —Any member under 60 years of age, whose certificate has been annulled, as provided in Section 9 of this Article, may apply to have the same renewed ; and on complying with Section 8 of this Article, and the approval cf the Grand Commander attested by the Grand Recorder, said certificate may be renewed; provided, however, that in no case shall an applicant be required to pay more than eight dollars beneficiary and two dollars fines for renewal of cer- tificate. Section 11. — Any member suspended or expelled from the A. O. U. W. or S. K. A. O. U. W for any cause whatever, forfeits all claims on the beneficiary fund of the S. K. A. O. U. W. during said suspension or expulsion. Section 12. — The Recording Treasurer of each Subordinate Legion shall pay over to the Treasurer all beneficiary funds, taking his receipt therefor, which moneys shall be held byj the Treasurer, subject to the order of the Grand Recorder,} under the seal of the Grand Legion. I Section 14.— No member shall receive a final withdrawal [card from the Order until he has returned and cancelled the [beneficiary certificate issued to him, or filed a sworn state- jment of its loss or his inability to produce it. Section 15.— The Grand Recorder shall adjust and promptly pay all losses occurring under beneficiary certifi- cates issued by the Grand Legion, taking the receipts of the persons to whom the money was paid. All losses shall be paid within sixty days after sufficient Jroot of death or total disability has been filed with the rrand Recorder, who shall publish, or cause to be published, nd send one copy to each Subordinpte Legion in his juris- liction, a statement of the receipts and disbursements of the Hneficiary Fund in the Grand Legion at least once in each lonth showmg the balance of said fund on hand at the date such statement, the correctness of which shall be attested the Committee on Finance of the Grand Legion. Section 16.-The Recorder of each Subordinate Legion lall enter each and every beneficiary certificate in a reijister irnished by the Grand Legion for that purpose, and shall leep an accurate account with the Grand Legion. Section 1.— Grand Medical Examiner.— At each regular Nion ot this Grand Legion there sHall be elected by the rand Legion a Grand Medical Examiner, who shall be a illed legally qualiHed and reputable practicing physician, member of the Order, anrl a ar^t^nAo r.f =r.^A™^..KiI liool ot medicine, IS Sbotion 2.— Duties of Same.— It shall be the duty of the Grand Medical ExarniQer to promptly examine and pass upon every certificate of medical examination for membership in the Beneficiary Department^ when submitted to him by a Recorder of a Subordinate Legion. If he approves of the ex- ainination, he shall return the same without delay to the said Recorder ; and if he disapproves of it, he shall retain and file it, informing said Recorder of that fact. For each certificate of examination so passed upon by Grand Medical Examiner he shall receive from the Grand Leji;ion 25 cents, payable quarterly. Section 3. — All medical examinations of applicants for membership in the Beneficiary Department shall m made by respectable and legally qualified practicing physicians, graduates of some reputable school of medicine, and no other — which facts shall be made to appear by credential certificate, to be made and signed by two other reputable, practicing and lecally qualified physicians of the sume lo- . cality, and also by the Commander and Recorder under seal^ of the Legion (or, in case of a new Legion, by the instituting officer). Subordinate Legions may choose one or more physicians to examine applicants, but such examiners shall in all respects be governed by the requirements of this Article, and all examiners shall, as far as practicable, be members of the Select Knights. The Grand Recorder shall furnish a blank form of such credential certificate and keep a record of all that are filed in his office. No examination shall be approved by the Grand Medical Examiner except it be made on a blank form furnished by the Grand Recorder of this jurisdiction by a physician who has complied with the requirements of this section. Section \. — No person shall be admitted into member- ship in this Legion except Master Workmen in good standing in Subordinate Lodges of the Ancient Order of United Workmen, of the full age of 21 years, competent to earn a living for themselves and families. Each application for membership shall be made in writing, signed by the appli- cant, stating his age, occupation, residence, and that he is a M. W. degree member in good standing in all respects of a Subordinate Lodge of the A. 0. U. W., and recommended by two Select Knights of the Legion in good standing. The ap- plication shall be accompanied with a sum of not less tha three dollars. MEETINGS AND QUORUM. Section 8.— The Treasurer shall receive from the Record" ing Treasurer all moneys received by him and give his re- ceipt therefor; he shall keep a separate account of the General and Beneficiary ' Funds ; shall pay all orders drawn on him by the Commander, attested by the Recorder, and keep a correct account of all moneys received and paid out iby him ; and at the expiration of his term of office, deliver all moneys, books, vouchers and all other property belonging o the Legion; and before entering upon his duties shall ive a bond for the faithful performance of his duties with cod and approved securities, in such an amount as the legion may direct. Section 9.— The Past Commander shall assist in the nitiation and have charge of the religious exercises of the Region. Section 10.— The Standard Bearer shall have charge of ihe banner, standard and colors of the Legion, and perform uch other duties as pertain to his office. Section 11.— The Senior Workman shall have charge of Ihe inner door, and will perform such other duties as the W8, rules and regulations of the Legion require. Section 12.— The Junior Workman shall perform such Aties as are resinired of Him Vw virf.nA nf hia r\fRna ■ »iv ^/■a.j.iwi 24 Section 13.— The Marshal shall be the military instructor of the Legion ; shall have charge of all parades, subject to tne orders of the Commander; he shall promulgate all military orders issued by said Commander ; shall serve all summonses and shall perform such other duties m this con- nection as may be des ^nated from time to time by the Com- mander. , , , ^ i ■ j.u • Section 14.— Three Trustees shall be elected at the in- stitution of this Legion, or within one month thereafter, in such a manner that the term of office of one shall expire at the next annual election of officers of this Legion, one, one year from that time, and one two years from that time. After the institution, one Trustee shall be elocted at each annual election for the term of throe years. The Trustees shall have the general supervision of the property ot the XcTiON 15.— All official bonds shall be made to the Com- mander for the use and benefit of the Legion and be ap- proved by the Legion. , , . . Section 16.— This Legion shall, at the annual election, elect representatives, regular and alternate, to the (7 rand Legion, as provided for by the Grand Legion constitution. The Commander shall be the honorary representative to the Grand Legion, provided he be a Past Commander. ARTICLE Y. DEGREES, DUES AND GOOD STANDING. Section 1.— There shall be two degrees, known and styled the Minor Degree and the Select Knight Degree. The price of initiation shall not be less than five dollars ($5.00), three dollars (|3.00) to accompany the application and two dollars ($2.00) to be paid before receiving the Minor Degree. The Select Knights shall aSpear at all meetings in full uniform, unless otherwise ordered by the Commander. ^ Section 2.— The annual dues shall not be less than two dollars (^2.00) per year, payable quarterly or half-yearly. bECTiON 3.— Any Select Knight in arrears more than ?i^^i.^ y ^^^ *° **^® payment of a beneficiary assessment atter the date thereof, shall be and is suspended from all rights and privileges of the beneficiary department, unless the Legion shall by a two-thirds vote thereof elect to pay the said arrearages. Section 4.— Any member in arrears in the payment of dues for the space of three months shall be suspended, and all privileges and benefits derived thereby denied; and any member who shall be in arrears in the payment of dues in this Legion one year shall be expelled, unless this Legion shall by a vote elect to pay the same. Section 5. —Any member who has ^een suspended fro.n the beneficiary department over thi-ee months and not ex- pelled, may be reinstated by presenting the certificate of the physician of the Legion as to his sound bodily health, said certificate first to be approved by the Grand Medical Ex- aminer, and by the payment of all fines and arrearages from suspension to reinstatement, if the Legion shall by a majority vote elect to reinstate said member. No member who has been expelled can again become a member, except by appli- cation and initiation, as prescribed by Article 2 of this Con- stitution. Section 6.— The Minor Degree members shall pay the same dues as are paid by the Select Knight Degree members. bECTiON 7.— Any member guilty of any crime, indictable ofleuce, treason or participation in any riot, revolt or re- beUion against his country or the people, shall be expelled troni the Order, and can never again be received into mem- ibership. Section 9.— All complaints and grievances made against the members shall be disposed of as the Legion in its judg- ment deems best; subject, however, to an appeal to the District Deputy Grand Commander of the District, and from his decision to the Grand Legion. All appeals to ♦he Dis- trict Deputy or Grand Legion must be accompanied with a copy of all records, documents and decisions in reference thereto, and attested by the Recorder and under the seal of the Legion. ARTICLE VI. COMMITTEES. Section 1.— The Commander, Vice-Commander and Lieut. - Commander shall constitute the Relief Committee, of which the Commander shall be chairman. It shall be the duty of this Committee to visit the sick and disabled members and to report to the Legion. Each member shall be subject to the . orders of the Commander in attending the sick or disabled members. Section 2.— Such other Committees may be appointed as this Legion or the Commander thereof may deem fit and proper. ' ARTICLE Til. REMOVALS. Section 1. — In case of death, resignation or removal of the Commander, a Commander shall immediately be elected. Section 2.— If an elective or appointive officer absent him- self from three successive and regular meetings of the Legion (unless through some unavoidable cause) his office shall be declared vacant by the Legion, and such vacancy shall be filled by election. Section 3.— Charges against he Commander shall be made to the Grand Commander, who shall pass upon the same immediately, and if the charges be sustained, the Grand Commander may either reprimand or punish the Commander, by vacating his office.
