PREAMBLE. We, whose names are annexed, desirous of cement* ing more closely the bonds of brotherhood, advancing the cause of Faith, Hope and Charity, affording addi- tional aid in sickness and adversity, cultivating feelings of mutual respect, promoting moral and mental im- provement among ourselves, and extending our social relations, do agree to associate together, and adopt tlie following Constitution and By-Laws : — ARTICLE I. NAME. This Association shall be called the Alpha Lodge of Knights of Jericho, No. 1, of the Province of Canada, and shall meet for business at least twice in every month. ARTICLE II. PLEDGE. We will not make, buy, sell, nor use as a beverage, any spirituous or malt liquors, vt^ine or cider, or any other alcoholic beverage, whether enumerated or not; but will use all honorable means to prevent their manufacture or use, or the traffic therein* ARTICLE III., MEMBEr.SHIP. ARTICLE IV., TERMS. The terms shall commence on the first regular meet- ing in May, September and January, and end on the last meeting in April, August and December of each jrear. ARTICLE v., OFFICERS. The officers shall be a W. C, W. V. C, W. R., W. A. R., W. F. R., W. T., W. C, W. M., W. D. M., W. S., and W. Jr. S., and R. and L. H. S. to the Worthy Chief. ARTICLE VI., SUPPORTERS. ""C; v .. The W. C. shall appoint two Supporters to assist him in the performance of his duties. ARTICLE Vll.^ ELIGIBILITY TO OFFICE. No brother shall hold any ofHce in a Lodge, unless he has taken all the degrees. A Lodge may re-elect or take the members on the floor — no other qualifica- tion required except taking the Degrees, and being free from debt to the Lodge. ARTICLE VIII., ELECTION OF OFFICERSc The officers shall be elected by ballot at the last regular meeting of each term, and installed at the next regular meeting. They shall have a majority of all the votes cast, and if three or more candidates are bal- lotted for, the one having the lowest number of votes shall be withdrawn at each balloting. All vacancies occurring during the term, shall be filled at a regular meeting. The brother who fills such vacancy to the end of the term, shall be entitled to the honors of a full term. ARTICLE IX., DUTIES OF OFFICERS. Sec.'i, — The W. C. shall preside at meetings, en- force the laws, rules and usages, appoint &11 committees and officers not otherwise provided for ; he shall have the control and possession of the private books and i CONSTITUTION. 3 papers, giving the casting vote in case of a tie, except, ing at an election of officers, — announce the result of all voting*, fill vacancies, call special meetings when requested by five members in writing, and draw upon the W. T. for all benefits and appropriations made by the Lodge. He shall with the W. V. C. constitute the Visiting Committee, whose duty it shall be to visit weekly all sick and disabled brethren, report their condition every meeting, notify members to attend upon and sit up with them, when necessary, and receive and pay over all benefits. Provided, That when the duties of the Committee are onerous he shall have power to appoint a sufficient number of members to aid in the performance of the duties. ARTICLE X. The W V C shall superintend the duties of the W S and W Jr S, and assist the W C, and in the absence of the W C, or any P W C, he shall preside. ARTICLE XI. The W R shall keep a true record of the proceed- ings of the Lodge ; attend to all matters of correspond- ence ; notify meetings when ordered ; notify candidates of their election within one week ; make out withdraw- al and travelling cards after the form prescribed ; fill up certificates, and attest to all benefits granted, an d appropi-iations made at a regular meeting. He shall perform such other duties as may he required of him ; and at the expiration of his term deliver up to his successor the property of the office. ABTICLE XII. The WAR shall assist the W R in the discharge of his duties, and act under his direction. ARTICLE XIII. The W F R shall keep correct accounts between the Lodge and each member, receive all moneys, and pay the same over to the W T each meeting, taking his receipt therefor, and at the close of each meeting announce the amounts received and from what source ; he shall notify members six months in arears for dues and fines. He shall make a full statement of his accounts at the end of his term. ARTICLE XIV. The W T shall receive of the W F R all monies of the Lodge, subject to the orders drawn by the W C and attest^ by the W R at the direction of the Lodge. He shall keep an account of all receipts and disburse- mtnti, present a full re^rt of the same at the end of his term, and give security if required b3r the Lodge. The Ch shall attend to the duties laid down in the Ritual. ARTICLE XV. The W M shall take charge of all property not otherwise provided for, keep the same in good order, and see that it is in its proper place at the opening of the Lodge. He shall introduce visitors and furnish them with suitable regalia. All propositions for membership mugt be in virriting, stating age, name, residence, occupation and referen- ces ; the subject shall then be referred to a Committee of three for investigation, ^vho shall report at the next regular meeting ; the candidate may then be ballotted for with ball ballots, and if not more than two black balls appear against him, he shall be declared duly elected. If rejected shall not again be proposed in any Lodge under SIX months. ARTICLE XXI. Any brother applying for membership by deposite of card, shall pay half the initiation fee, and be subject to the same ballot as a new applicant. ARTICLE XXII., FEES AND DUES. The initiation fee shall not be less than two shillings and six pence. ARTICLE XXIII. ' ' The r>9gular dues of each member shall not bo less than one shilling and six pence per quarter. ARTICLE XXIV. Any qualified brother, wishing to take a degree, shall make application for the same in open meeting, personally, or by proxy, when his application shall be referred to a committee of three, composed of degree members, reported upon at the regular meeting, and ballotted fur as in election of members. ARTICLE XXVI. ^ *^ ' » When a brother makes application he shall pay for each degree one shilling and three pence. ARTICLE XXVII., BENEFITS. As this Order is intended to bo strictly a charitable institution, no provision is made in this Constitution in regard to paying benefits ; the whole subject is left entirely in the hands of the subordinate Lodges, to pay or not pay. Sick committees must always attend to their duty. It is believed that much more good can be accomplished with much less money, without paying benefits than with. In a v/ord, experience has flatisfied most Orders, that a vast amount of money has been wasted in paying benefits. , ., ARTICLE XXVIII, No money shall be appropriated or drawn from the treasury, except provided for, and the actual necessary expenses of the Lodge, unless by a two-third vote of the members present at a regular meeting. ARTICLE XXIX., SUSPENSION. Members shall be liable to suspension for non-pay- ment of dues after four months ; for indecent, direspect- ful or profane language in meetings; for bringing charges against a brother without a reasonable foundation ; or failing to report a brother whom he knows to have violat^ the pledge. ARTICLE XXX., EXPULSION. ARTICLE XXXI. , . When a charge shall be preferred against a brother in writing, for neglecting or violating any duty, th« W C shall appoint a committee of three to examine the evidence and report. They shall notify the accuser and the accused of the time and place of meeting ; require their attendance ; give the accused a written copy of charges pi eferred against him, and hear all testimony offered in proof or extenuation of the charges. Should the committee be convinced of the necessity of suspending or expelling the accused, they shall submit the resolution to that effect, together with a concise statement of the facts and circumstances proved before them. ARTICLE XXXII. The resolution may be considered at the same meeting when presented, provided the accused has been notified by the committee to be present. A majority of the members present voting in favor of the resolution, it shall be carried ; but the Lodge shall be fully competent while a resolution for expulsion ii under consideration, to vary the penalty to suspension. ARTICLE XXXIII. When the decision of the Lodge is not satisfactory, either of those interested shall have the privilege of an appeal to the Giand Lodge. ARTICLE XXXIV. This Lodge shall assemble on Monday evening of each week (unless otherwise ordered by the Lodge), for the transaction of general business. Sec 2. The hours of meeeting shall be from the 1st of April until the 1st of October at 8 o'clock, and from the Ist October to the 1st April at 7 o'clock. 7 ' ARTICLE II — MEMBERSHIP. Sec 1. Propositions for membership shall be accom- panied with the full amount of the Initiation Fee, which amount shall remain in the hands of the W R until after the ballot. The W C on the night of his installation shall appoint a Committee of finance to consist of three members whose duty it shall be to examine the books and accounts of the W F R and W T of the term last past, and also all claims against the Lodge for th« current term, and report thereon at the same or next regular meeting of the Lodge. V 1. :; ARTICLE IV — FUlfERALS. . Sec I . In case of the death of a brother, sister or a brother's wife the W C shall direct the W R to call a special meeting of the Lodge to attend the funeral. Sec 2. The brothers shall proceed from the Lodge to the house of the deceased wearing the mourning badge ; thence to the place of interment in order ; and after the burial service return with the relatives to their residence, when they shall retire to the Lodge for dismissal. •* ARTICLE V — ELECTION OF OFFICERS. Sec 1. Officers shall be elected by paper ballotts ; at the time of electing officers required by the Constitution the W C shall appoint three inspectors whose duty it shall be to see that the election be fairly conducted and to settle all disagreement which may arise during an election. . ^' - . . -* ^*>'><--- i *«nT.-^'- 12 BY-LAWS. Sec 2. It shall be the duty of the W R and WAR to keep a regular poll list on which they shall enter the name of each elector. ARTICLE VI — FINES &C. Sec 1. The seat of any officer of this Lodge may be declared vacant for absence three successive regular meetings by a vote of two thirds of the members present at a regular meeting. Sec 2. Every officer who shall be absent at any regular meetmg, at roll-call, shall be subject to a fine of one shilling and three pence, and either the W R or the W F R not having his books in the Lodge at the appointed time shall be subject to an additional fine of one shilling and three pence. Sec 3. Every brother shall be subject to a fine of one shilling and three pence for neglect of duty on a committee. Sec 4. Neglecting to attend a funeral conducted by the Lod^e shall render a brother liable to a fine of two shillings and six pence. Sec 5. Should a brother ascertain that another brother is sick or disabled, and neglect to report the same to the Visiting Committee within twenty-four hours, shall be fined two shillings and six pence. Sec 6. No member while under charges duly prefered shall be permitted to speak on any subject, other than such charges, nor to vote on any question whatever. Sec 7. Any member knowing of another having violated Article IL of the Constitution and neglecting to inform the Lodge within two weeks, shall be fined five shillings. Sec 8. Sec 1. All members are required to attend at least three regular meetings of the Lodge belore making application lor the first degree. Sec 2. AH members of the first degree shall attend at least one meeting of said degree before initiation into the second degree. ARTICLE XX — FEMALES. Females may be admitted as honorary members of the Lodge by being proposed in the usual form by a brother, subject to be ballotted for as other applicants. Admission fee two shillings and six pence, exclusive of regalia. ARTICLE X — CLEROT. The fee for the admission of Clergymen shall be fivtt shillings. No additional charge for degrees. ARTICLE XI. Rule 3. The W C shall have a casting vote in case of a tie, but in ordinary cases shall not vote. He shall announce all votes and decisions. His decisions on pomts of order shall not be debateable. Rule 4. The W C shall have the right to call down any brother speaking under the head of " Has any brother anything to offer for the benefit of the Lodge,'* after he has spoken ten minutes. Rule 5. All questions of order shall be decided by the W C , and shall be final unless an appeal be taken by two members, when the W C shall state his decision and his reasons therefor. Rule 1 . A motion must be seconded and repeated from the Chair, or read aloud by the W R, before it is debated. A motion shall be reduced to writing if any brother require it. Rule 2. All resolutions shall be submitted in writing. Rule 3. Any brother having made a motion may withdraw it with leave of his seconder, before it is debated ; but not afterwards without leave of the Lodge. Rule 4. A motion to amend an amendment to an amendment shall not be entertained. Rule 5. On the call for a division of the question the majority shall decide. The call can only be granted when the division called for will leave distinct and entire propositions. Rule 6, While a motion is pending no other motion shall be received — except to adjourn, to lay on the table, or the previous question, to postpone, to refer to a Committee, and amend, which shall have preference in the above order ; and the three first shall be decided without debate. Rule 7. The previous question can be called for by any brother, if seconded, shall be put in this form " Shall the main question be now put." If carried, it shall cut off all amendments -not already adopted, and the main question shall then be taken without further debate. Rule 8. The Lodge may consider questions as in Committee of the whole when the Chairman shall be invested with full power to enfoiv^e these rules. On rising of the Committee, its reports ihall be entered on the minutes. Rule 9. li any five members call for the yeas and Nays they shall be ordered by the W C, and so recorded. Rule 10.
