The result of the ballot as regards each Candidate shall be immediately entered op- posite their names respectively on tiie list, and signed by the Scrutineers. Each Candidate must have at least thirty votes to constitute his election, and one black ball in ten shall exclude. In the event of any Candidate not having the re- quired number of votes his name will be placed at the top of tha list for next ba ^ot. Any Candi- date who shall have been twice black bailed, will not be eligible to be again proposed. VI.— On the admission of each new member the Secretary shall noiify the same to him, and furnish him with a printed copy of the rules. He shall also request him to remit the amount of his entrance fee and subscription to the Treasurer or to the Secretary at the Club House. VII.— The entrance money, payable on ad- mission to the Club, shall be Eighty Dollars, and the annual subscription Twenty-Five Dollars. But full members elected on or after the 1st dav of July in any year are required to pay but one-half of the annual subscription for the year in which they may be elected. XIII The general concerns of the Club shall be managed by a Committee of fifteen member* in addition to the present Trustees, who shall be members ex. officio., Tho Committee shall be elected by ballot, of whom one-third shall go out annually by rotation, the vacancies to be filled up at the General Meeting; but the fi^v^ retiring members may be re-elected, and the Committee may fill any vacancy that may occur in their b«dy l^ resignation or otherwise during the year; such appointment to be in force until the next annual meeting. Whenever there are three vacancies in the Committee in the current year, notice shall be posted in the Club, and such vacan* cies shall be filled up by ballot on the day for the election of members next after fourteen days from such notice. A Treasurer shall be elected at the Annual Qeneral Meeting, who shall be «z ojlao a m!( mber of the Committee. The Treasurer elect will be required, before enter ng on the duties of his oflflce, to provide security to the amount of Four Thousand Dollars. XIV. — The Committee shall, at its first meet- ing after each annual election, appoint from its own body as many Sub-Committees as may be required to superintend the several departments of the Club ; and shall make from time to time such Regulations (consistent with these general Rules) as they shall think necessary for the well- being of the Club. XV. — The Committee r'lall meet weekly, on a stated day, to transact current business, and do audit the accounts ef the preceding week, three of whom shall form a quorum. Ill I. II am' '^: 9 XVI. — Any infraction of the rules and regu- Expulsion lations of the Club, shall be taken immediate °^°^«°^^^"- cognizance of by the Committee ; and m case the conduct of any raember shall, in the opinion of the Committee, or of any thirty members of the Club who shall certify the same to them in writing, be injurious to the character apd interests of the Club, the Committee shall be empowered to re- commend such member to resign; and if tiie member so recommended refuse to resign, then the Committee shall be authorised to suspend him from the privilege* of the Club, until his cond^uet a>k&\\ have been investigated and deoi4e4 upon by a Special General Meeting to be con- vened for that purpose upon a Requisition of 3(]^ np^embers as provided by Rule XX ; and whenever any ciru/umstance shall occur likely to endangec tlie welfare and good order of the Club, or when- ever the Committee shall think it expedient to submit the conduct of any member to tlie judg- ment of a General Meeting, the Committee shidl summon a special Meeting, giving fourteen days notice thereof, and in the event of it being voted at that meeting, consisting of at least fifty mem- bers, by two-tiiirds of the persons present (to be decided by ballot) that the name of any member should be removed from t^e Club, then in tha^ case the subscription of such member for the current year shall be returned, and he shall cease to belong to the Club. Such decision to be final. XVII. — Any member whose dues are all paid Retirement shall be at liberty to withdraw from the Club on of «»ember8. his written application to that effect, sent in to the Committee. XVIII. — Any member who shall withdraw, Retiring, resign, or be expelled, shall cease to be a memler '« forfeit of the Club, and shall forfeit, ipsofaeto, all right *" *^*****- or claim thereon, or in, or to its property or ■ "»'*- forenoon in the summer, and at eight o'clock in the forenoon in the winter, and shall be closed and the lights extinguished at one o'clock, a. m., except on Saturdays, when the house shall be closed at eleven o'clock, p. m., and no member shall be admitted into the Club House after these hours on any pretence whatever, unless specially authorized by tht Committee. XXIII.— Each member shall be allowed to strangers, bring a stranger to dine with him, under such re- their admis- gulations as may be made by the Committee, thf; ^**^"» *^' dinner to be charged at rates to be regulated by the Committee ; it being expressly understood that the bill is to be discharged by the member. The Committee are also empowered to regulate the admission of strangers in company with members, HI ■ > 12 at other times, and they shall decide what rooms they are to be admitted to. The Committee have the power to suspend this rule during such pe- riods as they may thmk necessary, for the conve- nience of the Club, notice of such suspension being posted up in the coffee-room at least one week previously. No persons residing within the limits of the County of Halifax, shall be eligible to be introduced as otrangers, or the guests of members. Payment of XXIV.— All members are to pay their bills for Club bills, g^gyy expense they incur in the Club before they lea^e the house, the servants having positive orders not to open accounts with any individual. No gratu- ities. XXV —No member shall give any money or gratuity to any of the servants of the establish- ment, or permit any stranger to do so. Not take away pa- pers, KC. XXVII.— No member shall take or permit to be taken from the Club on any pretence what- ever, or shall injur? or destroy, any newspaper, pamphlet or other article, the property of the Club. Complaints. XXVIII.-All complaints respecting Break- fasts, Dinners, &c., stated on the back of the bill, and signed by the member so complaining, must be specially noticed by the Committee on settling the weekly accounts ; and all complaints respect- ing the servants or domestic arrangements of the Club must be stated by letter signed by the mem- ber complaining, which letter addressed to the Secretary must be laid by him before the Com- mittee, at their next weekly meeting. k- 13 XXIX. — ^Each member of the Club shall give Address of his address, or that of his banker or agent, from "^embers, time to time, to the Secretary ; and all notices being sent to such address, shall be considered as duly delivered . XXX. — No member is on any account to bring ^o dogs. a dog into the Club House. XXXI.— Officers in Her Majesty's Army, and Privileged persons holding Civil and Military appointments Members, under the Imperial Government who may be sta- tioned in Nova Scotia for an indefinite period, and other eligible persons who shall satisfy the Com- mittee that their residence in this country is temporary and precarious, and liable to be termi- nated by the occurrence of circumstances beyond their control, may be elected hy ballot as Privi- leged Members without payment of entrance fee, but subject to an annual subscription of twenty- five dollars, payable on the first day of January ; or a semi-annual subscription of fifteen dollars, payable on the first of January and first of July ; and also to the constitution and regulations of the Club generally ; and after having paid their sub- scriptions, but in no case before, will be admitted to all the advantages of the Club, except that of being elected members of the Committtee, or voting in any way in the aflfairs of the Club Privileged members who may be elected within one month of the day in which the several subscriptions become due, will be required only to pay pro rata for that month ; but that together with the subscription for the ensuing period, must be remitted to the Treasurer before they can be allowed the use of the Club. Persons, not officers of the garrison, who satisfy the Committee that their residence in this Province will not exceed three months may be admitted to this Club on the same terms as offi- cers in H. M. Navy. Privileged members desiring to retire from the Club will be expected to give notice thereof in writing, to the Secretary, previous to the expira- tion of the period for which they have subscribed ; any Privileged member failing so to do, or who shall frequent the Club after that period will be liable for the subscription for the ensuing period. J8S* AH Ordinary Members of the " St. James Club," Montreal; " Stadacona Club," Quebec; '* Toronto Club," Toronto; and " Montreal Club," Montreal, who shall be duly certified as such, and whose usual place of residence is without the Province of Nova Scotia, shall be eligible for election as Privileged Members of this Club, subject to the provisions of this rule. XXXII.— Each candidate as a Privileged Mem- ber must be so designated in the book and also on the lists of candidates for election posted in the public rooms, and no candidate to be a Privileged Member shall be placed on said list unless his name shall have been submitted for the approval of the Committee one week before the day of ballot. XXXIII.— The Committee shall have the power to admit as " Honorary Members," the Lieut.-Governor of the Province, the General commanding the Troops in this garrison, and the Admiral commanding the Fleet on this station, such Honorary Members to pay no entrance fee or subscription ; and they may also admit to the pri- vileges of the Club, for such periods as they may from time to time think fit, any strangers of dis- 15 tinguiglied rank and position visiting this city to whom it may seem proper to offer such a compli- ment, but the resolution to admit them must be agreed to by a majority of the Committee. XXXIV. — Any member wishing to introduce Fourteen a friend temporarily visiting Halifax, and not re- ^^y^ P^'ivi- siding in the Province, as an Honorary Member ^^®* of the Club, must send in a written application for permission to do so stating the name and pro- fession of such friend, to the Committee at their weekly meeting, for their sanction ; or he must obtain by request, the signatures of five mem- bers of the Committee, or the Active Committee for the month, to his application as approving of it. The application thus signed must then be handed to the Secretary who will notify the perron named therein that he has been admitted to :he Club, for fourteen days, beyond which period the privi- lege shall m no case be extended, at one time ; nor shall it be extended to more than one friend to each member at one time. Every member to whom this permission may be accorded will be held responsible for the eligbility of his nominee, as well as for his observance of all the rules of the Club. Commissioned Officers of H. M. Navy visiting this port, and officers of the Army on joining the Staff, or Regiments stationed in this garrison, or on returning from general leave of absence, may be admitted by the Committee under this rule, for fourteen days, or if they signify their wish to become Privileged Members and have been duly proposed and seconded, until they can be ballott- ed for ; but any officer before taking advantage of this last proviso will be required to pay to the Treasurer his subscription in advance, which, however, will be returned to him in the event of the ballot proving adverse. The name of ererv Honorary Member, with that of his proposer, will •*f^, 16 be entered in a book provided for that purpose, on the day of his admission ; but the period for which the privileges of the Club may be granted him will be reckoned from his first entry to the niub House to partake of them. If however, any Honorary member shall fail to avail himself of the pe -mission within the fourteen days, it will then be cancelled.
