 In obediencn to His Excellency tiie Governor-Goncrnrs cotnmar ds, I have the hononr to transmit eleven 
 Returns, cndirncing, 1 helieve, all tho points of information re(|uired ; but, if any bo omitted, 1 shall liavc 
 groat pleasure in supplying tho delicioncy. 
 
 With regard to the lists of names attached to Ueturn No. 0. I would respectfully submit for His 
 Excellency'K coiisideralion, that many of the parties whose names apjiear on tlioso lists "of arrears duo to 
 Upper CanadaCollege, on theaist Decemhor, 18f,», havo since discharged tho claims against them, and many 
 of them arc only one or two (piartcrs in arreai, and have scarcely liad an opportunity of settling their 
 a(!counts ; and it might, therefore, ajipear a harsh measure to give their names to the public, should it be in 
 contemplation to bring any such list before Parliament. 
 
 In respect to tlic Return No. J. on tlu; claim of the College to the arrears of tho Royal Grant in aid of 
 the building fund, 1 beg to ol)scrve, that Lord Sydenham jiroposed to take u|) this subject, but the great firess 
 of business at the time interfered to direc^t his attention from a matter of such minor importance. To the 
 justice of this cl-im, which was only nostpoued til! the College buildings should lie in progress, I desire 
 res[iectfully to luiw His I'ixcellency tho tJovcnior-Gcneral's attention. A largo ]>ortion of the edifice for 
 the imrjioses ol tho rnivorsity is being erected, and the payment of so large a sum would prove a seasonnlile 
 relief to the funds of the institution, and would at the same time bi; carrying into cllect the gracious inten- 
 tions of His late Majesty George the Fourth, our revered Founder.

 N.B. — This FiStimnlc is intended to show what part of the annual receipts can be ex[)cndc(l without injury 
 li> the capital. Tlio rcceii)ts of proceeds of lands sold, interest, and rents, for the throe last years, have been 
 
 as follows :

 These receipts will go on increasing as we sell more land and collect the proceeds. In providing for the 
 annual ex|)cnMt's of the University, we must avoid intrenching upon the portion of these receipts which should 
 be reserved :h capita! ; on the other hand, w(! need not conliuo our expenditure to the amount of rent and 
 interest actiiujiy received ; for, from the iiiode in which we sell pro[)erty by instalments, the interest on which is 
 receivable only as ihc instalment become due, and not annually upon the whole purchase money outstanding ; 
 we may fairly cx| • iid part of the early instalments received, in anticipation of tlio interest accruiiiK on the 
 more distant instalments, v/hich, when they ' ccomo due, yield their accumulated interest. It is the same 
 with the arrears due to the College ; these arc so grout that they cannot be collected at once, without 
 throwing our imrchasers and tenants into great distress ; and it has been thought advisable to givo time to 
 the indebted parties, and to divide the claims upon them into annual instalments, not exceeding fivo years, 
 80 as to extinguish tl;o whole debt in fivo years. Tito instalments are made to bear interest : but the interest 
 being deferred, wo can calculate only on ita preKiDt value, but wo may fairly expend a> the amount of its
