That wiuh District Lodge shall be entitled to oue Representative ti) the (Jrand Lodge for each Suhordinate Lodge within its juiisdiction, and that these Representatives shall be elected at the last meeting of the Dis- trict Lodge preceeding the Annual Session of the (iiand Lodge, and tiiey shall l)e chosen from the Subordinate Lodges represented at said session of the District Lodge, at least one Representative being chosen from each said Subordinate Lodge represented. That one fifth the per capita tax paid into the Grand Lodge treasury be refunded to the District Lodges to better aid the buildhig up of the Order throughout this jurisdiction; and that this fund shall be ap- portioned to the various Districts in the following manner, to wit: three- fifths of the fund to be appropriated proportionately to the membership of the various Districts, and the residue to be apportioned as the Committee on .State of the Order shall think best for tlie good of the Order. Dean offered the following : Renolved, That the Executive Committee be instructed to make such dispo.sition of the funds of the (^irand Lodge as in their judgment will best subserve the interests of the Order. The Committee on State of the Order report as follows; That in the opinion of the Committee on State of the Order the G. W. C. T. ought to visit each of the Subordinate Lodges in the Jurisdic- tion at least once during the Grand Lodge year. That in our opinion, in many cases such visits are vital to the continuance and life of feeble Lodges; and that in all cases such visits would l)e promotive of the good of the Or- der and an increased interest in the temperance cause in tlie Jurisdic- tion Signed, L. T., and expressing sympathy with him in the loss sus- tained by hiui when his valise was opened by burglars. Adopted. ^ A resolution of sympathy with Bro. D. B. Ward and family in the affliction through which they have been called to pass dui-ing the year by reason of sickness in the family and an accident to himself — the crashing of the right ankle joint, March 12th, — so that his meeting with the Grand Lodge is attended with great inconvenience, he being com- pelled to go upon crutches, was adopted. N. Gale G. W. C. T., in the chair. Officers all present. Bro. B. W. Davis, Representative from Tacoma Lodge No. 4, arrived, and was made chairman of the Counnittee on official organ. G. : Your Committee on Districts beg to submit the following report: That the counties of Pierce, Thurston and Mason constitute the First District. That British Columbia be the Second District. That the counties of Jefferson and Clallam, and the territory along the coast of Chehalis county constitute the Third District, Fourth District, Whatcom, San Juan, Skagit and Island counties. That District No. 5 consist of King, Kitsap, and Snohomish counties. That District No. 6 consist of Chehalis, Pacilic and Wahkiakum counties. That the Seventh District consist of the counties of Cowlitz aivd Lewis. That the Eighth District be composed of the counties of Clark and Skamania. That the Ninth District consist of Klickitat and Yakima counties. That the counties of Walla Walla and Columbia constitute the Tenth District. That the Eleventh District consist of the counties of Garfield and Asotin. That the Twelfth District consist of the counties of Stevens, Whit- man, Spokane, Lincoln and Douglas. J. C. KIRKMAN, J. W. T., Officen and MemherHof the Grand Lodijr: We, your Committee on Finance, beg leave to submit the following: We have examined the Secretary's and Treasurer's Reports, and find that they agree as far as receipts and disbursements are concerned; that the monies in the hands of the Treasurer agree with his report. We find that the G. W. Secretary has either lost or misplaced some of the receipts given him by the (i. W. T. for monies received, and had it not been for the Treasurer's receit t stubs we would have had no way of knowing what the receipts had been excepting from his books. The total leccipts re] orted by the Secretary are !?16'4.27. Add ?310 charter fees which do not appear, would give a total of §1864.27. We find however that by taking his credits a.s given the different Lodges during the year his receipts have been 81744.90. Add to this .?.S]0 charter 'ees wliich do not appear on the le(iger makes total receipts S20i)4.90, which If,' ves a deficiency of .SOO.CiS. Also these Lodges do not appear on the ledger: Wen- nas No. 64; Medical Lake No. GG; and Cheney No. 65. Forward Lodge should appear on the report as having paid during the year $5.25. Oak Park is reported as having iiaid .?25.28 when the books only show ^20.00. We find that the Executive Committee, or Secretary, has paid Bro. Jas. Campbell $50 and the charter fee of Elma Lodge, for services as State Deputy, but no report of his work appears save the organization of one Lodge. Also Bro. Leland has performed considerable work in lecturing, for which §370 has been drawn from the Treasury — also all the cliarter fees and col- lections have been retained by him, but no report. We would suggest that re))orts should be had and appear in our pro- ceedings. Also Bro. Tiiompson has organized one Lodge, for which he has only received the oharter fee. We would recommend that State and Dis- trict Deputies be only allowed the charter fees for labor performed in organizing Lodges, unless otherwise authorized by the Grand Lodge or its Executive Committee. In regard to the matter of reimbursing Bro. Roberts, Grand Treas- ure.', for loss sustained by him on his return trip from the Grand Lodge last year, while we deeply sympatliize with Ihe brother in his loss yet we think it would be a dnngerousprecedent fortius Grand Lodge to reimburse him for the loss sustained, but would recommend that this Grand Lodge donate Bro. Rolierts for past services as (irand Treasurer the sum of $100. We find that the Secretary has drawn out over $60 for paper, postage, expressage, etc., which we think is rather large, and besides that, other bills appear for stationary . We are of the opinion that the affairs of the office of Secretary have been run rather extravagantly, and hope tliat in the future they will be managed more economically.
