A BY-LAW To Raise certain Bums of Money therein mentioned in the Towo<* ship of Raleigh, for the year 1867. [Passed 27th July. 1867. Wheukah, by 6y*Law by the Municipal Oouncil of the Oor-^ poration of the County rf Kent, paused oa the l5tb day of June, 1867. and entitled a ByLaiv to raise the sum of $18, 81 1,71, to meet the current expenses of the County of Kent, and for other purposes. And. whereas, the Municipality of the Township of Raleigh is required to raise the sum of (12020,51) two thousand and twenty dullnis fifty-three cents, ns their portion for said year, to he paid to the Treasurer of the Oounty of Kent, without any deduction on or before the 3 1st day of December, 1867. And, whereas the apportionment of the Legislatiye School Grant for the I'ownship of Raleigh, for the year 1867. amounts to 1^360, according to the ap Ttionment of the Ghief Superintend- ent of Schools, the Municipality of the Township of Kaleigb is required to levy at leaat an equal sum of money according to I^aw in such case made and provided. And, whereas, it is necessary to raise the' following sums of money to meet the current expenses of the Corporation of the Township of Raleigh, for the yenr 1867, viz:— For the Salaries of Township Officers the sum of - - $400 For the support of the poor in the Township, the sum of 200 For nonresident sHcliool Accounts, the sum of • - 480 For miscellaneous accounts, the isura of • - - 180 Be it therefore enacted by the Municipal Oouncil of the Cor. poration of the Township of ii^aleigh, in CiUncil assembled, under <«nd by virtue of the Acts 29 & 30, Vic, Chap. 61 & 52 of the Annual Statutes of Upper Canada, 1^66 1. That there shall be raised, levied, assessed and collected, upon all the rateable, real and personal property in the Township of Raleit^h, the sum or rate of 4^ mills on every dollar thereof lor the aforesaid County purposes. The sum or rate of 1 mill on every dollar thereof for the aforesaid School purposes, excepting the property of certain Roman Catholic supporters of Separate Schools. The sum or rate of 2|f mills on every dollar thereof, to meet the current expenses of the Township of RHJeign for the \\ oarreot far. The flum or rate of $1 upon the owner or harbor* er of every dog, aud the sum or rate of two dolhrs upon the owner or hHrborer of every bitch entered upon the assefesraent roll of th« Township of Raleich for the year 1867' 2. That if the «Duve sums of money so raised and collcoted by the said rates shall exceed in any case the amounts so required for the said purposes, respectively the Treasurer of this Oorpora- tion shall pass suou excess to any deiicieooy that may arise to auy or either of the other purposes mentioned in this By-Law, and if ijo such defioieney shall happen, then all such excess, it any, shall be kept by the Treasurer and appropriated to the general purposes of the Township, under the direction and control of the Council thereof, as all (be public monies are, which may oomo Into his liands. 3. That the Clerk of this Municipality is required to levy a special rate over and above all other rates against the estate, real and personal, of any School Section within this Municipality, on the request of the Trustees, who shall furnish him on or before the first day of August, with a written statement, signed by such Trustees, of the amount of money to be raised, levied, assessed and collected by this Council for Common rcbool purposes in such School Seution, such a rate pro rata on all the rateable property in such School Section as will amount to the sum of money required by buch Trustees for the aforesaid purposes together with the sum of six per oent. on said amount of money to defray the ex^ peuie's of levying and collecting the same. 4. That the Collector is hereby authorized and required to col- Itct, according to law, the Special Bates lesied on the freeholders and householders of such School Sections, the sums of money set opjositd tho^^e respective. nAmes, and to pay the amounts so col* Itcted on or before the 14th day of Pecember next, after retain- ing the sum of fire per cent, as his fees, to the Treasurer of this Corporation, whose duty il shall be to pay over the same to the Secretary, Treasurer of the School Sections, from which the money was collected 5. It shall be the duty of the Collector of this Corporation to pay over alt mooies colltoted by him to the Treasurer of this Cor* poration eve>y two weeks, with a report of ail the taxes he has reeeived in bank notes or other current funds, and to pay over such current funds under a penalty of the forfeiture of his salary. 6. That the Collector shall be allowed the same fees as are now allowed to Bailiffs of the Division Courts, for all property seized, apprai&ed, advertised, and sold by him by virtue cf his office. . Be it therefore enacted by the Municipal Council of tho Cor- poration of the Township of Raleigh, in Council aasembiod, under and by virtue of the Acts, Chap. 61 & 52, 29 6c 30 Vic. 1. That the said lota of land hereinfore described in the two first mentioned localitita, shall be drained in acocrdanco with the plans and estimates of tiic iame made by Arthur Jones, Esq , Pro* vincial Land Surveyor 2. That the aforementioned drd & 4tb localities shall bo drainod in accordance with the plans and estimates furnished to this Coun- cil by Thomas Jenuer and Kichard Jordan, two competent persons appointed by this Council to furnish said estimates. 3. That there shall bo raised, levied and collected, the sum of $1431,72, for the purpose ot p»ying one part of the costs of said drainage and the costs incidental thereto, assessed upon tho lands in the localities aforesaid, in proportion to tiio beuelit to be derived therefrom by each lot a?j set forth in the schedule hereunto an- nexed and forming a part of this By-Law, subject, nevertheless, to an appeal by the parties interested in each caso. 4. That the work to be performed, under the provisions of this By-Law, shall be let by public contract to ths lowest bidder, (and not to exceed, in any case, the estimate,) who shall give sufficient Boourity for the due performance of the work contracted for. The work in the first and second mentioned localities to be subject to the approval of Arthur Jones, Esq., Township Surveyor for thii Munioipality. 7. That the following Oommissioners be appointed for letting and superintending the work, viz : in the first mentioned locality, A. D. Shadd ; in the second mentioned locality, Patrick Rice; in the third mentioned locality, Thomas Jenner ; in the fourth men- tioned locality, Thomas Jenner. 8 That the said Oommissionern shall be paid the sum of $1 per day for every day necessarily spent in letting and superintend- ing said work, and the Reeve shall give orders fur payment on ac« count of the certificate of the Commissioner, who shall retain tlie ■um of fifteen per cent, hack on work performed until finally receiv- ed ai bereinl^ofore piovided .and also for payment iu full when the work has been finally approved ot 9.
