Your Majesty's representatives in the Colonies, acting as Commissioners in Aid, have been warmly seconded by the loyal feelings of Your Majesty's colonial subjects, in proof of which wo can point to magnificent contributions from India, from the North American Colonies, from Australia, and in fact from nearly every British possession ; amongst other contributions may be mentioned that of the Six Nation Indians, who have subscribed the smn of .€100. Your Majesty's Consuls General, Consuls, and other influential British subjects also, in all parts of the world, have manifested a laudable zeal in ccmtributing themselves, and in encouraging and collecting contributions to the National Fund. We have jieculiar pleasure in reporting tt) Your Majesty that the Natives of many Foreign Countries also have spontaneously and largely contributed, and have accompanied their donations with kind expressions of sympathy for the suflFerers, and testimony to their sense of the justice of the War in which Your Majesty and Allies are engaged. 5. That the alluwiuicc to WidowH cease upon their second marriage, unless continued by an express order of the Coramittoo; but during any subsequent widowhootl the widow is to be at lil)erty to apply to Ikj replaced on the Fund ; but no woman is to continue to receive an allowance if she shall, in the opinion of the Committee, by proflipate condtict dishonour the memory of her husband. 4. That the Committee be at liberty to place mch Widows as they may deem expedient in the Cambridge Asylum, at such an annual sum or sums, or sura or sums in gross once paid, and under such stipulations as may be deemed necessary, and as the Committee may think proper ; but subject to the !)th Resolution. 5. That Widows who have received large sums as Bonuses from the Cen- tral, or other Associations, be informed, that till these sums are exhausted, at a rate of expenditure equal to the scale of the Royal Commission of the Patriotic Fund, their further applications cannot be entertained. 6. That gratuitous offers of providing for Orphans, or otherwise, be accepted at the discretion of the Committee. 7. That where Parishes or Individuals are willing to maintain and educate Orphans at their own expense, the Widows at once may be relieved by the Fund, and the Children, when they are no longer provided for by such Parishes or Individuals, shall be entitled to come on the Fund in like manner as if they were now applicants for relief. 8. That tlie different Local Committees be requested to place the Children in the schools of their several localities, and pay for them if necessary, until a final arrangement can be made for them. If the Mother does not live with them, they should bo placed with respectable people to board and lodge. 9. That where Orphans are of a fit age to be placed at school or in service, or to be bound apprentice, the Committee to be at liberty to place them out accordingly, and to ])lace any Orphans for education in any asylum, industrial Sch(K)!, or otiior establishment for receiving orplians or destitute children-; but the Committee is not to be at liberty to purchase any perpetual right of pre- sentation, or to endow or etdarge any such establishment. If after all the other claims on the Fund are satisfied a surplus shoidd remain on hand, then the sub- ject of endowments shall be submitli-d to the consideration of the Royal Com- missioners. 10. Tlrat the Commissioners having determined — " That under the terms of the Royal Commission, the Widows and " Orphans of Connnissioned OfHcers are eligible for Relief from the " Patriotic Fund, but inasmuch as i)rovision is made by Parliament " for granting Pensions to i)ersons of this class, the Commissioners " consider that assistance ought only to be given to them in special " cases of great necessity, and that the relief of Non-Coinniissioned " Ollicers and Privates ought to be regarded as the primary object of -' ' " the Fund." KiKiiY, Esq., have made the following Report on the subject of the security of the Funds, of tlie modes of Receipt and Payment of Moneys, and sufficicTicy of the Accounts kept for recording the pecuniary transactions, as well as on the sufficiency of tlie Checks upon Grants to Widows and Orphans, which Report your Committee have confirmed and adopted, and now beg to reconunend for the adoption of the Royal Commissioners. SECOND REPORT OF THE SUB-COMMITTEE. In our first Report we confined our remarks to the establishment of paid officers and clerks required for conducting the official business of the Royal Commission ; in the j>resent Report we jtroi^se to deal with the second subject of inquiry referred to us, namely, " The eliecks established for t)ie security of the funds of " the ('ommission, the distribution of them, and the sufficiency of the vouchers " upon which grants are made, and of the accounts required to exiiibit tlie " pecuniary transactions of the Conunission." 1st. As to the security of the funds : — By the Royal Proclamation the Paymaster-General is constituted the treasurer of the fund, and all moneys are paid to a distinct account ojtened in his name at the Rank of England. The larger portion of the cntributions received have been paid directly to that account without pa.s8ing through the hands of any officer of the (\)nunission. We recommend that the payments should, as far as practicable (and far more generally than at ])resent), be mad" through the Paymaster-General; this arrang'ement will relieve the llonoraiy Secretary, as well as those who distribute money under his direction, from imnecessary ri>k and responsibility. ( 39 ) 3rd. As to the mffic'wncy of the Checks upon Grants to Widows and Orphans. — In rofi^ard to tlic Vdiicliors upon which (Jiants aio made, wo consider that some alteration is dcNirahK-. The Marriage ('ertificate of tiie Widow, and the ( 'crtificateH of Mirth or |{ai)tisui of tiie Ohihlren, are not at present in all cases produced at the Oflice ; it appe.-irs to us most essential that every application from a Widow for relief should l»e accompanied by a Certificate of her Marriage with the Soldier or Sailor upon whose death she founds her claim to an allow- ance, and hy Certificates of the Birth or iJaptism of the Children on whose behalf she may apj)ly foi' relief. If the ('hildren should bo Orphans on both sides, the Apjdicant on their liehalf should furnish both Certificates of their liirth or Baptism and of the Marriage of their Parents. In regard to Soldiers' Marriages, tlie cases are Jiot unfrequcnt in which the Wife has Children by a previous Marriage ; and occasionally Illegitimate Children, either of the Husband or Wife, live with the Soldier aiid his Wife, and pass by the Soldier's name ; the possession of the correct dates of the Soldier's Marriage and of the birth of all the Children, is therefore indis- pensable. If a dilliculty should arise in any case in procuring the proper Certificates, it muat be stated to the Honorary Secretaries, and such steps taken as shall appear requisite to remove the difiiculty, or to admit secondary evidence, ac- cording to circumstances. In granting Allowances from the Fund, which are likely to endure, every care should be taken to examine as closely as possible the Certificates by which the claims are supported, to ascertain that they are genuine and free from alteration or erasure, and to subject all doubtful cases to special investigation. 4th. As to the Safficieiici/ of the Accounts kept for recording the Pecuniary Transactions of the Commission. — \Vt' have examined the various Books in which the Receipts and Payments are entered, and they appear to us to be well adapted to the pro ler record of the simple transactions which they embrace. We have suggested some slight alterations in them, which appeared to us to be required to render them more complete. We consider that the Books in which the Accounts with the several Pensioners are opened, may be improved ; and that it would be advantageous to adopt the forms of Pension Books used in the Paymaster-General's OtKce for similar payments J. Your Cfimmittee are f;;liid to be able to report, that their scheme of having Local Committees of Ladies t<> watch over the welfare of the Widows and ( )rphaiiH, has been attended with tlie happiest results in Glasgow and Aberdeen, and tliey do not doubt that it will be equally successfid in the other localities. The Ladies' Committees of the Grenadier and Scots Fusilier Guards, have continued to give their kind and ellicient aid to the Widows and Orphans of whom they took charge. Orphans who have lost both parents, and who hiive no natural guardians to whom they can properly be intrusted, have been placed by your Committee in temporary asylums under tlio care of clergymen ; but in all cases the wishes and feelings of the natural suiviving guardians, or the known wishes of the deceased parents, have been respected. Yonr Committee have, in many instances, relieved Widows with families, by taking charge of the children where the Widows were willing to go to service, or by taking charge of some of the children, so as to render the Widow ea])able of maintaining herself and the other children, in which cases, of course, the allowances, with any necessary additions, are regulated accordingly. Your Committee, in exercise of the authority delegjvted to them by you, have to a limited extent, relieved the Widows and Orphans of several Officers of the following ranks, viz., 2 Surgeons, 2 Lieutenants, 1 Ensign, 4 Quarter- masters, 1 Connuissariat Clerk, 3 Engineers, and G Naval Warrant-Officers, who all stood greatly in need of aid. Your Committee have also exercised the power with which they were intrusted, of administering relief l)cyoud the general scale, in several cases of sickness, and of the lying-in of Widows. Several Widows have already married again, and thus ceased to be objects for whom the Patriotic Fund was subscribed. That inquiry shall he made as to whether apjdicants are in the receipt of relief fnmi any otiier charity. 8. That the Widows of civil servants to Offieers are not eligible, unless their husbands were actually killed " on active service." 9. That the following Clause of the Royal Commission—" And " also by their gifts and subscriptions to contribute a portion of those " means with which our nation has been blessed towards the suc- " couring, educating, and relieving those who, by the loss of their " Husbands and Parents in battle or by death on active service in " the present war are unable to maintain or sujiport themselves," embraces the cases of Widows and Oridians of Artiiicers and other civil servants of the Crown employed in the East in connexion with the present war. 10. That the Scale of Allowance (Appendix F) be for the Widows and Orphans of the Non-Connnissioned Officers and Privates of the Army and Marines, and Petty Officers and Seamen of the Navy, subject to the condition in the Royal Commission, that the claimants are unable to support or maintain themselves. The allowance of a Widow, or a portion thereof, when necessary, may be applied for the benefit of those Orphans who have lost both Parents, under the direction of the Committee. That the allowance to Widows cease upon their second mar- riage, unless continued by an express order of tho Committee ; but durinff any subsecpient widowhood tho widow is to be at liberty to ap|)Iy to Imj replaced on the Fund ; but no woman is to continue to receive an allowance if she shall, in the opinion of the Committee, by prolli^ate conduct dishonour tho memory of her husband. 1 2. That the Committee be at liberty to place such Widows as they deem it expedient in the Cambridge Asylum, at such an annual B>mj or sums, or sum or sums in gross, once ])aid, and under such stipula- tions as may bo deemed necessary, and as the Committee may think proper, but subject to the 17th Resolution. 13. Tliat Widows who have received large sums as bonuses from the Central or other Associations, be informed, that until these sums are cxlmusted, at a rate of expenditure equal tt» the Scale of the Royal Commission of the Patriotic Fund, their further applications cannot be entertained. 14. That gratuitous offers of providing for Orphans, in part or otherwise, be accepted at tiie discretion of the Committee. 15. That where Local Subscribers or Individuals are willing to maintain and educate Orphans at tlieir own expense, tho Widows may be relieved by the F'und, and the Children, when they are no longer provided for by such Local Subscriptions or Individuals, shall Ije eligible for relief from the Fund in like manner as if they wero now applicants for relief. l(i. That where Orphans are of a fit age to be placed in service, or to be bound apprentice, the Conmiittee shall be at liberty to place them out accordingly, and to place any Orphans for ediication in any Asylum, Industrial School, or other establishment for receiving Ori)banH or destitute Children; but the Committee is not to be at liberty to purchase any perpetual right of presentation, or to endow or enlarge any such establishment. If after all the other claims on the Fund are satisfied a surplus should remain on hand, then the subject of endowments shall be submitted to the consideration of tho Royal Commissioners. 17.
