I "A meeting was held in the Council Chamber on fondly evening, the 24th of November, 1879, for the purpose of organizing a Mechanics' Institute in Lind say, the mayor (Colonel Deacon) occupying the chair, Mr. Flavelle acting secretary pro tern. "Mr. J. B. Dixon briefly explained the conditions necessary for theincorpora tion of an Institute and the object!;; also the necessary amount to be secured to enable it to get he annual government grant, and other matters of detail. "Moved by Mr. J. B. Dixon, seconded by Mr. J. Neelands, that we form ourselves into a Mechanics' Institute and Literary Association, to be called 'The Lindsay Mechanics' Institute and Literary Association. ' On motions by Messrs. F. C. Taylor and Thos. Beall, and Messrs. Thos. Beall and McMurtry, the following were elected officers : President, L. Maguire, Esq. First Vice-President, A. O'Leary, Esq. Second Vice President, W. McBurney, Esq, Secretary Treasurer, J. B. Dixon, Esq. Directors : Messrs. Ingle, Russell, Neelands, Irwin, Taylonr, Devlin, Mc Neillie, Reeves, Thos. Beall. So run the minutes of that first meeting. The Mechanics' Institute and Literary Association has been an institution of the town of Lindsay during the pait twenty years. It has had its ups and downs like most human institutions. At first the membership was not large, but was decidedly liberal in time and money and a great deal of seH sacrificing labor was bestowed upon the founding and early working of the Library. Fortunately this zealous labor of love has never ceased, and owing to this fact the Library has come through its troubles in safety and gives promie now of becoming a worthy feature of this town and county. In 1895 the name was changed by statute to the Lindsay Public Library. In 1899, the citizens voted to make it a free library, and on March 22, 1899, it was opened as a free library to the town of Lindsay and the county of Victoria. d TCH. II. 12. 13. 14. 15. 16. (b). Any person residini; in the County of Victoria may become a member of this Library by filing bis or her application with the Librarian ; said applica tion to be endorsed by a ratepayer on a blank provided for the purpose. Every person who becomes a member of the Library agrees to conform with all the regulations governing the same. A member shall be entitled to one work at a time, not exceeding two volumes. (a). For the detention of a book beyond the time allowed therefor, there shall be a fine of two cents per day for each day overtime. No further book can be issued to such member until the fine is paid. Should the book not be returned within fourteen days after the expira- tion of the prescribed time, an additional charge of twenty-five cents shall be added for cost of collection, and if the book be not returned within six weeks from the date of issue, legal proceedings shall immediately be taken to recover cost of the same with all fines and charges. Writing in boi>ks is prohibited, and all injuries to books and all losses must be promptly adjusted to the satisfaction of the Library and Reading Room Committee. Any person abusing the privileges of the Library, or violating thesA regula* tions, shall be temporarily suspended from the use of the Library, and the case shall lie reported to the Library and Reading Room Committee for proper action thereon. Books of recent date labelled "Seven Day Books," must not be retained more than one week, and will not be renewed. Each borrower (or member) on payment of five cents will be supplied with a tickei inscribed with his or her name, address, and register number, which must be renewed at the expiration of the time mentioned thereon. This card must be presented whenever a book is taken out, returned, or renewed, and if lost, a new one will not be issued until thirty days after written notice of the loss has been given, except at the discretion of the Library and Reading Room Committee. Cases of dispute between a member and the Librarian shall be referred to the Library and Reading Room Committee for settlement. A postcard shall be sent to every borrower whose book is overdue, notifying him of the fact ; borrower to be charged for postcard. The postcards notifying borrowers of overdue books shall be sent on the daV after the book is overdue. Sundays must be included in the time allowed for seven -day or fourteen-day books. Seven- day books must have printed slip to that effect on outside of book, or fines cannot be collected on them as seven-day hooks. The five cent fee for borrower's ticket is the only fee charged. A borrower's ticket is to be renewed free as often as filled out. A fee of five cents is to be charged for new ticket, however, when a ticket is lost. There is no age limit for borrowers, the only condition being that appli- cants under eighteen must state age. The Librarian shall give out books to borrowers only when ordered by book call-slips, giving class letter and class number, and not by verbal request.
