The Provincial Grand Lodge was tl. a opened in due form with solemn prayer. The Provincial (Jrand
Master tlicn cxiiibited his commission, by virtue of whictf^ic had called then together. He cxpresacd his regret
that some more competent Imit er had not been selected] 10 fill the high and distinguished position which had
been conferred npon him; but relied upon the kind and; fraternal as.sistance of his brethren to aid him in the
proper fulfillment of all his duties. He congratulated ilie Brethren of the Order upon the establishment of a
Provincial Grand Lodge, and regarded it as the harbinger of the future prosperity and extcni^ioii of our Ancient
and Honorable Order in this Colony. The great distauice of Scotimd, the uncertainty of mail communication
causing often (cdious delays in correspondence; had (ill contributed in completing the isolation of Scottish
FrecMiasons in British Columbia, and ftreventing the extension of our grand jurisdiction in this Colony. The
establishment of a Provincial Grand Lodge would happily put an end to all of these serious obstructions to our
growth and success and place ns in comparatively an independent position. He announced tiiat already he had
grunted two dispensations by virtue of the conmiissio><-'whieh he had thehonor of holding. First, a dispensation
to Caribo v Lodge— evidence of the enrollment of which as No. 4«9 upon books of our Grand Lodge, had b?ch
Yi'.'.X him by thu R. W. the Grand Secretary; but unfortunately the Charter had not come to hund, and as the
Uretliren of that locality would experience serious inconveiiici.ce from a further delay of five or six inGuths, he
hiid granted the 1{. \V. Master and Officers a working Ifettcr. pending the arrival ol the Charter, and wasnoiv
happy to announce to brethren and representatives of that flourishing lodge here present, thai the 'inisging
Charter Inid at last arrived and had been duly forwarded to its proper destination. The other was a dispcrtsa-
tiou to a number of Hrellircn at Nanaimo who had petitioned to Grand Lodge lor a Charter of Erection Os
("aledonin Lodge, and at the same time had placed in bis hands their prayer for authority to work, pending the
nrriv.il of a Charter. As their petition had the cordial endorsemont and recomnicndiition of 'he Lodge at
present existing at Nanuiino, he had granted tlain his ^JMWtr to work as Lodge t uiedoiiia, (ur,d».. Jispcnsation)
pending its confirmation by our Grand Lodge, and he hdpe.l ere long to announce its regular enrollment ns u
duly chartered and prosperous Lodge of tlii^ jurisdiciioti. The Provincial Grand Master then alluded to the
erection of his Provincial Grand Lodge, ai.d exprc-Jscd |iis gri'at ngrel and disappointment in being unable to
welcome the Most Worshipful the Grand Master and Grand OflTiccrs of the Grand Lodge of Washington Terri-
tory, the Grar.d Secretary of which had intimated their intention of responding to his invitation and being
\prcscntto conduct tho installation of Grand Officers. 'The uufbrtunuto irregularity cf stenm coininnnicatioii
4)«twceii this city and (ho adjoining Icrritory at this pnr^cuhir time had prevented (ho anticipated pleasure, and
I10 would therefore proceed to tho nppointinent and i <st«|llation of Officers of the Provincial Grand Lodge for
 tbc ensuing ywir. '
