The Warden laid on the table a Bill in Chancery, which -waH served upon him, in the matter of Church against the Municipality of Leeds and GrenviUe ; also a Icttei of David Wylie, requesting an advance on account of his contract for Printing. Mr. Keeler moved, seconded by Mr. McBratney : That the Trea- surer be requested to make out and furnish tliis Council with a statement of the amount expended by the Counties in building and completing the addition to the gaol, showing the amount for the con- struction of the addition, and the amount paid for superintending such construction, and that he lay the same on the table of th© Council as early as possible. Carried. Mr. Porter moved, seconded by Mr. Millar : That the Warden be authorized to employ counsel to attend to the Bill in Chancery served on him by Mrs, Church, for dower ; and tliat said counsel be directed to offer her the third of the property, and to take such steps as will stop further cost in the matter. Resolved : That the 5th clause in the report be not adopted. The Special Committee appointed to build the Registry Office for the County of Greaville beg leave to report as follows = Your Committee were notified by telegram from the Hon. the Inspector of Registry Offices, on the 30th of J-me last, that he would be pleased to meet them ca the following day to inspect the new office at Prescott. Your Committee, in accordance with the notice, met the Hon. the Inspector on the 1st of July last, when a thorough inspection of the new office, both outside and inside, took place. And it gives your Committee very great pleasure to be able to report that the hon. gentleman gave it as his opinion that the building was not only the best, as a building, but the best located of any m the Province of Ontario. . i • • i.i The Inspector being of the opinion that the iron shelving in the vault, put up in accordance with the specifications of ^^^^'^^J®"^" ment, were not large enough, nor sufficiently convenient to hold the large books in the office, ordered a sufficient number of a«^itio"al shelves to hold all the large books. This your Committee have had done. They have also bad a wooden door put on outsido of the front iron door, to protect it in severe winter weather, as it wab found almost impossible to open the front door last winter, caused by the accumulation of ice on the door sill. Bills for thes« two items will be presented to the Council bv the contractor, Mr. Heron Dr. Scott, the Registrar for the County of Grenville, moved into the new office on the 20th of October inst., and has expressed him- self highly pleased with all the inside fittings and arrangements. The Standing Committee on County Property make this, their first re|X)rt. 1. They have examined a letter from James Jessup, Esq., also two letters from W. S. McDonald, Esq., in reference to the deed of the Lock-up House property at Gananoque. Your Committee do re- commend that the Clerk be instructed to prepare a deed of said property, to be executed by Mr. McDonald and wife for s-iid pro perty, for the purpose of a lock-up house, but to contain no clanse as to reversion of title, as required by Mr. McDonald in his letter of September 2nd, 1874. 2. Also the petition of H. S. McDonald, W. Patrick, Sheriff, and others. Your Committee recommend that the prayer of the petition be not complied with. Also the letter of the Treasurer, asking that coal stoves be pro- vided for the several offices connected with the Court House and his office. Your Committee therefore reconnr.end that the Treasurer be directed to apply to the Piovincial lioverunieut of Ontario for such sum of money as those Counties are entitled to under the provisions of tlie Act 37 Vic, chap 31, for building rn addition to the Gaol of the United Counties of Leeds and Grenville in the year 1871-72, no ram having been appropriated from the Upper Canada Building Fund l)efoi*e or since the passing of the saiil Act, or from the Consolidated Fund of Ontario, for the constvuctioi* of the said addition to the Gaol, or for any alterations therein sincvj its first construction. 8. Your Committee have carefully read over a letter from William Moyle, a police officer at Kingston, a^^ldressed to the County Trea- surer, asking if a by-law has been passed by this Council relating to the arrest of criminals by police officers and others, and to know if this Council has granted him .f 20 for the arrest of Thomas Mills for horse stealing. Your Committee recommend th3 said letter to the consideration of the Council. 9. They have also examined an order from the Judge of the County of Frontenac, ordering the Treasurer of these Counties to pay the sum of $20 to Wm. Hoyle, the reward for apprehending George Magell for horse stealing. Your Committee cannot recom- mend the payment of the same, 10. Your Committee have carefully read over and examined an abstract statement of the Treasurer's accounts up to the 10th of November, 1874, together with the letter explaining the same, showing a balance now at the Bank of Montreal to his credit of $1,009.80, which he thinks will be sufficient to carry en the ordinary business of tl e Counties until the assessments are paid in. 11. Your Jommittee beg leave to recommend that the sum of ten cents per mile each way be paid to County Councillors for travelKng expenses, instead of five cents, as heretofore. Be it therefore enacted by the Council of the Corporation of the United Counties of Leeds and Grenville, and it is hereby enacted, that the said agr^-jment, as set forth in the said report, be and tL same is hereby accepted and confirmed by this Council ; and it is further enacted, that the said sum of two thousand five hundred dollars shall be paid on or before the first day of January next. 2.
