While the death rate for the yea.r has not been unusually large we have lost some of our most earnest workers, of whom tiie most prominent was Bro. W. H. Barton, our efficient Grand Secretary. Tliough it was known for some time that Bro. Barton was in failing health (he having been absent from the special session in October last on account of illness) yet at the last the news came with a sudden shock. Although not a native of the Province, Bro. Barton had, during his residence dere, made many warm friends both in and out of the Society who have heard of his early death with deep regret. During the last illness of the Grand Secretary, Bro. P. G. M. Armstrong attended to his duties and after his death kindly consented to fill the vacancy until after a successor has been elected by this Right Worshipful body. During the year I consulted by letter with many of the brethren throughout the jurisdiction relative to the advisabili- ty of employing an organizer, but owing to the j,reat variety of opinions expressed and the difficulty of arranging for a satisfactory mode of payment I was unable to see my way clear to make arrangements for the purpose. I would, how- ever, suggest to the Grand Lodge that the employment of a competent person to organize new lodges and instruct the brethren of isolated lodges would be an excellent thing for the institution and would advise the appointment of a committee to consider the matter. I regretted very much that professional engagements pre- vented my being present at the dedication of the New Orange Hall at Bathurst, but I sent a substitute in the person of Bro. Jas. M. Mclntyre, D. G. C, whose presence on that occasion, I had the pleasure of learning, gave great satisfaction to the brethren and friends at Bathurst. The Orangemen at Bath- urst are to be congratulated on the pluck and enterprise they have exhibited in building and equipping their beautiful and commodious hall, and by so doing have set an example that might well be followed by other populous places in which Orangeism hau a strong foothold long before it was ever dreamed of at Bathurst. I am also proud to announce that Steeves Lodge, at Lutz Mountain, Westmoreland Co., have erected and are now occupying a hall, clear of debt. These annual celebrations do much for the Order by bringing the brethren of different localities together and enabling them to know and appreciate each other better. The usual celebration of the oth of November was also duly observed throughout the juiisdiction, in some places by a lecture fo 'owed by a supper and dance, and in others by a church pa.ade and sermon, according as the majority of the brethren of the dirterent lodges inclined to be grave or gay, but in each case whatever form the outward manifestation took the hearts of the brethren were in the right place and they celebrated according to their different pleasures the event dear to the heart of ever}' true Orangeman and lover of liberty. The correspondence this year lias been unusually heavy and will be handed to the Committee on Correspondence. I have not been called upon to decide any important appeals during the year, but have granted a number of dispensations. At the last annual session of the Grand Lodge the Grand Master was instructed to take such proceedings as were deemed necessary to endeavor to secure tlieir civil rights for our breth- ren of Bathurst, which rights, it was claimed, were denied them by the Catholic majority of that place, aided and abetted ' / the Board of Education. The first step taken was to circulate petitions throughout the Province directed to the Legislature and praying that the matter be investigated by the House of Assembly and proper redress of the grievance granted. These petitions were prepared in consultation with a num- ber of the brethren, printed by Bro. Pitts at his printing office, duly circulated for signatures and were signed by, I believe, something about ten thousand poisons. After a somewhat stormy doi)ate in the Legislature a Royal Commission was issued to the Hon. Judge Fraser (our present Governor) directing him to proceed to Bathurst and there examine into all tlie many complaints which are commonly known as the Bathurst School Question. After consultation with some of the brethren I employed brother the Hon. C. N. Skinner, Q. C, as senior counsel and myself acted as junior counsel at tlie inquiry, and liaving received from brother the Rev. A. F. The matter was further and at length discussed at the special meeting of the Grand Lodge called to consider the whole matter, but the proposed settlement was rejected. During the month of October last, with a view to obtaining a settlement, the Protestant people of Bathurst appointed a committee of five persons composed of Revs. A. F. Thompson and J. Sellars and Messrs. Dr. W. P. Bishop, W. R. Johnson and Y, illiam Rogers. These gentlemen drew up a basis of settlement consisting of eight propositions and handed the same to Hon. Mr. Skinner who submitted them to the other side through their counsel, Mr. Lawlor, but no agreement was reached. Afterward a meeting of representatives of both parties met at Bathurst with the counsel on both sides but no agreement was had. Then the counsel met and formulated another basis of settle- ment taking the first proposition as a ground work and inter- viewed certain members of the Board of Education to know if the terms would be agr«ed to by the Board provided they were accepted by both parties, and the members so consulted agreed that no objection would be offered by the Board pro- vided l)oth parties would agree to accept the same. The following is an outline of the proposed basis of settle- ment : — The agreement to be in writing and to be signed by the counsel representing both interests. One Protestant Trustee to be elected to the Board. Such trustee to be approved of by a majority of the Protestant rate-payers present at the school meeting at which such trustee is elected. The basis of this agreement is that tho Protestants and Catholic Trustees shall severally control in their respective departments as al)ove outlined, and in case of a difFenince of opinion occuriing the Chief Superintendent of Education is hereby accepted as an arbitrator between them. It will easily be perceived that by this plan no part of the money paid by Protestants will go to the support of the con- ventual schools and the majority will be called upon to give up their inherent right to elect the whole Board of Trustees, and the majority of tlie Board will concede their right to control all the schools in the district. These are the salient features of the plan which would commend themselves to the Protestant people, but this is also true that it is in a certain sense a departure from the act. In defense of that, however, it might be urged that the existing arrangement in other parts of the Province, such as St. John, Fredericton, Chatham and other places are also still greater departures from the act. Now as there appears to be a misapprehension in some quarters respecting the conduct of the Protestant counsel in this matter, and as some of the good brethren have expressed themsehes as opposed to our course I may bo pardoned for introducing a few words of explanation. When we came to consider the whole question after tho evidence was ;:11 in and the argument concluded we asked ourselves wliat were the results. If the commi.ssioner icports adversely nothing will be im- mediately gained by the en(|uiry except the production of the evidence to the country and the preparation of a ground work for a religious war such as agitated the country at the passing of the act in 1871. Your committee desire to congratulate the Grand Lodge on the institution of ten new lodges, and the general increase of membership during the past year in our jurisdiction. We also concur in the sentiments expressed by the Grand Master in reference to the death of Bro. W. H. Barton, late Qrand Secretary, and deeply sympathize with his wife and family in their sad bereavement. We desire to recommend that the thanks of this Grand Lodge are due to A. J. Armstrong, P. G. M., for the efficient manner in which he discharged the duties of Grand Secretary mnce the death of Bro. Barton. That No. 114 Lodge was only granted a tem- porary isolation, and is now under the jurisdiction of Sunbury County Lodge. 3rd. That Primary Lodges are bound to report to County Lodges. 4th. That no representatives of a Primary Lodge can sit and vote in Grand Lodge unless the Lodge to which the brother belongs has been previously reported to its County Lodge. 1 5th. That if a D. G.
