Your committee recommend that the sum of $10.00 be granted to the Prisoners' Aid Association. Your committee recommend that the subscriptions to the "Municipal World" be not reijewcd. The Registrar of the County has submitted an account for certain services in pre- paring titles, (examining and copying in detail, engrossing, etc.,) of lands shewn on a large number of plans of town and village properties, involving the final re-entering of 4,^47 registrations. Thj Inspector of Registry Offices required this work to be done in the interest of the public, and the nature of it is explained in the report of this committee adopted at the Xovember session. The account has been certified by the Inspector, and the amount named as a reasonable allowance for these services is $400. \o\\x committee recommend that the same be paid. The Registrar has informed your committee that a large volume of similar work remains to be clone. Vour committee recommend that after the 1st day of July next, the work be not proceeded with at a faster rate than the Registrar will be compensated for by the rebate payable to the County on his fees and emoluments, and that luture work, and that now in course of completion, be paid for at the rate of eight cents per registration, on the certificate of the Inspector. The Registrar has also submitted an account for compiling a new index to the General Register, comprising entries from the year 1842 forward to the year 1S93, and including about 2,000 instruments. This account, also certified by the Inspector, amounts to $150.00, and your committee recommend that the same be paid. Referring to a mortgage for the collection of which proceedings have been taken, your committee recommend that the Reeve of Verulam be requested to act in conjunc- tion with the County Solicitor in his efforts to effect a sale of the lands. Vour committee recommend that members of the Council attending meetings of committees between the sessions, be paid the same per dierii allowance and mileage as is paid to members of the Council for their attendance at the sessions of the Council. The Treasurer has called the attention of y^ur committee to the recent death of Mr. Arthur McQuade, one of his sureties. Your committee are satisfied of the present sufficiency of the bond, but would recommend that the Treasurer be irrstructed to notify the remaining sureties of the death of Mr, McQuade. James Bain 6^ Son, Toronto, for books supplied to the Registrar, amounting to 1^36.00. The price of one book especially appears to be high, and your committee would recommend that the matter be left in the hands of the Treasurer to make the best settlement possible. Your committee recommend that the County Clerk be instructed to ask for separate tenders for the printing and for advertising the tax sale, required for the year beginning on the 1st day of March next, from all printers and publishers who carry on business in the County. The tenderers for advertising the tax sale shall guarantee a bona fide annual circulation of one thousand copies of the newspaper in which it is proposed to advertise the tax sale, and the tenderers shall, if required by acommitte to be appointed, produce satisfactory evidence of such circulation. Fifty copies of the minutes of the January session, with the Auditors' report and statements appended thereto, shall be delivered to the County Clerk not later than the 15th day of May next, fifty copies of the minutes of th. June session not later than the ist day of August next, fifty copies of the minutes of the whole year within fifteen days after the close of the Fall session, and three hundred and fifty additional copies of the whole year's proceedings not later than the loth day of January next. Good and sufficient security shall be taken for the due fulfilment of the contract or contracts that may be entered into. Your committee recommend that a committee composed of the Chairman, the Reeve of Lindsay and the County Clerk, be appointed to open the tenders and award a contract or contracts. That there is a mill flume taking water from the canal just at the hear of the said lock, which causes such a stiff current down the canal that it is almost impossible at times to pull tows of barges and logs through the said canal. 5. That at the lower entrance to the said canal and lock there is a quantity o loose rock, upon which steamers and tows frequently get fast, which could ''u removed at a small cost, thereby greatly improving the navigation at that point. 6. That the upper entrance of the said canal is very narrow and crooked and Requires tlie removal of a portion of the eastern corner so as to make the entrance easier and safer. Your petitioners therefore pray : I. That your Government make a grant sufficient to reconstruct the lock at the Village of Bobcaygeon during the winter of l894-'95, and that during the summer of 1 894 prejmrations be made to do the said work, so that the same may be ready for navigation in 1895. 2 That the Government extinguish the water power taken from the canal, by buying the same, or removing it to some other point, where it will not interfere with the free navigation of the said canal or lock. 3. That your (lovernment have the upper and lower entrances of the said canal dredged and properly protected by breast-works, so as to have the same ready for the opening of navigation of the present 'year. To the Warden and Coimdl of th, ■ Corporation of the County of Victoria : (iKN'rr.KMEN :— Herewith we beg to submit for your consideration and approval the following statements whirh show the transactions of your Treasurer, on behalf of the Corporation, for the year 1893, and its financial position at the close of the year : 1. Detailed statement of Receipts and Expenditures. 2. Abstract statement of Receipts and Expenditures. 3. Non-Resident Taxes Cash Account. 4. Non-Iiesident Taxes Percentage Account. 5. Non-Resident Taxes Redemption Account. 6. Railway Debenture Rate Account. 7. Railway Sinking Fund Account. 8. Railway Sinking Fund Interest Account. 9. Railway Sinking Fund Securities Redeemed Account. 10. General Balances. We have verified the correctness 9f the above several statements frcJVn the books and vouchers, and have examined the securities held by the Corporation in respect of the Railway Debenture Rate and find them in excellent shape with the exception of one small mortgage for two hundred and sixty dollars, ($260.00), which has been foreclosed, but not realized on as yet. Included in the before referred to securities are notes of the corporation for twenty-two thousand dollars, ($22,000), borrowed from this fund for current expen- diture as authorized by Order in Council, passed on isth December, 189.'?. We have examined and verified the statement of Current friabilities and Available Assets as on 31st December, 1893, also the statement of Liabilities and Assets, shewing the position of the Railway Debenture Account at same date. We have examined the security held by the Corporation on behalf of the Treas- urer and report the same first-class, and deposited in the Registry Office vault. One of the parties to the bond, Arthur McQuade, ex-M. P., is dead, but the other names on the instrument are sufficient and satisfactory for the purpose for which it was given. As required by Statute, we also report that the Treasurer keeps the funds of the Corporation in a separate bank account from his own, as the Corporation of the County of Victoria Bank Account. In conclusion, we have great pleasure in stating we have received frsm the Treasurer and his valued assistant, Mr. McNeillie, every assistance in the discharge of our duties, and to re lew the statements made in previous years by your auditors of the uniform courtesy of those gentlemen, as well as the methodical manner in which the books and documc;.v" connected with the Treasurer's office are kept, and the satisfactory way in which they discharge the duties of the office. To the Municipal Council of the County of Victoria : Gentlemen : Your committee beg to report that on the eighteenth day of July instant a confer* ence was heid at the Court House with the finance committee of the Board of Educa- tion of the Town of Lindsay, Your committee found that the position of matteis was relatively about the same as it was at the lime a settlement was made in 1 89 1, and would therefore recommend that the County should be responsible for the same amount per annum as v/as then agreed upon, namely, $3,050.00, which amount is inclusive of the amount of fees received from County pupils, for a term of three years, commencing on the ist day of January, 1894, and ending on the 31st day of December, 1896. Your committee would further recommend that, in the event of the Board of Education employing an eighth teacher, the County should be liable for a further sum equal to thirty six one-hundreths of the salary paid to the eighth teacher, under the provisions of the High Schools act, such salary not to exceeed $700.00 per annum, for the period the said eighth teacher may be employed. The Board of Education, through their finance committee, concur in the agreement above set out. On the same day a conference was held with a representative of the board of education of the village of Omemee. As the proportionate cost of the maintenance of County pupils at the Omemee high school does not exceed the equivalent of the legislative grant paid by the County, no claim was made. J47 tween the Township of Eldon, in Victoria, and the Townships of Thorah and Mara, in Ontario, have been placed in (jood condition, the cost of the work having been equally divided between the Counties. The net expenditure on behalf of the County of Victoria is $59.50. Referring to the paragraph of the Warden's message relative to repairs of certain bridges, made under his authority since the Tune session, your committee beg to report : — I. The Omemee bridge has been re-planked throughout at a cost of $100.88. 7. Owing to the shutting out of the water at the dam in the Village of Fenelon Falls, during the pn-sent fall, the foundations of the piers of the iron bridge were exposed, making an inspection by the Overseer of County bridges possible. It was found that much of the cement had come out of the joints of the stone, leaving them open to receive further damage. Advantage was taken of the exceptional opportunity to make repairs, and the work has been done at an outlay of $58.65. 3. The planking and hanu rail of the Colwconk bridge have been repaired at an expenditure of $42.97. Your committee beg to express entire approval of the Warden's course in author- izing the foregoing expenditures. Your committee recommend that the Reeve of Omemee he authorized to sell the unused i)lank, about 540 feet, purchased for the Omemee bridge, and account to the County Treasurer. Your committee recommend payment of accounts and allowances for services in connection with bridge?, as follows : — Wm. Whilst assuming no responsibility as to the repairs and maintenance of the bridge, your committee recommend that, without prejudice, the sum of $5.66, expended by the Township of Somerville for temporary repairs recently made on the Kinmount bridge, be paid to the Municipality.
