VIII. — A Monthly Meeting of the Society to be held on the 2nd fVedncsday in every month, at 7 o'clock ; and a general Annual Meeting on the 2nd IVednesday after the Feast of the Holy Trinity, or as soon after as the Diocesan may appoint. IX. — No existing law shall be repealed or altered, nor any new rule established, except at a General Meeting — such change having been first recommended by the Com- mittee, or a written notice thereof given at a previous monthly meeting. The Committee, there- fore, of " The Newfoundland Church Society" established foi those holy purposes, would commence their Annual Report by rendering to Him, to Whom all praise is due, their devout and grateful acknowledgements for the mercy and goodness which have attended the operations of the Society during the past year. It would be gratifying to tho Committee, were it in their power to state the results of the collections in the several Missions of the Diocese for the current year. But as many of them have not been completed, and consequently the Returns have not been yet received, the Committee can only refer to the account of the Treasurer for such information as can at present be furnished on this point. A comparison of the payments for the years 1S47 and 1848 respectively exhibits for the latter year an increase of about £100. Collections for the first time from several Missions afford an encouraging assurance that the residents within them are not unwilling to acknowledge their obli- gations to the Church, by whose Ministry they are adopt- ed, trained, and nourished as the Children of God. Such remarks however, must not be construed as either stating or implying, that in any Mission in the Island this sacred duty is yet adequately recognised ; everywhere the payments fall below the small weekly average, which formed the basis of the calculation of what the Members of the Church should, and, it is believed, could, do towards her temporal support. 10 Since our last Anniversary the Lord Bishop has coiti' municated to such of the Clergy as were Interested in the njalter, that ** the Society for the Propagation of the Gospe)" have been induced by his representations to continue their former allowances to their elder Mis- sionaries in this Island. His Lordship has, at the same time, informed the Clergy that he interposed wiih great reluctance, and expressed to them his expectation and most earnest hope, that the generous treatment of the Society tvill not occasion any relaxation of effort on (heir part to obtain from their own Plocks the support to which they are entitled. The following is an extract from hrs Lord- ship's Circular to the Clergy, which will fully explain his feelings and wishes : — *' The only reluctance felt by me in urging these rea- sons, and I think I may venture to say the only reluctance felt by the Committee in allowing them, and complying with my suggestions founded upon them, had reference Isr, to the state of the Society's funds, which are not sdeqiKite to the continually encreasing demands upon them, and 2ndly, to the grievous disappointment which will be experienced in several destitute places in the Diocese, where the people were looking to the proposed reduction for help in providing themselves with the Ministers and means of grace. On both these grounds J confess to have felt some reluctance in arguing against the reduction, but on the second ground more particularly. And 1 confidently anticipate that you will feel with me, and for me — that you will deeply regret the sad destitution in which so many ol your fellow-colonists and fellow- Christians must be left ; and which might in some measure have been relieved, had the Society been enabled to carry out, through the encreasad contributions o( your long and largely as.sisted Mission, iheir merciful plans, and to devote the aninuut saved (rom your salary to the places most destitute. That, you are aware, was the chief, I might say iho only, object of the proposed reduction, viz. to extend the bounty and blessings of the Society to people perishing for lack of knowledge. For this good and great object the Society, not unreasonably, I think, looked to v/ ^ \ 1*1 enga,i;ed every week-day in schohstic duties. Cataliha is indebted for this privilege to the Church Society ; for by the appropriation of £50 a year of its funds to the Clergyman at Bonavista^ the Bishop has been enabled both to relieve the Rev. Mr. Netten from the charge of a School, and to locate him in his Mission. Every year brings to our knowledge fiesh, and still more painlul reports of the religious wants of our Brethren. The statement of the recent Visitation of the Lord Bishop, which has just been published, can scarcely fail to awaken the sympathies, and to call lorih the co-operation of every Christian heart and hand. 'JMie prospect of some ^ r r s f % h fs r \ « ♦ aid being exleiKled to places thus circumstanced, whicii the Resolution of ^'' the Society for ihe Propagation of tlie Gospel" to transfer their liberality from the established Missions to new ones opened, has been again closed up by the abandonment of that pucpose. There seems to be neither hope nor way of extending the ministrations of the Church to those, whose relief the Society contemplated and desired, except by the charity of such as have learned their preciousness by having possessed them, and that, without much cost and charge to themselve.o. The importance of such Visitations as the Bishop of the Diocese has performed during the two past summers, along the coast of Labrador, and the western and northern shores of this Island not previously brought under Ecclesiastical inspection, it would be difHcult to exag- gerate ; and the Committee feel that the Church at large, as well as those who have been the immediate objects of his Lordship's care, have been laid under a heavy debt of obligation by his labours. It must be plain that a voyage of such an extent, and occupying nearly sixteeik weeks, cannot have been prosecuted without considerable expense : and the Committee are confident that every member of the Church Society will cordially approve- of their having requested his Lordship *.o allow them to appropriate the sum of J£100* towards meeting that outlay. The only regret will be that the funds of the Society do not admit of a larger appropriation to such an object. The Bishop has paid to the Treasurer the fees. Sacramental collections, and donations, received on the Labrador, amounting to JC8 15 9. It is with much pleasure and thankfulness that the Com- mittee state that the Lord Bishop of the Diocese gave Con- firmation to about 800 candidates on his late Visitation of the Northern Missions in this Island; — a somewhat larger number than were presented by the Clergy for that Holy Rite on the former Visitation. In the Appendix to this Report will be found a statement of the many * Tlio Bishop, whilst foclinpr and ncknowletljfing' the kindness of the Comniitteo in votiii«» the above sum ol' 1*100. has declined to receive more than £o(). 14 places visited, and of the Episcopal Services performed , by his Lordship during the past summer. The proposal of the Government to close the various places oi Burial within the limits of the Town, adverted to in the Report of last year, has been carried into efTect ; and the Members of the Church of England have a Cemetery ns conveniently situated, at the eastern extremity of the City, as it is commodious in itself, and in every respect well adapted to the solemn purposes to which it is applied. It was consecrated by the Lord Bishop on the 25ih of last June, a few days before the Act of the Legislature came into operation prohibiting all interments within the Town after the 1st of July. It had been previously inclosed and protected by a substantial fence; the neces- sary roads had been cut through it, and a lodge for the residence of the sexton erected. The public access to it, conveyed wiUi the ground itself, was of that character, that the Bishop deemed it desirable and right to obtain a better and more decent approach. His Lordship succeeded in purchasing a right of W9y to the Cemetery of the Ex<%cutor of the late Judge Carter, for the sum of £40. The cost of fencing, and otherwise preparing it, amounted to not less than £25 more. The road is now the private property of the Bishop ; it is manifestly very desirable that it should belong to the Parishioners, and the Committee have determined on ofTering to rc-imburse his Lordship for his expenditure for it, with the view of acquiring the right of wny for the Members of the Church for ever, and having it invested accordingly in the Bishop and his Successors in trust, in the same manner as the Cemetery itself. The progress made with ihe erection of the Nave of the Cathedral Church during the past season has been very satisfactory. There appears no longer any reason to doubt that it may be sufficiently advanced lor Con • secration and use in the course of next summer. The wish and present intention of the Bishop are to set it apart by the appointed Holy Services so that he may hold his next General Ordination in it, and his Triennial Visitation of the Clt?rgy in iho year 1S50. On every account it will be a matter of painful regret, if the works are not continued. For such as are going on to completion, it will not be forgotten, ihal we are indebted to the generous sympathy of our brethren at home. This circumstance and the sense of our own duty will, it is hoped, lead to such liberality on the part ol the Members of the Church, as will enable the Bishop to proceed with other parts of the projected structure. The Depository for the Sale of Bibles, Testaments, Prayer-books, and the Publications of '* the Society for Promoting Christian Knowledge," has been in operation,, as heretofore, during the past year. The following are the particulars of the issues from it, from the date of the last similar statement : — 169 Bibles, 140 New Testaments, S53 Common Prayer-Book.s^i363 other works andTracts. Thus d)e issues during the period of 2 years and 4 months, i. f. since the re-opening of the Depot in August 1846, have been 393 Bibles, 316 iNew Testaments, 1907 Prayer- Books, and 3966 Bound Books and Tracts. Every book issued from the Depository is sold. All must be sensible o( the importance of the people being supplied with religious reading of a sound and approved character, and it is a cause of thankfulness that such Books, as are published under the authority and sanction of a Society, of which the Primate and other Prelates of the Church are the Directors, have been so extensively circulated in this Colony. The expenses of the Deposi- tory, including those of importing Books and an annual rent, have been hitherto borne by the Bishop. The Committee feel that this would be a legitimate object to which to appropriate some of the funds of the Church Society. The supply of Bibles, Prayer-Books, School- Books, and Religious Works and Tracts, is one of the objects contemplated from the conimsricement of the Society as will be seen by a reference tu the 7th Standing Rule. In connection with this point, the Committee would again call attention to the circumstance, that the Church Society includes in its designs and operations the objects il 10 of a Clericul-Aid, n Hiblti, a Prayer-buuk and Uomily) and a Ucligious Tract Society. In looking forward to tl)« future claims and wants of ilic Church in this Diocese, no object of more vital conse' quence presents itsell io the view, than the great work of Education. The establishment and support of Daily and Snnday Schools has also been proposed from the be- ginning, as one of the objects of the Church Society ; and to this the attention of the Members of the Church TTiust shortly be invited, and tireir co-operation asked. The approaching expiration of the Act for ibe promotion of Education seems to offer a suitable occasion for bring- ing the question of Churcb-£ducaiion before the Legis- lature, and urging upon their favourable consideration the claims of the Church. :io.'!; •!?: The Committee^ in bringing this Report to a conclu- sion, will only add the expression of their conviction, that nothing is wanting, under tlie Divine Blessing, but united and vigorous action on the part of all who are in Communion with the Church, to secure the accomplish- ment of what has been, as well as of what has yet to be, imdertaken. He, Who is not the author of confusion but of peace in all the Churches of the Saints, will look ^own with an eye of favor on, and will prosper the designs and exertions of those, who *' stand fast in one spirit, with one mind striving together for the Faith of the Gospel." While we feel thni no words of ours can discharge or express our debt of gratiiude for such incalculable benefiiSr it is yet both a duty and a pleasure to declare and renew our acknowledgments ; but chiefly, on this occasion, we would record our grateful sense of the consideration of the Venerable Society in rescinding theii' Resolution, passed in 1846, to reduce by one-half, the stipends of their elder Missionaries, with the view of extending the blessings of the Gospel, and the ministrations of the Church, to the many settlements in this Diocese, whose inhabitants are still as ^' sheep not having a shepherd." We are not ignorant, therefore, at what immediate cost to many of our destitute brethren this course has been adopted ; and we humbly trust that those members of the Church in this Diocese who have long enjoyed her minis- trations, through the liberality of the Society, will show iheir appreciation of them, and their charity to those many others not yet similarly favoured, by making every exertion to effect the object which the Venerable Society contem- plated by the proposed redaction; — to this, in dependance on His Grace, Who directeth and disposeth all hearts, we pledge ourselves. . , i , „ , ; f :,. , ( -:. ,7' We conclude with an earnest prayer to Almighty God, that it will please Him to continue His Blessing to the Venerable Society, that it may be, as heretofore, an instrument of good to His Church, for Jesus Christ's sake. ^men.
