Both the value of goods and the (juantities should be divided under the heads of " current," " last," and " previous outfits," li. Provisions. This item is intended to apply oidy to provisions nece.ssary for consumption at the Post. It therefore applies only where there is a Mess. Pro- visions for sale should be classified under the head of "(a) General goods." .'}. Flour when for sale or trade should be under the head of "General floods (1 a.)"; when for consumption at the Post under the head of "Provisions (1 b}." 2 & 8. When placed on inventory, country made artic es and country produce should be valued at their nett cost. If they have been traded for goods the profit on the goods .should be deductet a market, the market value shoidd be considered to be the co.st of replacing the animal, ample allowance being made for age and deterioration. The words "no payment," should bo taken to mean no payment which is not a fair proportion of the debt. "Good security" means a security that can Ite readily realized. While Indian debts are not to be valued on inveniorj' they are in other res- pects to be treated as other debts, excepting that if not paid in full within one year they are for the purposes of the list allu led to in this Rule to be considered bad, and in future statements to be left out. The statement required therefore should .show the current balance. This Rule seems to have been neglected. Nothing in the stock of goods should be valued at a price higher than it will readily fetch in th*^ ordinary course of trade. Whenever such a reduction is made as to bring the price Ixdow the cost-landed the article should be cla.ssftd under this head. Freight rates .should be made out based on the estimate as provided by the Rule and not delayed until the end of the season, as otherwise Rule 84 cannot be com- plied with and the cost-landed of goods cannot be ascertained on their receipt at the various Posts. No package should he sent without the Viill of lading and charges accompanying ii. As 20 per cent is a small amount for the annual reduction in the valua- tion of roads, care should be taken that the cost of improvements added be valued low, no profit being included.
