The Prize Meeting of the Association will be conducted under the direction of five members of the Executive Committee specially appointed for the purpose, three of whom shall be a quorum ; and their decision will be final, conclusive and binding in all matters submitted to them for consideration, but they may at their discre- tion refer any questions to the Executive Committee, in which case the decision of the Committee shall be final. l'> XVI. — Any violation of these rules, or any part of them,. mu8t be at once reported by the Register Keeper to the officer in charge, who will caution the offender, and on any repeti- 26 # tion of the offence shall report the same to the Ezecati?e Officer, to be dealt with by the Executive Committee as laid down nnder the head of '• penalties/' and the person or persons offending may be re- moved from the firing points. 2— PENALTIES— DISQUALIFICATION. Ir' XVII. — Any competitor — (a) Who shall fire in a name other than his own ; or (b) Who shall fire twice for the same prize, unless permitted by the conditions of the competition to do so ; or (c) Who shall intentionally discharge his rifle at the wrong target; or (d) Who shall offer money, or a bribe of any kind, to any em- ployee of the Association, under any pretence whatever ; or («) Who being cognizant of any attempt to defraud the As- sociation shall fail to report the same'with due dMigeuce to the Council or Executive Committee ; or (/) Who shall be guilty of any conduct which the Executive Committee may consider discreditable ; or (ff) Who shall be reporti^d to the Council or Executive Com- mittee as having been elsewhere guilty of such conduct or the aforesaid offences ; or (h) Who shall directly or indirectly make any arrangements with any other competitor for pooling or dividing any prize, Shall, upon the occurrence being proved to the satisfaction of the Council or Executive Committee, or on the receipt of such report from any affiliated or duly recognized Association, forfeit all his entrance fee and prizes, and be disqualified from competing at any Prize Meeting of the Association, until reinstated. 27 EXCLUSION FROM FURTHER COMPETITION DURING THE MEETING. . XVill. — Any Competitor — (a) Who shall fire when the danger signal is up ; or (6) Who shall discharge his rifle on the range except in accordance with the regulations for shooting ,' or (c) Who shall he found with a loaded rifle, except when at his proper firing point and engaged in competing ; or (d) Who from a proper want of cnre discharges his rifle accidently. [If such discharge is due to a defect in hia rifle an ample and satisfactory explanation must he given] ; or (e) Who shall fire a pool shot before delivering his ticket to the Register Keeper ; or , ^, . ^^ ,^^ (/) Who shall alter or make any erasures on his firing ticket ; or (g) Who shall act in any way that might prove dangerous^ Shall, upon the occurrence being proved to the satisfaction of the Executive Committee, be excluded from all further competition at the meeting, and shall forfeit all his entrance fees. ' tfTji "■" 'f-\-^ ' DISALLOWANCE OF SCORES. le XIX.— Any competitor — -:<» 'v'7^Mm'v/:'^. ••sf ' (a) Who shall foil to comply with the conditions laid down for any particular prize ; or (h) Who shall infringe on any of the instructions and regula- tions for the conduct of the meeting while shooting for any particular prize ; or 28 '(«) Wlio, wh«n competing for the Grand Aggregate Rhall fail to fill up the aggregate score ticket, or shall enter his scores incorrectly, or shall fail to deliver the same to the Statisti- cal Officer within one hour after the conclusion of his firing in the last match, J8hall, on th3 occurrence being proved to the satisfoction of the Executive Committee, have his score for that particular priie dis- allowed, and if such disallowance refer to the Grand Aggregate, he «hall also forfeit all claim to shoot in the Governor General's Match. XX.— FINES. Any competitor — m Who in '< blowing off " shall fail to go close up to and point his a-ifle into the pit provided for that purpose ; or who shall <' blow off " when the danger signal is up ; or who shall accidentally fire at the wrong target, shall be fined one dollar, to be paid forthwith to the 4-ange^officer. In cases where a competitor is « excluded from further compe- tition," or where his "score is disallowed," for any particular priie, the eireunutdnces only under which the penalty was incurred shall be posted on the notice board, as a warning to others, without the NAME of the individual implicated. In cases of " disqualification " the mamb ot the offender as well ^9 the parti 'julars of the case shall be posted on the notice board. XXI.— MITIGATION OF PENALTIES. On a target being lowered, the posHion of a hit, if anj, and its value, will be shown by the spotting liisc when the target is again raised. 4. The marking when signalled shall not be questioned, but if a shot is not signalled, and the oIAcer in charge of the firing points be satisfied that a reasonable doubt exists as to whether the shot may not have struck the target, he may ask the officer in charge at the butt to examine the target, and the result of vch examination a» tignalled shall be final. Any competitor challenging a shot shall deposit the sum oi fifty cents with the officer in charge at the firing point, which shall be forfeited in case no hit is found on the target. 5. AD alterations of the registers must be initialed by the officer making them, but no alterations, except in the case of a clerical error, shall be made without his having first signalled to the butt. t. No person will be permitted to go to and examine a target during the meeting except the Executive Officer or such person or pereoDs as he may duly authorize to do so in biR behalf. In Skirmishing. Filed sights will not be allowed. (a) All sights may be temporarily blackened or whitened, but no application of a permanent nature will be allowed. No shading of sights will be permitted. (6) The bnck sight may be tilted forward or backward^ or sup- ported at any angle by any extemporized means. H/^>^.- Unless otherwise specified the shooting at all ranges shall be from the firing points, and may be in any position, with the head to the target. g> XXX.— ORDER OP SHOOTING. 1. Competitors must be present at the firing points punctually at the time detailed on their tickets, otherwise they will not be allowed to shoot ; the time to be regulated by the clock in tho Secretary's office. 2. In all ordinary competitionv competitors shall, when pos* sible, be formed up by files, and fire shot and shot alternately. 3. When once a competitor has jomed a squad, he shall not leave it before he has either retired from the competition or has completed his firing, but leave may be given by the officer in charge to any competitor who, when firing with a muzzle loader, may find it necessary through a mistake in loading to fall out for the purpose of " blowing oif.'' 7. The Executive Committee reserve to themselves the power of refusing any Entry for any match, or of cancelling at any moment any entry that may have been previously accepted.
