The object of this Institution is to receive and to provide a home for orphan, destitute and other children requiring- such care; and to educate them in the Pro- testant faith, and instruct them in the elements of secu- lar knowledge. 3. All persons contributing- the sum of Two Dollars and Fifty Cents (and upwards) per annum to its funds shall be members of the Society and entitled to vote at its meetings. 4. A form ot prayers prepared for the purpose, together with portions of the Old and New Testament Scriptures, shall be read morn- ing and evening daily. 9- The orphans shall, in charge of the matron, regu- larly attend divine service on Sunday (mornings) in the Victoria Churches of such of the orthodox, Protestant denominations as are or shall be from time to time rep- resented on the General Committee, as follows :-That IS to say, the attendance shall be given in quarterly (tri- monthly) periods at the services of each such denomina- Uonm succession. In the case of any such denomination having regular services in more than one church in Victoria, the quarter's attendance pertaining to that denomination may be equally divided among its several churches. Attendances at these services and at any other times shall be in the discretion of the General Committee, as shall also other questions or exceptional cases that may from time to time- arise. lo. One ministerofeach Protestant denomination as aforesaid in quarterly rotation, shall be the Minister or Chaplain of the orphans, with pastoral authority over them for that time as over a portion of his own flock providing he does not in the exercise of such authority violate any rule of this Constitution. Such notice to intimate the changes recom- mended for the consideration of the meeting. 12. It shall be lawful for the Committee from time to time to make, vary and alter by-laws for the govern- ment of the Institution, and for all matters and things relatmg to the conduct and management of its affairs provided that the same be not inconsistent with the foregomg Constitution, and that notice of any proposed alteration be given at a meeting of the Committee at least five days previously to such alteration being made ) BY-LAWS. At all meetings of the members of this Society ten shall form a quorum for the transaction of any business and the consent of a, majority in numbers of those present at any such meeting (at which a quorum shall be present) shall be necessary for the passage of any resolution. Notice of annual and all other meetino-s of the members shall be given by publication in one Victoria daily paper, duly signed by the Secretary, and giving at least th^ .-six hours notice of such meeting. 2. The Committee of Management shall have full charge of all the affairs of the Institution, but shall not sell, mortgage, exchange or otherwise dispose of any real property belonging to the Society until a resoh-tion to that effect has been duly passed at a meeting of the PROVINCIAL ARCHIVES OE B, O PROTESTANT ORPHANS HOME. members. They shall fill up all vacancies in their own body, in the Ladies' Committee or any Standing Com- mittee. 3. The President shall preside at all meetings, enforce order, appoint all Committees not otherwise provided for, countersign all drafts on the Treasurer, and to- gether with the Committee, have general supervision of the Institution. 4. It shall be the duty of the Secretary to collect all debts due the Society, canvass for subscriptions and other assistance for the Home, and hand the same to the Treasurer, taking his receipt for the same ; to attend all meetings and keep a correct record of the same; report at the annual meeting an account of all business transacted during the year, the number of inmates, their names, sex and age, and the general condition of the Home. He shall have the custody of the corporate seal, and shall attach the same when required to do so by resolution of the Committee or the members. He shall have power to appoint an assistant to assist him in the discharge of his duties, ak such remuneration as the Committee may from time to time, by resolution, determine. At the close of his term of office he shall turn over all books, papers or other property of the Society in his possession to his successor. 5. It shall be the duty of the Treasurer to receive all money collected by the Secretary, giving a receipt for same, keeping a just and true account of all financial transactions o( the Society, and deposit the funds in some bank that the Committee m.av select, and na^ th'=» same out by order of the Committee, on drafts made by BY-LAWS. y the Secretary and countersigfnetl by the President. He shall render a full account, and make a complete report at the close of his term, handing- over all money, books and papers in his charg-e to his successor in office. 6. In case of the sickness or absence of any of the Officers, the Committee or menjbers may fill up the vacancy /^ro tern., and the person so appointed may perform the duties of the office until relieved by the proper incumbent. ^ 7. The Ladies Committee shall have power, and it shall be their duty (subject to the approval of the Gen- eral Committee) to superintend the internal business of the Home; to make, alter and amend By-Laws or Rules for the proper guidance of the Matron and other em- ployees, and for the discipline and control of the inmates; to exhibit in the public office at the Home, the House Rules, time tables, bill of fare, etc., in force for the time being; also the name, age and sex of all the children, and when and how received; to elect their own servants and officers; to meet at least once a month; to receive and consider all accmmts for supplies, etc., and after approval forward the same to the Secretary for payment. 8. There shjll be a Standing Committee composed of the President, Secretary, Treasurer, and two of their own members elected by the Ladies Committee, to whom all applications for admission to the benefits of the Home shall be referred, and whose duty if shall be to make careiul enquiry into eacn case, and admit or refuse the applicants; taking care that preference be given (if 8 PROTESTANT ORPHANS HOME. necessary) to children who have lost both parents, and have resided longest in British Columbia. In very urgent cases the Officers may admit to the Home sub- lect to the approval of the General Committee at the first meeting thereafter; but no child shall under any circumstances be admitted to the privileges of the Home until examined by a regular medical practitioner and an order obtained from the Secretary or one of the Officers. 9. These By-Laws may be altered or amended by a majority vote of those present at any meeting of the Committee, provided that written notice of such amend- ment or alteration has been given at a meeting held not less than .*ive days previously.
