NAME. 1. — Tho name of this Society shall bo '•'■ The New- foundland Church Society." OBJECTS. 2. The objects of this Society shall be, (1) to con- tribute towards tlie maintcnauco of the Clergy and Licenced Lay -Readers, (2) to asfist in the erection, enlargement, or repairs of Churches, Parsonafjes, or School-Kooms, and in the purcliaso of Land for Glebe or other Church purposes, (3) to provide for sale a supply of Bibles, Prayer-Books, School-Books, and otlier Religious Books and Tracts, and (4) to create and maintain a separate fund for assialing the Wid- ows and Children of deceased Clergymen of this Dioceso. DUTIES OF OFFICERS. 26. — In tho absence of t'je President, tho Archdea- con, or, in his absence, tho Senioi Vice-President Bhall take the Chair at all meetings of tho Committee or Members, and shall have a casting vote. 27. — Tho Treasurer shall receive all monies for- warded to him for tho objects of tho Society, and shall pay or disburse tho same as determined by tho Com- mittee, and shall furnish to tho President and Com* mittee a statement of accounts up to thu day appoint' ed for auditing the same. ^0 4 11 ^' ? i i 28. — No money shall bo paid or disbursed by tho Treasurer except on a written order, specifying tho amount to be paid, and its object; wljich order must be signed bj tho Chairman of tiio Comrniticc at which the grant was made, or in his absence, by the Senior Officer of tho Society in St John's. 29. — The Committee shall meet for dcspalch of business in St John's, on the first Thursday after every quarter day, at 2 o'cloclc, p.m. 30. — A. special nieetinnj of tho Committee may bo convened at any time, eitijcr [I] by liio Prcfidtnt, or [2] by two Vicc-l'rcsidents ; or [3j by any live members of the Committee; provided due notice of such meeting with its object be given the day before to all tho other members of the Comniitlco in St. Jolin's. 31. — At a special meeting to bo holden seven days before the annual meeting, tlie Committee shall op- point two of tiicir number to examine the Treasurer's accounts up to that season, which accounts examined, approved, and signed by tho amlitors as correct, fIjuU bo submitted to ilic Committee to be by thcni incorporated in or appended to t!ic next yearly Report, ar.d bo p!c:-:ri]l('d to the members at the next aiiuual f^cnciul meeting. 32. — Tiie Comniiitce f^liall fix tho salary "f the Se- cretary, and shall provide for all tlio cunliugent ex- penses of ihe Comnntleo and the Society. Indeed it may bo feared, that ,in conse- quence of the frequent repetition of the same, or simi- lar statements, both the Reports and Anniversaries fail in some degree of their desired profitable effect. For it ought to be ever borne in mind tliat the Report of a Church Society is not intended as a bare statement oC facts and circumstances, nor tho Anniversary Meet, ing an occasion *and opportunity only of making and hearing speeches ; but it is hoped that reported suc- cess and advancement may excite feelings of thankful- ness to Almighty God and bo an encouragement to further exertions, in dependence on the Divine help and blessing; while failure should convince us of our own weakness, or show where end how we have fallen short of our duty, and determino us, by God's grace, to sup- ply deficiencies or correct defeats. And if a Report is, of necessity, in tho main retrospective, it is always hoped and expected that it will elicit speeches and re- marks tending to promote its objects and further its designs. It is devoutly to bo wished that the Society's Twenty-third Anniversary and Report may not for wont of novel and striking features be regarded with indifference, or bo foi gotten as soon as over. These circumstances evince the great importance of maintaining the College in full efficiency, for which purpose it may be expected that a large demand will shortly be made on the funds of tlie Society, inasmuch as the grant of S. P. G. to the College for the Students will expire next year, without much probability of its being renewed. This was one of the objects for which the Bisno|^in his last Chargo to the Clergy insisted on the necessity of keeping a considerable balance in the Treasurers handn. Its great importance cannot bo doubted. Through tho liberaliiy of the Society for the Propagation of the Gospel tho College has af- forded an opportunity to young men of this country of devoting themselves to tho service of tho Church, by offering them a good education and special training for the Ministry, at little, or almost no, expense. Board, lodging and instruction are all provided gratuit- ously. To the Clergyman the attraciiveneas of Shoe Cove consists in thi*, viz. — tho people have generous hearts and right gladly do they welcome tho messenger of glad tidings W.thout any foreign aid they have erected a Church at a cost of nearly. £300, and a Lay-lleader holding the Bishop's License, oiHciatesrlur- my absence. There are no people in the Misfion more desirous and willing to contribute to their Clergy- man's support, and also to subscribe to the local charities, than these. I held two full Services in the Church, and in the evening baptized privately two infants. The first payment to be calculate cd for the iatorval (roin the husband's death to tlio day of payment. 14. — It a Clergyman, having joined the Fund after the 24:th June 1863, removes from tiio diocese after having served less than fourteen years, ills connexioiv with the fund shall cease, and he shall be entitled to receive baclc half the amount of tlie annual subscrip- tions he has paid. If he removes after having serv. cd fourteen years and less than twenty-one years, he shall be allowed to remain in connexion with the Fund by paying an annual AU>)8Ci-iption of six pounds, or nine pounds if residing within the tropics; or ho may re- ceive back half his annual subscriptions, upon which his connexion with the Fund shaill cea^e. If he re- moves after having served twenty-one years, he shall be allowud to remain in connexion with the Fund by payin';an annual subscription of Five pounds, or seven pounds ten shillings if residing within the tropics: or he may receive back three fourths of hi^ annual sub- scriptions, upon which his connexion with the Fund shall cease. All Clergymen in connexion with the Fund previous to the 24th June, 1863, to be governed by the original Rule 14 thereof. 15. — A yearly statement of the Treasurer's account with this Fund shall be published with the Society's Report. 16. — None of the above Rules shall be altered, or repealed except at a general meeting of the Church Society, and alter a full years notice to the members of the proposed change. '* The foliowiog is the original Rule 14, governing Clergymen in connection with the Fund before Juae 24, 1863. . 14.— If « Clergyman removes, with the Bishop's ^ ^ 11 : consent, from the Diocese, after officiating in it not less than seven years, ho shall t)e allowed his claim up> on the Fund, on the payment of an annual subscription of three pounds (£3) ; or, if he desire it, may receive back half the amount ho has paid ; which repayment shall release the Fund from all his claims upon it."
