"A^ Tlie Royal Albert Lodge was formed in the month of November, A.D. 1864, under a Dispensation granted by Most Worshipful Brother William Benjamin Simpson, of Kingston, Canada West, Grand Master of the Grand Lodge of Canada, to Worshipful Brother William Reed, Worshipful Master ; Brother Heniy Henderson, Senior Warden ; Brother Robert Peel McGinnis, Junior Warden ; and Brothers John Hasty Bell, Frank Edgar, William Millar, John Sharpe, Henry Mathewson Alexander, William McNeven, David Rea, Jr., John McPherson and David Hurley ; which Dispensation was confirmed by the Grand Lodge of Canada at its Annual Communication held in the City of Toronto in July, A.D. 1865, and a Warrant of Confirmation granted as No. 167 on the Registry of Canada. On the 20th October, A.D. 1869, the Lodge, by its duly qualified representatives appointed for that purpose, took part in the Convention which formed the Grand Lodge of Quebec, and at the first Annual Communication of the Grand Lodge held in the City of Montreal, in October, A.D. 1870, was numbered No. 16, on the Registry of Quebec. At the eighth Annual Communication of Grand Lodge held in Montreal in September, 1877, R. Wor. Bro. Tait, on behalf of the Board of General Purposes, submitted a report in reference to various re-numbering of Lodges, Royal Albert Lodge was numbered 25, on the Registry of Quebec. Sec. 1. The regular communications of the Lodge shall be held on the second Mondays of the months of January February, March, April, May, October, November and December, and on the Festival of St. John the Evangelist ^ -■ (27th December) ; at which regular communications all business appertaining to the Lodge shall be transacted. Emergent communications may, at any time, be called by summons, giving seven clear days notice, by the authority of the Master, or in his absence, of the Senior Warden, or in his absence, of the Junior Warden. The particular reason for calling the emergent communication shall be stated in the summons, and no business but that so expressed shall be entered upon at such meetings. Sec. 2. Summonses shall be issued to every member for all regular and emergent communications seven clear days previous to such meeting, in which the day, hour, and the nature of the business shall be specified. ARTICLE in. (Df^et0, their (RUciion anb Itt^tullatton. Sec. 1. The Officer? of the Lodge shall consist of Master, Past Master, Senior Warden, Junior Warden, Treasurer, Secretary, Senior Deacon, Junior Deacon, Inner Guard and Tyler ; and if expedient a Chaplain, an Organist, two or more Stewards, and a Director of Ceremonies. Sec. 2. The Officers of the Lodge shall be respectively elected or appointed as hereinafter provided, and hold their offices for one year, or until their successors shall have been regularly installed and invested. Sec. 3. The Master, Senior Warden, Junior Warden, Treasurer and Secretary, shall be annually elected by ballot (a majority of votes cast being necessary for an election) and the Tyler by an open vote of the Lodge at the regular Lodge meeting in the month of December ; and on the festival of St. John the Evangelist, on the 27th day of said month, after the minutes of such election shall have been confirmed, the Master Elect shall be duly installed according to ancient usage. Sec. 4. The Master, immediately after his installation, shall appoint the Senior Deacon, Junior Deacon, and Inner Guard, and if he thinks it expedient, a Chaplain, an Organist, two or more Stewards, and a Director of Ceremonies, and shall then proceed to install and invest the elected and appointed officers according to seniority. Sec. 6. If the festival of St. John the Evangelist fall on a Sunday the installation of officers shall take place on the Monday next ensuing. ARTICLE IV. <8)fi(ccr«, their '^ntits anb PribiUflca. Master. The Master has the privilege of representing the Lodge on all occasions when the Lodge shall be called upon to act with the other Lodges in this City, or in the Province, for the general purposes of the craft, or on Boards of Benevolence or Relief, &c., &c. ; unless the Lodge shall appoint a special representative on such Board or Committee. He is also entitled to appoint a member of the Lodge to act in his stead on any such Board or Committee ; and the Lodge shall be bound by any action the Master or his representative shall take on such accasions. The Master shall ex officio be a member of every committee of the Lodge. Senior Warden. It shall be the duty of the Senior Warden to have the charge and care of all the property of the Lodge ; furniture, jewels, paraphernalia, &c. ; to see that they are kept in proper order, ready for use and insured against loss by fire, &c. He is also to have charge of all the records of the Lodge not in use by the Secretary. He shall present at the regular communication in December, a list of the property of the Lodge, its condition and value, and suggest any recommendations leading to its improvement that he may deem proper. f ; Junior JVarden. The Junior Warden has the charge of the Brethren during the hours of refreshment. He shall have control of all monies voted by the Lodge, or contributed by the members, to Ijo expended in refreshments, and with the assistance of the Stewards, and under the control and advice of the Master, make all due provision for the entertainment of the Brethren and their guests, at all times when called upon to do so by vote of the Lodge, or orders of the Master. At the regular communication in Det iber of each year the Junior Warden shall present to the Lodge a detailed report of all funds so contributed and expended. Treamtrcr. Sec. 1 . The Treasurer shall receive all monies of the Lodge from the hands of the Secretary at the close of each communication. Any sum remaining in his hands at the end of each month over the amount of Fifty Dollars he shall deposit in some chartered bank in this city, in the joint names of the Master and Treasurer of the Lodge, and such monies can only be drawn therefrom on their joint cheque. Sec. 2. He shall pay all bills passed by the Permanent Committee and approved by the Lodge ; and all orders drawn on him by the Master. Sec. 3. He shall pay to the Junior Warden all monies voted by the Lodge for refreshments and entertainments. Sec. 4. He shall keep a regular account of the receipts and disbursements of the Lodge, as provided by the constitution of the Grand Lodge, and have his books and vouchers ready whenever he may be required to produce them by the Master, the Permanent Committee, or by the Lodge. Sec. 6. He shall render a report to the Lodge at the regular communication in December, and hand over all monies and vouchers in his possession to his successor immediately after the installation on St. John's day. 71 / // 9 Secretary. Sec. 1. The Secretary shall have charge of, and be responsible for, the safe keeping of the books and papers of the Lodge in use during his term of office. Sec. 2. He shall have charge of, and be responsible for, the Lodge Seal, and affix the same to all documents proper to be issued under it. Sec. 3. He shall keep a correct record of the proceedings of the Lodge in the "Minute book " ; a record of all initiations, joinings, withdrawals and deaths in the " Register book" ; a correct account of all dues and fees received and the amount due to the lodge by any of the members in the " Dues book " (keeping a separate record therein of all such dues received payable to the Grand Lodge) and a record in the *' Black book" of all members suspended or expelled ; the whole in accordance with the constitution of the Grand Lodge. Sec. 4. He shall issue summonses for all regular and emergent meetings, giving seven clear days notice, and shall be responsible that the same are mailed or otherwise delivered to each member of the Lodge. Sec. 5. When a member is over six months in arrears for dues he shall notify him of same ; and if any member so notified shall not pay his dues it shall be the duty of the Secretary to report the same to the Permanent Committee at its next meeting. Sec. 6. He shall receive all dues and fees and hand them to the Treasurer at the close of each meeting, taking his acknowledgement for the same. Sec. 7. He shall see that these By-Laws are duly signed by every member of the Lodge. Sec. 8. He shall perform all other duties apertaining to his office, as are specified in these By-Laws and the constitution of the Grand Lodge. 10 Sec. 9. He shall produce all his hooks and papers whenever called upon to do so by the Master. Sec. 10. The Secretary shall be exempt from all dues. Deacons. The Senior and Junior Deacons are appointed by the Master and are his special assistants and proxies in carrying on the work of the Lodge when at labour or refreshment. Organist. Sec, 1. The Organist shall attend all meetings of the Lodge, at which he will lead and direct in the musical portion of the ritual in the various degrees, and in order to render this part of the work as perfect as possible, he shall organize a choir (to be composed of Master Masons) which shall be under his direction, and shall meet for practise when, and as often as he may deem necessary. Sec. 2. The Organist who accepts the office upon the condition of faithfully performing these duties, shall be exempt from the payment of all dues and shall receive such remun- eration as the Lodge shall direct. Stewards. It is the duty of the Stewards to assist the Junior Warden in the discharge of his office when the Lodge is at refreshment. They are also to give their assistance to the Deacons in the preparation and reception of candidates. Director of Ceremonies. The Director of Ceremonies shall, under the direction of the Master, have the charge and care of all visitors to the Lodge. Tyler. Sec. 1. The Tyler shall attend all meetings of the Lodge, and pay strict obedience to the directions of the Master and Secretary in all matters relating to the duties of his office. Sec. 2. He shall be paid for ^is services such sums aa shall be decided by the Lodge. . ^ i \4 11 Sec. 3. He is to see that every member and visitor has signed his name in the "Attendance book" before entering the Lodge, and that he is provided with proper clothing. Sec. 4. He may at any time be removed at the will of the Master who shall appoint any brother to fill the office until the regular Lodge communication in the month of December. ARTICLE V. initiation. Sec. 1. Any person desirous of being made a Mason in this Lodge shall make application in writing, and in accordance with the form of petition and conditions ordained by the Grand Lodge. This application must be recommended by two members of the Lodge (being Master Masons) in good standing, and received and read at a regular communication. Sec. 2. If the application is received, the Master shall appoint a committee (being Master Masons) to make enquiries into the character and standing of the applicant and to report to the Lodge thereon ; and the Secretary shall insert in the summons for the next regular communication, the name of the applicant, his profession or occupation, and the names of his proposer and seconder. Sec. 3. The Committee shall report the result of their enquiries in ^vriting to the Secretary, who shall read the same to the Lodge at its next regular communication. If the report of the Commitee be unfavorable the candidate shall be considered rejected. If the report of the Committee be favorable, the Master shall then direct the ballot to be passed. Sec. 4. When the ballot has been passed and found to be favorable, the candidate shall be declared duly elected. If the ballot be not favorable, the Master, without declaring the result, may at once order a second, for the purpose of correcting a possible mistake, but in no case after the first ballot has 12 been taken shall any discussion be permitted in the Lodge before the other ballot is taken. If there be two black balls the candidate shall be considered rejected. Sec. 5. If the candidate is duly elected, the Secretary shall inform him in writing, of the same ; and also of the time of the meeting of the Lodge at which he can be initiated ; and of the amount of the initiation fee, which will have to be paid before the Master can confer the degree. Sec. 6. If any person who has been balloted for and accepted, shall not present himself for inititation at either of the three regular communications immediately following his notification thereof by the Secretary, his election shall be null and void, unless in the opinion of the Master, the time should be extended. Sec. 7. In case of emergency the following alteration as to the mode of proposing a candidate is allowable. Any two members of the Lodge may transmit in writing to the Master, the usual declaration of any candidate whom they wish to propose, and the circumstances which cause the emergency ; and the Master, if the emergency be projer, shall issue a notice to every member, appoint a committee as before provided, and at the same time, summon the Lodge to meet at a period of not less than seven clear days from the issuing of the summons, for the purpose of balloting for the candidate ; and if the candidate be then approved he may be initiated into the first degree of masonry. -A ARTICLE VI. glfflltatixJtt. Sec. 1. Any mason desirous of becoming a member of the Lodge must make application in writing, and be duly proposed and seconded at a regular communication, and such i 13 proposition inserted in the summons for the next regular meeting, together with the name of the Lodge of which he was last a member, and the names of his proposer and seconder. Sec. 2. The Lodge shall not ballot upon an application for affiliation unless it be accompanied by a proper demit from the Lodge of which the applicant was last a member, or, a satisfactory explanation in writing of his inability to furnish such demit ; except in cases of Brethren who may have resigned their membership of the Lodge, and who may be desirous of rejoining, in such cases the application of the Brother shall be submitted to the Permanent Committee, and should they approve of the same, they shall report to that effect to the Lodge, and on the adoption of their report the Brother shall again become a member of the Lodge. Sec. 3. The ballot shall be taken in the same manner as for initiation. Sec. 4. If the candidate so elected shall be an entered apprentice, or fellow craft, he will have to mak. an application in open Lodge to have the remaining degrees conferred on him by the Lodge, and shall be entitled to receive them on paying the fees specified in these By-Laws. This however shall not prevent the Lodge from conferring the degrees without charge, on any Brother, at the request of the Lodge of which he was last a member, as provided for in the constitution of the Grand Lodge. ARTICLE VII. 1. Honorary Membership. Sec. 1. Brethren may be elected Honorary Members of the Lodge, as a mark of respect, or in consideration of their zeal or services in the cause of Masonry, or for services rendered to the Lodge. 14 Sec. 2. Before being elected they must be regularly proposed and seconded at a regular communication, the nature of the proposition, and the names of the proposer and seconder be placed in the summons for the next regular communication ; at which time it will be balloted for in the usual manner. Sec. 3. Honorary Members shall be exempt from the payment of dues. 2. Life Membership. In accordance with the constitution of the Grand Lodge any member of the Lodge in good standing may become a Life Member by paying the sum of one hundred dollars. The sum of five dollars additional has to be paid by the member to the Grand Lodge. 3. Ordinary Membership. Brethren who have been initiated in the Lodge shall be members thereof from the time of their initiation. Brethren who have joined the Lodge shall be members thereof from the time of the acceptance of their application. X 4. Privileged Membership. Any ordinary member of the Lodge who may remove his place of residence without the city limits ; or who may be obliged to be absent from the city for a period of the year, and who for these, or other good and sutficient reasons, shall claim to be relieved of the payment of the full dues of an ordinary member, may, on application to the Lodge, and on the recommendation of the Permanent Committee, approved by the Lodge, become a privileged member, and be liable only for dues as such. Privileged members shall not be eligible for any elective or appointed office in the Lodge, but shall have all the other < -att^ tUi^^LiitL..^- .jtumtmattiM 16 privileges of ordinary members. They must notify the Secretary if they require notices of the communications of the Lodge mailed or sent to them. Privileged members can again become ordinary members on giving notice in writing to that effect to the Secretary of the Lodge. ARTICLE VIII. @^ithbnttod. Any member desirous of withdrawing from membership of the Lodge, shall make application to that effect in open Lodge, or in a written communication, and if in good standing at the time, all his dues being paid, such withdrawal shall be granted and the Secretary shall give him his demit without delay. < ARTICLE IX. 1. Unmasonic Conduct. Sec. 1. Any member of the Lodge who shall be found guilty of unmasonic conduct shall be liable to suspension. Sec. 2. A member charged with unmasonic conduct shall be summoned to appear before a stated communication of the Lodge, and answer to the charge preferred against him ; a copy of the charge and the name of the brother making the complaint shall be sent to his place of residence by the Secretary. Every member of the Lodge shall be notified of the time appointed for the consideration of the charge, and shall be required to be present at such meeting. Sec. 3. If the member accused, or any Master Mason in good standing acting for him, be present at such meeting, the Lodge will proceed to hear the evidence in support of the charge, and his answer thereto ; and will then proceed to give their vote "guilty" or "not guilty." If two-thirds of the votes be given "guilty" the accused shall be declared suspended n m*i^ 16 from his membership in the Lodge ; and his name, togethei' with the cause of his suspension, shall be sent to the Grand Secretary, and also to the District Deputy Grand Master of this District. Sec. 4. If the brother so accused, after being duly notified of the time appointed for the consideration of the charge, and summoned to appear and answer thereto, refuse or neglect so to do, the Lodge may proceed to trial, as specified in the previous section. Sec. 5. The member accused may appoint any Master Mason in good standing to appear in his behalf, or to act for him, in answer to the charge preferred against him. Sec. 6. The Lodge may by a majority of those present at the meeting, authorize the projier officers to procure the expulsion from the craft, by the Grand Lodge, of tlie suspended brother. 2. Non-Payment of Dues. Sec. 1. Any ordinary member being more than twelve months in arrears for dues, and any privileged member being more than twelve months in arrears for dues, shall be notified in writing by the Secretary, and required to make payment thereof, by a stated time, or give his reasons for not complying with the demand. If such member give good and sufficient reasons why he cannot pay his dues, the wh' 'o or ])art of them may be remitted by the Lodge, on the recommendation of the Permanent Committee. If, however, he fail to give good reasons for non-payment, or refuse, or neglect to pay his dues by the time specified, the Secretary shall report the same to the Permanent Committee, who shall report to the Lodge at a regular communication, and the Lodge may then summon the brother to appear and shew cause why he should not be suspended for non-payment of dues. Sec. 2. In order that no injustice be done to any member by suspending him for the non-payment of dues, without his 17 having received formal notice of the charge against him, or without sufficient time having been allowed him to make payment, or to plead his inability so to do, it shall be the duty of the Master (after having instructed the Secretary to summon the member in arrears to appear at a stated communi* cation of the Lodge) to direct the Permanent Committee to examine the case of the member so summoned and to report at the said communication. 1st. Whether he has been duly served with proper notice of the charge against him, and sufficient time given him to reply thereto. 2nd. Whether in its opinion he is in a position to pay the dues owing by him to the Lodge. 3rd. Whether it recommends that ho be suspended or otherwise. Sec. 4. Upon receipt of the report from the Permanent Committee, the Lodge may proceed to suspend any brother who, by the non-payment of his dues has violated these By-Laws, provided that no member who for ten consecutive years has paid his dues to the Lodge, or who has removed from this province (his present address being unknown) and who being in good standing at the time of his removal, neejlected to apply for his demit, or who for any reason cannot be duly served with notice of charge against him, and an opportunity given him to reply thereto, shall be suspended for non-payment of dues, but in any of these cases it shall be competent for the Lodge, by the majority of votes at any regular communication, and upon the recommendation of the Permanent Committee to that effect, to remove the name of the member from the roll of membership of the Lodge. Sec. 5. The names of members removed from the roll or suspended, shall be reported to Grand Lodge as provided for in the constitution and shall be posted in the ante-room of this Lodge for the space of six months. B ^-!^^ 18 ARTICLE X. Any member who may have been suspended or struck off the roll of members for non-payment of dues, may be restored to membership in the Lodge at any time by the payment of the amount due by him at the time of his exclusion, and of the dues accrued since then, or of any portion of such dues as may be recommended by the Permanent Committee. ARTICLE XI. 1. Fees. The following shall be the fees payable to the Lodge : — 1st. The initiation, including passing |nd musing, and Grand Lodge Certificate and Registration, Thifly^c dollars. 2nd. For the second or third degree conferred on members who have received the previous degrees in another Lodge, including Grand Lodge Certificate and Registration, Three dollars. 3rd. Affiliation fee shall be Five dollars, except in cases of former members re-admitted to the Lodge who shall pay a fee of Two dollars. 2. Dues. Sec. 1. Ordinary members of the Lodge (i^ity aiy exempt by these By-Laws) shall pay the sum of "T^^ollars per annum, payable half-yearly in advance, on the first days of May and November in each year. ^Ji^ Sec. 2. Privileged members shall pay ISuiii! dollars per year, payable half-yearly to the Secretary, in advance, on the first days of May and November. Sec. 3. The dues shall be distributed as follows : — Fifty cents per year for each ordinary member to the Grand Lodge, . ^jmMmt^ 1^ Two dollara per year for each ordinary member to the Junior Warden for refreshments, and the remaining sum of Seven dollars and fifty cents into the General Fund to be applied to ordinary Lodge expenses and benevolence, ARTICLE XII. §tnt\ioltnt Jfttitb. Any surplus funds remaining after providing for the ordinary expenses of the Lodge, shall bo put aside at the close of each year to be used only for the purposes of benevolence and charity. Such funds, and any additions thereto by donations from members, or otherwise, shall be invested in the names of two trustees, members of the Lodge appointed at the regular December communication, and shall be paid out by them as they shall be so directed by the Lodge. The trustees shall render a statement of the Fund to the Lodge at the December communication of each year. ARTICLE XIII. Sec. 1. Every member of the Lodge shall provide himself with proper regalia ; and no member shall on any pretence, be admitted into the Lodge without his proper clothing. Sec. 2. No regalia or jewels shall be worn in the Lodge which shall not appertain to, or be consistent with those degrees which are recognized and acknowledged by the Grand Lodge. ARTICLE XIV. (§xnttb l^olige. It shall be the duty of the Master and Wardens to see that proper returns of the members and officers of the Lodge, together with all dues and fees payable to the Grand Lodge, be transmitted to the Grand Secretary on or before the s. . ^-^ 20 repjular communication preceding the annual communication of the Grand Lodge, so that the Master, Wardens and Past Masters of tlie Lodge shall be duly qualified to represent this Lodge in the the Grand Lodge. Due notice of the holding of any communication of the Grand Lodge shall be given to the members by the Master at the regular communication preceding such Grand Lodge communication, in order that the Lodge may give instructions to their representatives to the said communication of the Grand Lodge, and provide for their expenses if it may deem proper so to do ; as provided for in the constitution of the Grand Lodge. ARTICLE XV. |^t0tilatwn« for l^tgnlar (Hommxtmaitions. Sec. 1. The following shall be the rules of order for the proceedings of the Lodge at its regular communications : — 1st. Admission of Visitors. 2nd. Confirmation of minutes of last regular communica- tion, and subsequent emergencies if any. 3rd. Reception of propositions for membership. 4th. Reception of petitions for initiation. 5th. Balloting for joining members. 6th. Balloting for candidates for initiation. 7th. Initiation of candidates. 8th. Reception of petitions for charity and other commu- nications. 9th. Reports of Committees, &c. 10th. Unfinished business. 11th. New business. 12th. Payment of Dues. The Master may at his discretion vary from the order of the above rules ; but each and every one must at all regular communications be formally considered. ( . '• Sec. 2. All motions must be presented in writing and duly seconded. Sec. 3. All motions (not otherwise specially provided for in these by-laws) shall be decided by a majority of votes ; in case of a tie, the Master to have the casting vote. Sec. 4. No brother shall be allowed to speak twice on the same question, unless it be in explanation, or the mover of the original motion in reply. He shall confine himself to the subject under debate, and shall not be allowed to speak more than ten minutes each time. In case of amendments to a motion the last proposed shall be the first voted on. ARTICLE XVI. ^permanent Commtttet. Skc. 1. The Permanent Committee shall consist of the Master, Wardens, Treasurer and Secretary, and two mem- bers of the Lodge (not in office) to be appointed annually by the Master at the communication on St. John's day. Sec. 2. The Committee shall superintend the internal concerns of the Lodge, and consider any special matter regard- ing its interests. They shall meet upon the Saturday preceding each re 'ular communication of the Lodge, and whenever the Master shall direct ; not less than three to form a quorum. At each meeting the members shall consider and decide on any matters that have been referred to the Committee by the Lodge ; and any subject that may be brought forward for its decision by any of the members, and . the records of each meeting shall be reported to the Lodge at the next regular communication. Sec. 3. They shall annually audit the accounts and examine the books and papers of the Lodge, and report thereon at the regular communication in December. 22 ARTICLE XVII. Sec. 1. All brethren admitted or elected members of the Lodge must sign these by-laws. Sec. 2. A copy of these by-laws must be furnished to every member of the Lodge. Sec. 3.
