I HAVE the honour, in obedience to the instructions which I have received from Her Majesty's Principal Secretary of State for Foreign Affairs, to take this opportunity of ('onununicating to your Excellency the instructions issued by Her Majesty's Govern- ment to insure, as far as lies in their power, during the coming season, a strict adherence to the Agreement between Great Britain and Russia respecting the fur-scaling fisheries in the North Pacific.
