These Tables— together with tlie hrst three vertical columns of each pa^^e — it is presumed, require no explanation. The fourth and fifth columns shew the mean times of tlie Rising- and Setting" of the Sun. The quantities are only set down to the nearest minute, the uncer- tainty of the observed times of the rising or settino^ of heavenly bodies on land, caused by the varying amount of horizontal refrac- tion, and the g-eneral liability to the intervention of terrestrial objects in such observations, renders a closer aproximation unneces- sary for ordinary practical purposes. In the sixth column, marked " souths," are given the times which should be shewn by a well- regulated clock or watch when the Sun is on the meridian. The seventh column contains the mean times of the Rising or Setting- of the Moon. The quantities are only set down to the nearest minute, for the reasons mentioned above in respect to the Suiu ECLIPSES. In the year 1846 there will be only two Eclipses, both of the Sun. I. Duration of visibility fifty-three minutes. Magnitude of the Eclipse (Sun's diameter) 0.23 on the Southern Limb. The path of the Central and Annular Eclipse will first touch the Earth in Longitude 135® 51' West, and Lati- tude 2® 11' South, taking a north-easterly course will traverse Guatimala, the West Indian Islands, and the Atlantic Ocean, and reaching Africa will terminate near the southern part of Morocco. II. An Annular Eclipse of the Sun, October 20th, invisible at Montreal. Conjunction in Right Ascension at fifty-seven minutes after two in the Morning. De Bleury, LaRocque, and Glennon. * Those gentlemen marked thus * retire from the Council on the 1st March, 1846, but may be elected to serve again. t By an Act passed at the last Session of the Provincial Legis- lature, the City is divided into nine Wards, called respectively — East Ward, Centre 'Ward, West Ward, St. Anne's Ward, St. Antoine Ward, St. Lawrence Ward, St. Louis Ward, St. James Ward, and St. Mary's Ward. The boundaries of these Wards may be seen by reference to the Plan of the City given at the begin- ning of this Almanack. The same law provides that the elections shall hereafter take place on the first Monday of March in every year and the several Wards are to be represented in the Council as fol- lows : — East, Centre, and West Wards, by three Councilors each, and the St. Anne's, St. Antoine, St. Lawrence, St. Louis, and St. James Wards, by two Councillors each. The qualification for voters are, owning or occupying a dwelling house of the value of jg8 rental, and residence of one year in the cit^ previous to 1st January before election ; and of three months within the Ward, and to have paid all Assessments due up to the 1st January previous. Three Assessors for each ward will also be elected,— two be^ng chosen as heretofore, and one appointed by the Council. IV. — Bonds, satisfactory to the Collector, will be taken for the Provincial Duties (except the Provincial Duties on Live Stock, Grain, Meal, Provisions, and other agri- cultural produce,) when vhe same shall exceed jC50 currency, at 6 months ; but, all dated from 1st September till 1st April, are due on the 1st April. All other duties are payable in cash. V. — Goods imported, whether by sea or inland, may be entered for warehousing, and exported from the warehouse without payment of duty, American products may descend the St, Lawrence in Bond, and be exported into the United Slates by way of Iiaprairie and St. Johns. EXPLANATORY REMARKS ON THE CUEEENCY OF CANADA. From Appendix to " The Provincial Laws of the Customs," &,c. BY J. W. DUNSCOMB, ESQ., Commissioner of Customs. The values assigned to the several coins by the Cur- rency Act are not arbitrary, but are proportioned (except in the case of British silver) to the quantity of pure gold or silver in each. The £ currency was and is equal to 4 dollars of account ; and a note for $100 either in Upper or Lower Canada, is now, as it has always been, payable BEMAKS ON CURRENCY. 81 by jC25 cy., in any coins equivalent by law to that sum. By the Currency Act the Provincial dollar of account is made equal in value to that of the United States ; and the Eagle coined after 1834 and before 1841 and passing there for ^10, is therefore made to pass for jC2 10s. cy.,— and the Par is £l cy. = $4 of account of the United States, the value of any sum being always that of the least valuable coins by which it can be legally paid. The weight of pure gold in an Eagle and in a Sovereign are such, that if the former be worth jC2 10s. the latter will be worth £l 4s. 4d. cy. which is the value the act assigns to it and to the £ sterling, and agrees with the value ($4 8Q%) assigned to it by law in the United States. — The Par of cy. and stg., is therefore £1 stg. = £1 4s. 4d. cy., or £100 stg. = jei21 13s. 4d , (or £121%) currency. But 10 silver dollars of proper weight and fineness are worth more than an Eagle or $10 of account, — so that the silver dollar is really worth nearly 5s. Id. cy., for which sum it is directed to pass. In the same manner the values of certain other foreign coins are ascertained and assigned. But as subsequent coins of j| the same nations might vary in weight or fineness, — such coins are not to be a legal tender unless under a procla- mation issued after assay. British silver forms the excep- tion to the rule above stated ; it is only worth, as silver, 10-11 of the nominal value for whicn it passes on the faith of the British Government. This nominal value is maintained by the Currency Act, and such coins while lawfully current in Great Britain pass for sums propor- tionate to their nominal value there, at the rate of £1 4s. 4d. cy. for £1 stg. ; but for the reasons above stated, it is provided that they shall not be a legal tender for more than £2 10s. cy. in any one payment. — ^At the fore- going rates: — Id. stg, is=l,216666, &c. of Id. cy. =2,027777, &c. cts. ld.cur.is= 821917, &c. of Id. stg. =1,666666, &c. cts. 1 cent = 493150, &c. of Id. stg.= 6 of Id. cy. The dollars of Spain, United States, Peru, Chili, Central America, States of South America and of Mexico, coined before 1841, at 5s, Id, cy,, and half dollars at 2s. 0>^d. cy. Quarters at Is, 3d. Eighths at 7>2d,, and sixteenths at 3>2d,, if legal weigrht. The parts less than halves being a tender at the said rates by tale to the amount of £2 10s. in one payment, until they have lost one twenty-fifth of their weight, and not afterwards, French 5 franc silver pieces, coined before 26th April 1842, at 4s, 8d. each. Gold and silver coins of the same nations of later dates, may be made current by proclamation to be issued as aforesaid. Copper coins of the United Kingdom, (or any to be coined by Her Majesty of not less than five-sixths the weight of such coin) at their nominal rates. The least legal weight of a Sovereign is, 5 dwts, 2K grs, — of an Eagle coined before 1834, 11 dwts, 6 grs, — after 1834, 10 dwts, 18 grs,— of a Dollar, 17 dwts, 4 grs,— of a 5 franc piece 16 dwts. Metcalfe created a peer, under the title of Baron Metcalfe. March 29. — Provincial Legislature prorogued, after a sitting of more than four months. During the session 170 Bills passed both Houses, — 163 of which were as- sented to by the Governor General, and 7 reserved for the signification of Her Majesty's pleasure. April 13.— Fire at London, (U. C.) destroying about one-half of the town. May 9. — Extensive conflagration at Toronto. 28. — Great fire at duebec, destoying nearly the whole of the St. Roch Suburbs. The number of sufferers com- puted at 12,000, being about one-third of the entire population of that city. June 11. — Lieut. General Sir R. D. Jackson, K.C.B, Commander of the Forces in Canada, died at Montreal, of apoplexy. < ,..». 28. — Second great fire at Q,uebec, consuming upwards of 1,200 houses and 1,500 hangards, being nearly the whole of the St. John Suburbs and a large portion of the St. Lewis Suburbs. The number of sufferers be- lieved to have been nearly as great as that by the fire on the 28th May. 10. — Corner stone of the new Market Hall, Montreal, laid by His Worship the Mayor. Sept. 14. — O'Rourke, the well-known pugilist, resid- ing near L'Orignal, on the Ottawa, barbarously mur- dered. An individual, named Brady, subsequently charged with the murder, and committed to the Mont- real Gaol for trial. 28. — Hon. L. J. Papineau, formerly Speaker of the Legislative Assembly of Lower Canada, returned, after an absence abroad of eight years. Oct. 4. — Fire in Griffintown, Montreal, destroying about fifty houses. 12. — ^The Beauharnois Canal opened. JVow. 3. — Severe gale of wind below Q,uebee.
