"Mineral claims," — that is, claims containing, or supposed to contain minerals, precious or base (other than coal), in lodes or veins, or rock in place— shall be 1,500 feet long and 600 feet wide, and, as nearly as possible, in rectangular form. Must have three posts (or tree posts) at equtil distances along centre line, with a notice on eacii. Only one claim on the same lode or vein can be held, except by purchase. Quartz claims are deemed to be mineral claims. To lawfully hold a Crown grant for a mineral claim, it must be sur- veyed by a surveyor approved by the Land Office ; notice of application for the grant must be posted conspicuously on the land and on the Govevn- ment office of the district, also inserted lor sixty days in the Government Gazette and a newspaper, if any, circulating in the district, and proof must be given to the satisfaction of the Government offics that $1,000 have been bona fide expended in money or labor upon tiie chiim. Or a Crown grant may be got by paying $25 pei acre to the Government, in lieu of representation and expenditure on the claim. General provisions for ordinary raining claims apply to mineral claims as far as may be. The proper representation of a " mineral " claim requires that the sum of one hundred dollars, in money, labor, or inoprovements shall h", expended in the first six months ol every year upon the claim, to the satisfaction of a Gold Commissioner, and thao the owner shall have obtained a certificate from the Gold Commissioner to that effect, within six months from the locution of the claim, and thereafter witliiii the first six months in every year, and shall have recorded the certificate immediately after ils issue. An annual tax of fl per acre, or fraction part of an acre, of every mineral claim is payable on the 31st December. Leases of mining ground, ditch privileges, &c., maybe issued, but will not in general be granted for a longer term than ten years, or for a quantity of ground greater than — In dry diggings, ten acres ; In bar diggings, unworked, half a mile in length along the high-water mark. Holders of timber licenses, their servants and agents, shall have the right to hnul their timber over the uncleared portion of any land entered as a homestead or purchased as hereinbefore provided, and to make such roads or waterways thereon as may bo necossary for that purpose, doing no unnecessary damage, and to use all slides, portages, roads, water-ways, or othar works pi eviously cDnstructed or existing on any land so entered sold or leased, and the right of access to, and free use of all streams and lakes theretofore used, or that may be necessary for the passage of timber ; and all Und necessary for such work is hereby reserved. The city council has voted $15,000 aa a bonus to induce Wil- liam Hewartson to establish a paper mill in the city, which must not cost less than $50,000; also $10,000 as a bonus to the Mount Royal Milling and Manu- facturing Company to induce them to establish a flour mill having a capacity of not less than one hundred bbls. per diem; also to the same company, a b«nus of $40,000 to induce them to establish a sugar refinery having a capav;ity of not less than fifty bbla. per diem. All three of these industries must be in actual operation before July lat, 1891. The population has been steadily increasing and ^hen one takus into con- sideration the vast resources of Vancouver Island, of which Victoria is the metropolis — the timber and mineral wealth, together with the commercial situation of the city, he will rest quite assured of its future prosperity. The climate is remarkably mild and even. Durng the year 1889, snow only fell on three days, but melted as quickly as it fell. Gardens are always in bloom by March 1st, and remain so until ChrisCraaB. The maximum heat during 1889 was 85 deg. Far., the minimum 24° and the mean average for the entire year 50.14. The total rainfall was 18.56 inches. The snow-capped Olympic moun- tains accross the straits of Juan de Fuca always cause a cool breeze to blow during the sammer months, while the influence of the Pacific or Japan current renders it mild in winter. It is a remarkable fact that while there may be from two to three feet of snow within twenty miles, there is hardly ever any lies in the immediate vicinity of Victoria. As a consequence, spring sets iu vory early, and it is not an '^.icommon thing to see the gardens in bloom in V.ctoria, when there is deep snow within fifty miles. Fruit of all kinds, particularly pears and plums, grow remarkably well. Owing to her position Victoria will always be a commercial centre. She enjoys telegraphic and cable service with the whole civilized world. Trains run dai.'y to Nanamio, the centre of the coal industry, and it is expected that during the present year the E. & N. Railway will move in the matter of extending to Seymour Narrows. There is a daily steamboat service with the cities of Vancouver and New Westminster on the Mamland, also with the principal Americttn cities on Puget Sound, The P. C. S. S. Co. 's steamships make regular trips every five days between San Frauc'sco and Victoria. Many of the industries of other parts of Vancouver Island and Sritish Columbia are controlled by Victoria capital. She is the headquarters of the sealing fleet, most of which have been built and regularly fitted out every year in the city. Should the oasting regulations in regard to foreign bottoms be enforced, the shipbuilding industry not only of Victoria, but of the whole province, would be very materially increased. There are two daily newspapers, each of which publishes a weekly edition. There are two large and well appointed libraries, one, a free public library kept up at the expense of the city; Mr. James Mc- Gregor, L. L. D., being librarian. The other is connected with the Y. M. C. A. Victoria is the headquarters for Battery "C" Canadian Militia, and is also the Naval headquarters for Her Majesty's fleet in the North Pacific ocean. The streets are well lighted by electric light, and both gas and electric light are furnished to houses at a very reasonable rate. An agreement has been made with the California Electric Works fur the furnishing and construction of a complete Gamewell fire alarm system of the moat modem design. The work will soon be completed. The following information is gleaned from Mayor Grant's report for 1889: Deaths during the year (1889) 262. Value of fire department apparatus, 937,- 667. Salaries paid to tire department, $7,783.26. The city assessment roll shows value of real estate, $9,000,000. Total expenditure for corporation purposes during the year, $446,108.00. There ware no financial failures of consequence during the year, showing conclusively a prosperous state of trade. Qeneral Information. There was little snow during the year 1889. Size of town lots 60x120 feet. Rate of city taxation 1.1-5 per cent. Board and lodginj at hotels range from $4.50 per week upward. Laborers wages $1.75 to $2.50 per day. Mechanics wages $3.00 to $5.00 per day. The provincial museum is situated in the Government buildings. Admission free. The legal hack fare is 25 cts. per mile or $1 per hour. Table of distances from Victoria: To Vancouver, 72 miles; New Westminster, 72 miles; Nanairao, 73 miles; Seattle, 93 miles; Tacoma, 117 miles; Port Townsend, 38 miles; Port Angeles, 18 miles; San Francisco, 753 miles; Fairhaven, 58 miles; Whatcom, 60 miles; Ladner's Land- ing, 60 miles. There are twenty-six teachers in the public schools of the city, with an average daily attendance of 1,300 pupils. Cost of coal $8.50 per ton, wood, $4.50 per cord. Brick, $8 per thousand. Lumber, $12 to $22 per thousand foet. Lime, $1.25 per bbl. Cost of gas, $2.00 per m. Through tickets to ail points east either via C. P. R., N. P. R., or Union Pacific railway can be purchased in Victoria, Daily papers delivered, 25 cts. per week or 6 cts. per copy Boats for family parties are to be had at $1.00 to $2.00 per day. Th* harbor affording excelle.it boating facilities. Churches of all the various denominations are well attended. Dancing schools and church festivals to suit the inclinations of all are attended nearly every night in the week. Wares from the Orient and oranges and fruits from California as well as our own m(»st excellent hardy fruits are a' all times obtainable. Two of the floating palaces that sau daily out of Victoria eost upwards of $200,000 each.
