The Coinniitlcu of Management shall have full power to expend the general income or funds, in whatever manner they may deem most bene- ficial for the objects of the Institute. 17th. The Committee of Management shall have tho power of finintr or expellins any Member who may conduct himself improperly, but th* person so fined "or expelled shall have the right of appeal to tho first regu- lar niecline of the Institute. I8th. Special meetiiigsof the Institute may be calhd by the President npon a requisition signed by a majority of the Committee of Management oranv Ten of the Blcmbcrs. 19th.
