Therefore the 'members of Bismarck L/odge, No. 419, have agreed to the following By-Laws. ARTlCIvE I. DUTIES TO THE GRAND I^ODGK. This Lodge will at all times pay respect and obedi- ence to the Grand Lodge of Canada and to the rules and regulations made by said Grand Lodge. ARTICLE II. RKGUIyAR MEETINGS. The regular meetings of this Lodge shall be held on the second Monday of each month at 7:o() p. m. ARTICLE III. EMERGENCY MEETINGS. Should a meeting of emergency be called for the general business of the Lod^e, the expense shall be paid from the general fund; but if at the request of any brother for his private benefit or progress the sum of three dollars shall be paid by such brotl:er previous to the meeting being called. 4 BY-T.AWS. 5 article: IV. DISCUSSION. When any business shall be brought before the Lodge for discussion every brother desirous of speak- ing shall, when he rises, address himself to the Worshipful Master, and no brother shall be permitted to spe.ik twice on the same subject unless in explana- tion or by permission of the Worshipful Master or the mover in reply. ARTlCIvK V. OFFICERS. Skc. 1 — The officers of this [I] shall be respectively elected or appointed as hereinafter provided and shall hold their office for one year or until their successors shall have been regularly appointed and installed. The following officers shall be elected by ballot at the regular meeting in December, namely, W. M., S. W., J. W., Chaplain, Treasurer and Secretary; and by an open vote of the Lodge the Tyler and two Aud- itors. APPOINTED OFFICERS. Sec. 2. — The following officers shall be appointed by the W. M. on the regular meeting in January, viz., Senior and Junior Deacons, Director of Cere- monies, Organist, Inner Guard and two Stew^ards. SCRUTINEERS. Sec. 3. — The Master shall on the occasion of the election of officers appoint three brethren to be Scrutineers of the ballot. They shall examine the ballots and report the result to the Lodge, whereupon the Master shall declare the brother having a ma- jority of all the members present duly elected. 6 BY-I.AWS. INSTAIvIvATlON. Sec. 4. — The installation and investiture of offi- cers shall take place on the regular meeting in Jan- uary; and further that Article VII, Sec. 4. be amend- ed as follows: The Committee of General Purposes shall consist of brethren appointed by the W. M. on the night of installation who shall superintend the finances of the Ivodge and consider any special matter regarding its interevSts. When a candidate is propos- ed a separate committee shall be appointed by the W. M. to enquire into and report the character of the candidate. The Committee of General Purposes shall first hear and consider, &c. ARTlCIvE VI. DUTIES OF OFFICERS. — THE SENIOR WARDEN. Sec. 1. — Beyond the regular duties appertaining to his office he shall keep an inventory of the jewels, paraphernalia and furniture of the Ivodge, cause them to be properly insured against loss by fire and especi- ally see to their safe keeping. THE JUNIOR WARDEN. Sec. 2. — Beyond the regular duties appertaining to his office he shall attend to the necessary arrange- ments for refreshments on all ordinary occasions. THE TREASURER. Sec. 3. — The Treasurer shall keep a regular ac- count of his receipts and disbunsements and shall pay no money without an order from the secretary, and countersigned by the W. M., and shall produce all his books and vouchers at any time when called upon to do so by the lodge. ^ BY-I.AWS 7 THK SECRETARY. Sec. 4.— The vSecrelary shall fce exempt from all lodge dues; issue all summons and notify all memhers of their dues semi-annually; keep the minutes of all lodge meetings; a register of members with date of admission, passing and raising; prepare and forward the Grand I^odge returns; receive all dues from the brethren and fees from the candidates for initiation or membership and pay the same to the treasurer, taking a receipt therefor; and countersign all orders voted by the lodge or charitable committee. Sec. 6. — The director of ceremonies shall see that the lodge is properly prepared; that the bretbren in the lyodge are clothed as prescribed in Book of Con- stitution and that every brother when in Ledge or at refreshments is placed according to his station. THE INNER GUARD. Sec 7.— The Inner Guard shall attend all meet- ings punctually at the hour named in the summons to guard the interior of the Lodge and give directions to the Tyler. THE TYI.ER. Sec. 8.— The Tyler shall diligently watch the ex- terior of the Lodge; see that all candidates for admis- sion are properly prepared; that all brethren register 8 BY-I,AWS their names and are properly clothed; that the furni- ture and ornaments are kept in good order, and per- form such other duties as the Lodge or its officers may direct. He shall be a paid officer. . ARTICLE VII. COMMITTEES. Sec. 1 . — Annually after the Master has been duly installed in the chair the following committees shall be appointed: viz, a Charitable committee and a Sick committee. the CHARITABT^E COMMIITEE Sec. 2. — The Charitable committee shall make in- stant enquiry on all applications for relief and report to the Lodge cases deserving aid and assist^mce. In cases of urgent necessity they shall make inmiediate report to the Master who may issue his order on the Treasurer for a sum not exceeding ten dollars. THE SICK COMMITTEE Sec. 3. — The Sick committee shall make immediate enquiry in every case of sickness reported to them and acquaint the Master of all cases where it is possible to render assistance. THE BOARD OF GENERAIv PURPOSES SKC. 4. — The Board of General Purposes, consisting of the Worshipful Master, Past Masters, Wardens, Treasurer, Secretary and two experienced brothers to be nominated by the W. They shall meet at least once every month or whenever summoned by the W. M. or S. W., or in the absence of both by the Junior Warden, who shall be presiding officer. All accounts shall be referred to the Board. Three mem- bers shall form a quorum. ARTICLE VIII. MKMBERvSHIP. — BALLOTING FOR MEMBERSHIP. Sec. 1. — No person shall be initiated and no brother shall be admitted a member if on the ballot one black ball appear against him and no brother shall be made an honor iry member unless elected by an unanimous ballot; but to prevent mistakes the Master may direct the ballot to be forthwith taken a second time. WITHDRAWAL OF MEMBERS. Sec. 2. — Any brother desirous of resigning mem- bership may notify the Secretary in writing or signify the same personally at a regular meeting and a cer- tificate of his standing shall be furnished him by the Secretary. READMISSION OF MEMBERS. Sec. I>. — Should any member resign he shall not be readmitted without a ballot and the regular joining fee. ARTICLE IX. FEES AND DUES- Sec. 1. — Every man before initiation shall pay twenty dollars, which sum shall be in full payment for the first degree of Ancient Masonry and shall in- clude the fee for registration and Grand Lodge cer- tificate. 10 BY-LAWS. JOINING MKMBKRvS. Skc. 2.— Admission fee for a joining brother with- in the jurisdiction of this Grand L^dge shall be|2.50. Any member joining from without the jurisdiction shall pay a fee of |3.50. A fellow-craft joining from another lodge shall pay a fee of $8.00. An entered apprentice joining from another lodge shall pay a fee of |12.00. Should such brothers require a Grand Lodge cer- tiiicate he must pay the regular fees therefor beyond the above sums. Skc. 8.— Each member of this lodge shall pay the sum of twenty-five cents per month from the date of initiation or joining. ARTICLE X. ARREARS OF DUES. If the dues of any brother remain unpaid for twelve months, he having been furnished by the serretary with a special notice to that effect, and also a copy of this by-law, his name shall be read out in open lodge. If arrears are not then paid by next regular meeting he shall be summoned to attend to show cause why he should not be suspencled. ARTICLE XI. D1SP03AI. 0^^ FUNDS, PROPERTY ETC. Sec. 1.-No parts of the funds of this Lodge diall be expended except for monthly or other necessary expenses unless on a noace of motion be given at one regular meeting, when, if a majority of the members present approve, the expenditure may be incurred. Sec. 2.— No portion of the jewe's or paraphernalia or property of the Lodge shall be sold, alienated or in ^ i 4 BY-IvAWS. 11 aii}^ way disposed of without the unanimous consent of the members present at a meeting called especially for that purpose. ARTICI.E XII. RUI.ES OF ORDER. First— Reading by the Secretary of the minutes of the last regular meeting and subsequent emergen- cies, if any. Second— Report of the Board of General Purposes. Third — Report of other committees. Fourth — Receiving petitions for initiations and affiliations. Fifth — Balloting, first for joining members and §■ afterwards for candidates for initiation. Sixth— Receiving of communications and ac- counts. Seventh— Reading names of brethren twelve months in arrears. Eighth — Unfinished business. Ninth — New business. Tenth— Enquiry by W. M.: If any member of the Lodge or other brethren is sick or in distressed circumstances. EiyEVENTH — Conferring degrees. ARTICLE XIII. AlyTERATlON OF BY-LAWS. No alteration shall be made in these by-laws unless by a notice of motion given at a regular meeting and inserted in the summons for the next regular com- munication, at which, if approved by the brethem and also by the Grand Master, will then become law. 12 BY-IvAWS ARTICLE XIV. BREACH OF BY-I,AWS. For the infraction of any of these by-laws, when not otherwise provided for, the offending brother shall be liable, by a vote of the lodge after being duly summoned and tried, to such punishment as the brethren then present shall deem fit and expedient and as is consistent with the constitution and the landmarks and principles of the Order. ARTICLE XV. SIGNING BY-I,A\VS. Every candidate on initiation and every brother on joining must sign these by-laws and thereupon shall be presented with a copy. Approved November 8, 1888.
