 Dear Sir, 
 
 I request of you to afford me the earliest and most minute intelligence 
 of every circumstance of a public nature, or having a bearing upon the 
 public interests, that may fall under your observation during the 
 approaching Winter :-and as from present appearances there is reason 
 to apprehend that Her Majesty's Mails may be exposed to danger from 
 the dis-affected within our own Territory, or the Marauders who infest the 
 borders of the adjoining states, the exercise of the most active and unceasing 
 vigilance will become a pointof duty with ycu. in order to guard the 
 Mails as well against open robbery, as treasonable practices. You will 
 also, I trust, feel the necessity of promptly communicating to the respective 
 Governments of Upper and Lower Canada, any important information that 
 may reach you either publicly or privately, and in every other way use 
 your best exertions to aid and assist the constituted authorities in their 
 views for the protection of the country.
