They trust howover, that this is temporary and acciden' tal only inasmuch as, though the Secretary has written to tho Clergy of the two former places, no explanation' has been yet received. About £125 Cy. still remains in the Commercial Bank, and about £70 or X80 are also duo on account of subscriptions promised here. No regular voyage or journey of visitation has been undertaken by the Bishop since last year, but his Lord* ship in the latter part of last summer spent somo weeks at flarbor Breton in Fortune Bay, during which he visited the neighboring settlements, in several of which Candidates were presented to him, and a con-* siderable number were Confirmed. No other Episco- pal service was asked or performed at that time, but within the last month the Bishop proceeded to Brigus, whoro he had been invited for the consecration of a oomely and well built Church in the adjacent settle- ment of Burnt Head, which service was duly perform* ed with the assistance of the neighboring Clergy a«d the Eev. Messrs. Hutchinson and Pii^or, in the pre-* s^Dco of a numerous congregation. Tho Coadjutor Bishop has been absent from this Colony during the past winter in Bermuda, which has thus benefited by tho presence of a Bishop when this privilege could not otherwise have been enjoyed. His Lordship is at present iu Nova Scotia, but may bo expected very shortly in a now vessel which has been built there for his visitation duties, tho outfit of which ho has spent a short time in superintoading on his way hero from Bermuda. Your Committco arc thankful to bo able to report tho establishment of a new Mission upon tho Capo shore^ having tho now important settlement of Tilt Covo for its centre, bv which tho Missionary at £lxploits, Burnt Island has been relieved of a portion of his too un- tvieldy charge. Two Ordinations have taken place in the Cathedral since our last years meeting, by which four deacons, Messrs. Nett&n, Lockward, Smitu, and Bishop, havor been added to tho number of tho Clcrey. At tlio Trinity Sunday Ordination the Kev. H. T. Dowk of 24 I' I"- l^orle^u, Labracior, was alao advaacccl to tlio liglicif torder of Priesthood. Tho Rov. Arthur Wood from t*ictoo, Mova Scotia, has also been nominated Stipen- diary Curate of St. Thomas' Church in this town, thus adding five to the Clergy list of last year. On the other band the Kev. Mr. Marshall has been r&moTed by death, as already stated, and the Hot. Messrs. MiLNER and Chamberlain have left tho Diocese.-^ The office Of Rural Dean of Conception Bay, racant by the retirement of tho Rev. M. Blackuorb, has been filled up by the appointment of Rev. J. C. HARVEir pf Port-de-Grave as tho Senior Clergyman^ collated by tho Bishop on tho petition of his brother Clergy^in that Deanery. Whilo speaking of tho changes that bavo occurred lately among tho Clergy, your Committee cannot omit mention and grateful acknowledgment of tho consideration and liberality of the Society for tho Propagation of the Gospel, as manifested towards this t)ioce8e, in their promise to continue, till the end of the year 1870, all the stipends hitherto paid for tha maintenance of tho Clergy ; a boon tho greatness of Which will be understood when it is known that thd sum amounted last year to no less than £4785 Os. Wood, Clergy Widows' and Orphans' Fujid» 1. — The Newfoundland Church Society's Special jPand, for assisting the Widows and Orphans of do* ceased Glergymeo of the Diocese of Newfoundland, shall consist of all monies paid to tbo Treasurer of the Society for that object. •< . < * .•; 2. — The Committee of the Chqrch Society sb^U liave the manageii^ent of the Fund. >f T ?} v 3. — Every Hundred Pounds of available surplna shall be invested by the Committee as opportuDities occur. Smaller sums shall be deposited every c^uartor in the Saving's Bank. :-,... 4. — All Clergymen in the Diocese holding the bishop's license may secure the benefit of this Fun(| by pontributing within six Jiuontbs from ibe time of obtaining their License from the Bishop fis follows :-^ (1) Unmarried Clergymen and Widowers without ^ phild, one pound (XI) per annum: (2) Married Cler- gymen (and such as shall afterwards become married,) ^Dd Wi4owerB with a child, two poquds (4^) pec f&Dnum. 5. — Annual subscriptions shall be payable in advanoo Qn the 1st day of January in each year :— provided tlif^t Clergymea on ^otr^ e^^U 'or that ^ear paj oqIj J L M c^ a rateable proportion of the annual snbscriptioQ vip i'O first day of January following. The first payment to be calcu- lated foi the interval from the husband's death to the day of payment. 14. — If a Clergyman,* having joined the fund aftdt the 24th June, 1863, removes from the Diocese after having served less than fourteen years, his connection with the fund shall cease, and he shall be entitled to receive back half the amount of the annual subscrip- tions he has paid. If be removes after having served fourteen years and less than twenty-one years, he shall be allowed to remain in connection with the Fund by paying an annual subscription of six pounds, or nine pounds if residing witrhin the tropics ] or he may re- ceive back half his aonual subscriptions, upon which his connection with the Fond shall cease. If he re- moves after having served twenty-one years, he shall be allowed to remain in connection with the Fund by paying an annual subscription ot five pounds, or seven pounds ten shillings if residing within the tropics ; or J > 1 1 --i 1 r 4 Be may receive back tbree-fouilhs of liis annual sob. A yearly statement ol the Treasurer's accounts with this Fund shall be published with the Society's Repoit. 16. — None of the above Rules shall bo altered, or repealed, except at a general meeting of the Church Society, and alter a full yeard notice to the uiembera of the proposed change. " Tho following is the original Rule 14, governing Clergymen in connection with tho Fund botoro June 24, 1863. 14. — If a Clergymara removes, with the Bishop's consent, from the Diocese, after officiating in it not leas than seven years, he shall be allowed his claim upon the Fund, on the payment of an annual subscription of three pounds (X3); or, if he desire it, may receive back half the amount ho has paid ; which repayment shall release the Fund from all his claims upon it."
