Forster, M.P. in the chair, it was unanimously resolved : — 1. That in order to secure the permanent unity of the Empire some form of Federation is essential. 2. That for the purpose of influencing puhlic opinion, both in the United Kingdom and the Colonies, by showing the incal- culable advantages which will accrue to the whole Empire from the adoption of such a system of organisation, a society be formed of men of all parties to advocate and support the principle of Federation. 3. That this Conference refers to a Provisional Committee all details connected with the establishment and organization of such a society, for a report thereon to be submitted for the consider- ation and approval of an adjourned Conference, to be held at a suitable period in the coming autumn, ^imm mmmm fmim HH 2 Constitution of the League At the adjoumed Conference, held on Tuesday. 18th November. 1884, the following resolutions were unanimously passed : 1. That a Society be now formed, to be called •• The Imperial Feder- ation League." 2. That the object of the i^eague bo to secure by Federation the per- manent unity of the Empire. 3. That no scheme of Federation should interfere with the existing rights of Local Parliaments as regards local affairs. 4. That any scheme of Imperial Federation should combine on an equitable basis the resources of the Empire for the main- tenance of common interest., and adequately provide for an organised defence of common rights, 6. That the League use every constitutional means to bring about the object for which it is formed, and invite the support of men of all political parties. 6. That the membership of the League be open to any British subject who accepts the principles of the League, and pays a yearly registration fee of not less than one shilling. 7, That donations and subscriptions be invited for providing means for . conducting the business of the League. «. That British subjects throughout the Empire be invited to be- come members, and to form and organise Branches of the League which may place their representatives on the General Committee. At a meeting of the Council of the League, held on Thursdav 14thNov., 1889. the following resolution waslrled InimS !!: That the establishment of periodical Conferences of representa- tives of the seif-goveming communities of the Empire, should be the hwt aim of the Imperial Feieyation League, • Establishment of the League in Canada* The Canadian Branch of the League was formed at a large meeting held at Montreal on the 9th May, 1885, when the following resolutions were passed unanimously. 1. That this meeting has observed with satisfaction the increased in- terest in the outlying pirtions of the Empire displayed by the people of the Mother Country, and the formation under the auspices of many distinguished practical statesmen of Thi Imperial Federation League. 2. That to the end that the Mother Country and the Colonies may re- main perpetually under a common sovereignty, a United Empire in its foreign affairs, with constitutional liberty for every part as regards internal administration, a readjustment of the several constitutional authorities of the Empire should, as occasion arises, be made in such manner as to increase the practical efficiency of Imperial unity. 3. That the resolutions passed at the Conference held in London, on the 29th July, 1884, and at the inaugural meeting of the League on the 18th November, 1884, and notably the following:— That, in order to secure the permanent unity of the Empire, some form of federation is essential. That no scheme of federation should interfere with the existing rights of local parliaments, as regards local affairs. That any scheme of federation should combine on an equitable basis the resources of the Empire for the maintenance of common interests, and adequately provide for an organized defence of common rights, meet with the hearty acceptance of this meeting. 4. That a Canadian Branch of the League be now formed, to be called The Imperial Federation League in Canada, and that the object of the League in Canada shall be to promote the discussion of means whereby the permanent unity of the Empire may be maintained, and its practical efficiency in- creased, to further the development and interchange of the resources of its various parts, and to resist any measures tending to disintegration, 5. That the co-operation of men of all political parties in every part of Canada be sought for the establishment of branchefl. At the annual meeting; of the League in Canada held at Toronto ou Saturday, 24th March, 1888, the following resolution was carried unanimously. " That the Imperial Federation Loague in Canada make it one of the ohjectp of their orijanization to advocate a Trade Policy between Great Britain and her colonies, by means of which a discrimination in the exchange of natural and manufactured produc's will be made in favour of one another, and against foreign nations. At a meeting of the Council of the League in C^inada held at Toronto on Tuesday, 10th December 1889, a resolution was passed ap- proving of the resolution with regard to the establishmentcf periodical Conferences of Representatives of ae self-governing Communities of the Empire passed at the meeting of the Council of the Parent League, held on Thursday, 14th November, 1889, with the following addition : — " But this Council would regret that any Conference should bo held at which the question of Inter-Ircperial and Colonial Trade would not be deemed a subject of first-class importance. Rules of the League in Canada- 1. The Officers of the League shall consist of a President, a Vice- President for each Province, a Treasurer and a Secretary who shall be £x-Officio Members of the Council and all Committees, 2. The affaire of the League shall be conducted by a Couaoil and an Executive Committee thereof. 3. The Branches of the League may appoint representatives to act on the Council, and each Branch may annually appoint one delegate to represent it on the Executive Committee of the Council. 4. An Annual General Meeting of the League will be held in one of the principal cities of Canada at a time and place to be decided on by the Council or its Executive Committee. 5, At every Annual General Meeting the Officers and the Exe cutive Committee of the Council for the ensuing year shall be appointed and representatives shall also be appointed to act for the ensuing year on*the Executive Committee of the Council of the League in England. 6. The Executive Committee of the Council shall have power to appoint representatives to act on the Council of the League in England, and shall adopt such means as may be considered advisable to promote the objects of the League. It shall also submit an Annual Report to the Annual General Meeting. 7. Any member desiring to bring forward a motion affecting the principles, constitution or rules of the League at the Annual Meeting, must notify the Secretary by the 1st of January in each year, so that proper notice of suuh motion may be given to Branch Leagues and m abers of the Council. The Annual Meeting will be held as soon after that date as possible. " Formation of Branches. The following instructious with regard to the Formation of Branches should be observed : — 1 A Branch shall consist of not less than 20 enrolled members. 2, Membership of the Branch shall be open to persons of all political parties in its locality 3 Applications from any association wishing to be aiiiliated as a Branch ot the League must be accompanied by ; — (a) A copy of the resolutions of the association, adopting the principles of the League as expressed in its constitution at page 2' . (b) A copy of the resolution of the association expressing a desire for application, and specifying the name by which it desires to be designated as a Branch of the League in Canada.
