XL — All Meetings shall bo opened and closed with tho Prayers recommended to be used at the Meetings of the Society for the Propagation of the Gospel in Foreign Parts. XII. — Tho Members of tho Church in every paru of the Island, shall bg invited to co-operate by form- Tin. ing Local Committees, under the direction of tLe Clergy, in each Mission or Parish. XIII. — No Mission nor Clergyman of any Mission shall receive any allowance or assistance from the Society unless at least a list of the contributions made in such Mission to the funds of the Society in the preceding year, shall have been duly forwarded to the President or to the Secretary, together with a return of all payments or offerings of money, not be- inff fees for occasional services . It having pleased Almighty God that the New- foundland Church Society should bo permitted to continue its labours through another year^ your Com- mittee desire to express very great thankfulness that the affairs of the Society have been allowed to pros- per, and are such as to encourage a hope that God has been glorified and the interests of the Church advanced ; and indeed, it must be acknowledged by all that the Society is only doing its work so long as these two objects are steadily kept in view. It was the melancholy duty of the Committee, in presenting their last report, to pay a tribute to the memory of one who for so many years had been, as it were, the mainspring of the Society ; but yet their feelings were tempered with the reflection that God had raised up a worthy successor to him, and one in every way fit for the onerous task laid upon him, — of taking pastoral oversight of St. John's, and adminis- tering the Diocese during the Bishop's necessary ab- sence. Little however did they foresee that it would so soon again be their task to record the loss of one so eminently gifted and so beloved by all who knew him, as the late Rev. J. G. Mountain, — one so thoroughly devoted to the sacred duties of his office, and who had toiled with untiring energy in the great work of the ministry, and bringing souls to Christ. It is felt that this may, perhaps, be recalling sad and sorrowful thoughts, but surely the Newfoundland Church Society will ever cherish the memory of those who have striven with all singleness of heart, and laid down even their lives, for that great cause, the glory a 12 of God and the good of His Church, so dear to every one interested in the spread of our holy religion. At the same time it is a subject of great thankful nesrs, that the several vacancies in the Diocese have so soon been filled by the arrival ot the Ven. the Archdeacon, from Montreal, of the Rev. J. Pearson, from Nova Scotia, for St. John's ; of the Rev. H. Pctley, from England, for the mission of Heart's Content ; and more lately, by the ordination of Mr. LeGallais, of the Theological Institution. Your Committee have to report a small increase in the Societv's funds. The actual net income for 1855 was XI, 230, while for 1856 it is £1,304,— showing that the Society is steadily though slowly increasing, and is wo may hope destined to be, at no very distant period, the administrator of all the funds raised in this Diocese for the sustentatiou of that branch of the Church to which we belong. There is a strong and growing feeling that it is desirable to throw the whole income of the Church of Newfoundland into one com- mon fund ; as it would appear at once to commend itself to all who think the matter out, that whatever draws the various portions of the body spiritual more closely togeluer, and cements the union, giving one life and pulse to the whole, must be the wiser plan of action ; and will give, when once obtained, such increased energy to the Church as may, with Gods blessing, insure her future progress and devo- lopement. Surely one chief reason why men join themselves together in any way, is that they may put aside every merely private and personal feeling, and act in unison for one great common good. And how can this be obtained better than in the way proposed by your Society, of bringing together the wants of the whole Church to be considored by the whole Church ; of bringing the wants of our poorer congregations into contact with the means of others to relieve those wants; of bringing one man's need into relation ■'t IP .:<;' , 1^" vpf,:r. ^Cf JV , f V 13 ■ -^i vV V -:*' ■■•■■ r *v with another man's afBuence ? Here there is an embo- diment of that idea which we all profess to cherish, which has ever been acted upon by Christian men, and' which has been found, and is found, the most powerful- organization for extending tlie Gospel of the Lord Jesus Christ. It is still a matter of regret that some missionf*, 6ven of those which have forwarded their lists of sub- scriptions, decline availing themselves of the system of incorporation thus offered to them.. This, it is to be hoped; will in time be effected ; but meanwhile, owing to the increase of expense, and the limited funds available, your Committee at their last meeting were compelled to decide that after the present year no subscription list should be inserted in the appen- dix of the report, except so far as the money referred to in the list shall have been duly transmitted to the Treasurer of the Society. It has repeatedly been ac- knowledged that the time for combined action has long since come ; that Churchmen throughout the Diocese should work together as one man ; that the system of union through the Episcopate as the head must be acted upon as well as put forward theoretically, if ever the Church is to rise and be equal to the great and sacred work before her. And here, there is a subject which may be referred to with thankfulness, that though slowly yet surely, the Church in Newfoundland is moving towards a posi- tion of self-support. The movement, though smar, is in the right direction: it is not retrograde. And of this we may bo sure, that wherever and wher- ever the ministrations of religion and the service of God are understood and appreciated, there will bo found are cognition of this first great duty, — the hono- rable maintenance of the Ministry and Ordinances of the Church. For many years this colony, like others in British North America, has been indebted for tlie support of its clergy to the bounty of the English mmW 14 Church administered by the Society for the Propaga- tion of the GoKpol ; for many years has this fostering care been exercised; and it was not until the innate energy of our race opened for that venerable Society new fields of labour, most pressing in their nature, that she was constrained, though reluctantly, to withdraw from the Church in Newfoundland, in common with all the other North American Colonics, a portion of that support which had been so long and so liberally accorded. At the same time, though this Diocese has not felt the diminution of income in anything like the degree experienced by the Canadas, New Bruns- wick, and Nova Scotia, yet there has been brought out clearly this great truth, which it were well for all ever to bear in mind, that a Church to be on a safe footing must be self sustaining, in order to adapt her- self to the variety of circumstances with which at any time she may find herself surrounded, and to fit her for those multiform changes which the course of the world continually brings about. It may, certainly, bo thought of with pleasure, that though the duty is not recognised by any means so universally, or to such an extent, as the importance of the subject demands, yet that still year by year we have abun- dant proof that the truth of the Holy Scripture is being felt, " that a labourer is worthy of his hire," and that <' they who sow to us spiritual things" should in return " reap our worldly things." Your Committee feel that this very important sub- ject cannot be too frequently alluded to; and for tin's reason, that in all the more lately formed colo- nies the principle of self-support is acted upon to a much greater degree than in this. In Australia, es- pecially, this is the case ; and it naturally tends to deepen the interest of all in the welfare of their reli- gion. There cannot, it is thought, bo much doubt that it is the positive duty of all, high and low, rich and poor, to contribute to the support of the worship of ../ 15 God ; while tlic experience of all ages of tlio Christian Church proves that so far from inpovcrishing; the ten- dency of such contributions is to increase, the store ol those who are careful to maintain the honour of God. " There is that scattereth and yet increasetli ; and there is that withholdeth more than is meet, yet it tendeth to poverty ;" " they who honor me I will honor, and they who despise mo shall be lightly esteemed." With respect to this subject, the following letters of the Clergy may be interesting. PoRTroAL Co^^:, June 11, 18o7.' llEV. AND Dear Sir, In closing up and making returns for the two Collections for the Newfoundland Church Society in which I have been engaged for the year 1856, 1 cannot refrain from making a few remarks upon the same. My own collection from my Mission I shall dismiss with few words. If the amount is small, it must also be remembered that my Mission is one of the smallest in regard of population in the whole Diocese, and that it includes within it none but fishermen, carrying on their business in a small and humble way, and therefore able to make only small and humble contributions. Taking therefore into account the number and circumstances of my people, I think my collection "will not be found behind that of other Missions, from which if a larger sum be returned, there is a larger flock to contribute to the same, including also Merchants or their Agents, Government Officials, and Medical men, able to pye larger donations than mjr own poor fisher- merii My exertions m the past year, as I believe in each of the four seasons I nave occupied this Mission, have I rejoice to say been crown- ed with increase, nor shall I fail I trust to use my best endeavours to increase my amounts from year to year imtil a maximum shall have been obtained. I am sensible that there is yet room for considerable improvement, inasmuch as in my own Mission, as I suppose in all Missions, there are some alas who do not give at all, and more who do not give to the extent they ought to j^ive. The St. John's collection has I believe reached a larger amount than in any of the ten years last past, and therefore I suppose I may say is the largest ever made. Still this collection is very far from the amount it ought to reach. I believe this to be a generally acknow- ledged opinion. I know our late Venerable and beloved Archdeacon always was of this opinion ; and I trust I shall not be sa) ing more than I ought when I add that having likewise thought the same myself, when associated with him as Curate, and working with and under him, a connection I shall always remember with pride and I ploasme, I am more tiiAU ovor confirmed in the same from mj- exporl- unco in the past y'car, when making the collection from the Cathedral Conjrrfgalion sin«,'lehandcd and alone. In the first place, the collection Ims never been made with sufficient system and management to in- elude all the memhers of the Congregation. This Archdeacon Jiridge always felt and lamented, but it is needless to add in speaking of him that U was no lack of anxiety or energy which prevented his lining more than lament the same, but that incessant 'pressure nl' toil, and burden of care and anxiety, for (may I not say ?) the higher and more purely spiritual duties of lus charge for which he was i)re-eminent himself, and of his friends and flock pre-eminently bMoved and sorrowed after on his removal from the scene of his oarthly labours to, we may hope and trust, liis resi and his reward. It will be seen that majiy new names have this year been added to the list, though many more I am well aware are yet wanting. Many of the new contributors are far from being new comers to the town, and far from ha^'ing been previously unknown to the Archdea- con or myself. These men could doubtless Ixave given before as they ^ lihve rcaciily given this year, had they but been called upon ; and there are many more whom I at this mbment have upon my mind from whom had I been able to call upon them contributions might have been obtained. I menion this not as making an excuse for such, as they all ought if not called upon and without waiting to be called upon to bring their payments as and when they are able, but in explanation or the cause why their monies have not been given. I am sure the Church Society will understand that living nine miles away from St. John's and with scpai-ate duties of my own, it has been impossible to do all I could have wished, and I am sure that due aliowanc a \riU bo made for my difficulties and deficiencies. This then is one cause why the St. John's collection is not and has not been what it might and ought to be. Others also exist, one of which perhaps I may 1)0 permitted to refer to, and this one which not only the Clergy in St . John's have ever been sensible of, but also many among the Laity. Of St. John's itself, I may also say, what I have ahready said in reference to my own people, viz., that while some do not give at all, , more do not do what they might and ought. What ou^t to be given tlierc I am far from being able to say. At present, di£Ference of nimibcrs leing taken to account, St. John's contributes to the Clun-eh Society not quite four times as much as does my own poor ]\Iission. You will observe, I say, to the Church Society, and this 1 Fixy advisedly, as I am well aware that in past years large con- tributions liav'e been made for the Orphan Asylum, for the New Organ in the Cathedml, for the benefit of the family of the late Arch- deacon, and for the New Church to be built on the South Side. Already, the t^um of £75, paid by the Committee to the widow of tho late Incumbent of St. John's, for that {2;entlcnian'rt services, and most generously returned by her, has been devoted to this Fund, so that tho name of MouNTATN will be for ever identified with the Church of Newfoundland, and be remembered by those widows and orphans who may in the providenco of God be bcnciittcd by such a provision. Tho gene- ral plan of such Fund would be to apjdy the interest of a Capital sum, and tho yearly subscriptions and collections made specially for sucii objects, iii order to assist the families of such Clergymen as may dio or be disabled in the service of the Church in New- foundland. The provision it is to be feared will be, necessarily, small ; but yet of sufficient value to be of importance to those who might otherwise have been * totally destitute. The arrangements of the JJuilding aro found in every respect convenient and suitable. The Uisliop has further taken advantage of the op- portunity to renew the attempt made some few years ago to erect a Church on the South Side of the Har- bor — urgently required for the largo and cncreasing population in that locality. The members of the Church in all parts of the Colony will, it is believed, ha much gratified to learn that the IJishop's appeal in his Pastoral Letter has been responded to in a man- ner TVliich gives every hope of a comely and commo- dious Church, suitable to the requirements of the in- liabitants, being forthwith commenced, and in duo time, "with God's blessing, completed. In the mean- while, a benefit of a yet greater importance has been conferred upon the neighborhood by placing a Clergy- man to reside on that side of the Harbor, who will be enabled to give much larger attention, than here- tofore, to the inhabitants there ; and build up it is hoped the spiritual House, together with the material Temple. With regard to the question of education in tho country missions there lias been no alteration. Generally tho Schools in the Island arc pr? '•tically exempted from that control and supervision of tho Clergyman which are so very necessary to their well l)eing. This, wo trust, may in some degree be reme- died whenever tho income of the Church Society shall justify the Committee in taking tho subject of general Education under their care. They are most anxious to do so, and earnestly trust that ere long they may 1)0 enabled to place the instruction of our children under tho guidance and supervision of the clergy. The Academy at St. John's still continues in a flourishing and efficient state under the management of the Rev. G. P. Harris ; and it ia earnestly com- mended not only to the town of St. John's, but to the country generally as a place of superior education, whore boys may be placed, and receive such instruction as will fit them for any position in life. In a community like this, it must be of great moment, and will eventually exercise a great influence upon the colony, if only our youth have tho opportunity of receiving that training both secular and religious, which is necessary for them on going into the world to cncounicr the difficulties and responsibility of life. The care of this world has swallowed up all thought for the next in men far wiser and better tliaii ours, and wlioso position and circumstances render such conduct tho loss excusable. 1 have been kindly received, and attentively llst ■ \ 25 We regret to have to state that no collection was made last year towards the completion of the Church at Old Bonaventuro, not on account of any unwillingness of the people themselves, for before pro- ceeding to the Labrador they had promised subscriptions; but owing to an oversight or omission on the part of the collectors, Messrs. Hexry and William Stone, who had not as they intended, furnished in time to Messrs. Slade of this place, the amount of the ]n'omises made, in order to their bemg collected from the parties who had dealings with that firm. However, the Jlessrs. Stone have engaged a c-ew to prepare during the winter, at their own expence, 2,000 feet of clapboard for the Church. At Ireland's Eye no collection was made for the Church Society, as the ability of the people is for the present sufficiently taxed to build the New School House at that place under the Board of Education, having had a Teacher lately engaged by the Board to serve them. It is hoped that when the New School House at the North Side shall have been finished or prepared for use, some jKirson may be found capable and willing to read the Church Prayers on Sunday* for the benefit of the many inhabitants in that quarter, young and old, who hardly ever, if ever, go to Church at Trinity or Salmon Uove. Last fall the Reader of Cuckold's Cove who resides at Trinity, declined continuing his services there, alleging his inability to do so. And in reference to Trinity, you are aware that since the removal of Mr. Crouch, Mr. Watts has been engaged by your Com- mittee to Bay Prayers, &c., at Trinity Church, during the occasional absence of the Minister on Sundays, for an addition of 40?. to his salary as Header at Salmon Cove; while the Reader at Euwlish Harbour supplies his absence during half the day at Salmon Govt for an additional consideration of 20s. per annum. In August last your Minister on the faith of the promised payment of Church Members here and elsewhere, and of the additional vote of tho, Committae here of Ten Pounds towards the Harmonium for Trinity Church, ordered out the Instrument from London, which as he is inflamed by Mr. Hepburn is expected to be sent out in the pnsuing spring by Messrs. Brooking, free of freight, so that the expense of conveyance out may be saved to the congregatlcn. Trussing that this useful and honorable association, which is yet but in its infancy, may enlist the zealous exertions of its members, and that no temporary discouragement of whatever naturo may have the eii'ect of extinguishing their ardour in the good cause, we close this report of operations in the mission of Trinity for the year 1856. The Depository of the Society for Promoting Christian KiiowlcdQ;c, fostered by your Society, and under the care of Mr. J. T. Burton, Water Street, St. John's, is in a flourishing condition and is the means of doing much good by the circulation of I n ♦ i w 26 Bibles, Common Prayers, and Standard Books of Devotion, as well as very many Worki of a sterling character, 'calculated to dilfuso tlic blessings of knowledge throughout the Island. The amount of the past years' receipts in St. John's, is upwards of £150. In conclusion, your Committee would express their expectation not less tlian their desire, that the next few years may be of greater importance to theChurch in this Diocese, — important particularly, that is, as throwing her more upon her own resources, and as more strikingly developing her energies. From what- ever causes, it has too often been the reproach of the English Church that, in her Colonial possessions, sho Las done so little for her self-support. The newer Dioceses have been content to derive their Spiritual ministrations from the charity — for such it is — of their brethren at home ! This ought not to be, and must not be ; and let us thank God for it, the Church is at length awaking to a true sense of what is due from herself to herself, and we may ere long hope to see her in a firmer and safer position than she has ever yet Occupied; and therefore the better prepared to fulfil her mission, of supplying the spiritual necessi- ties of those who are seeking the means of grace at hei' hands. «: { %- % ^ 1 t /' % On Friday, Jimc 19, 1857, the Right Rev. tho Pre- sident and the CoiniiuUco of the Newfoundland Ohurch Society waited upon His Excellency the Go- vernor, by appoiutmcht, and presented the following Address : To His Excellency Sir Alexander Bannerman, Governor and Com- inandcr-in-Chief in and over the Island of Newfoundland and its Dependc7icies, 4'^., ^*c. May it Please Your Excellency, — The Officers and Committee, of the Newfoundland Church Society, in ollering to your Excellency their respectful and sincere congratulations on the arrival of yourself and Lady Bonnerman on those shores, beg permission to bring their Society under your Excel- lency's notice, and to solicit the honour of your ac- cepting the ofiico of Patron, in accordance with the 3rd Standing Rule. Your Excellency having been already pleased to receive a copy of the last Report published by the Society, which contains its rules and explains its ob- jects, they will not trespass now on your valuable time with any lengthened exposition either of its con- stitution or of its purpose. They would but inform your Excellency briefly, that tho Society was estab- lished, simultaneously with kindred institutions in the other North American Dioceses, — that it has obtained, year by year, increasing favour and support among the Members of the. Church of England, that it has ^1 28 enjoyed the patronage of former Governors of this colony — that its agency has been largerly blessed of Almighty God in extending the benefits of religion along the coasts of Newfoundland and Labrador,— and that it may be regarded as the association, through whose instrumentality the ministrations of our Church are to be dispersed to her numerous and widely scattered children within the limits of your Excellen- cy's present Government. In conclusion, the Officers and Committee of the Society assure your Excellency that their Prayers shall not be wanting for an abundant blessing on your administration of your high trust, as the Representa- tive of our beloved Queen, that it may tend to the promotion of the best interests of the people of thii ancient dependency of the British Crown.
