 relaxing these rides, 1 had rather that we should

 seived in the fut\ire than in the past. 1 think our 
 attention should he directed to some plan by w idch

 cess or otherwise, should take their initiation in 
 the other hraiieh of the Legislature. We know

 tion ia very largely niouhled and managed hy the 
 Hou.se of Lords. I have some reason to believe, 
 not from personal experience, but from what I 
 have heard, that those Bills which are dealt with 
 by the Senafi are very carefully criticised, and I 
 do think that it would be of great consequence, if 
 we could devise .some methods, not for further 
 relaxation, hut for more rigid obsefvance of the 
 general rules ; and also for providing that a large 
 i portion of the private Bill legislation should take 
 j its initiatory stages in the other branch of the 
 I Legislature, in order that it ni.iy have that more 
 ] perfect consiclei'atinii which we cannot give it here.

 j Mr. BLAKK. 1 do not suppose. Sir, that any 
 one could imagine your coiKluct to have been 
 I otherwise than jirojier anil correct, and the mis- 
 I understanding was due to the fact that attention 
 j was not called to the arrangement on which the 
 I proceeding to be taken was intended to be based. 
 ; The ."econd reailing of the Bill, even under the cii'- 
 I cumstances undei- which the First Ministei' jiroposes 
 it shall be read, may be used in the ueighhoriug 
 Republic as an evidence that we have assented to 
 : its principle. I think that it would be an unworthy 
 I act for us to pass it through a second reading with 
 any such object, since the First Minister, who leads 
 the great majority in this House, has announeeil 
 that he does not agree to its principle. He has 
 stated that the second reading has entirely another 
 object. We have, therefore, no idea of u.siug this 
 as an indication of any intention to jiass hostile 
 legislation. Whatever the int'.;ntion may be in our 
 breasts, that is not the intention w ith which we are 
 asked to go through a secoml reading. If it were, I 
 should regard it as a very regrettable intention to 
 act on, unless we were fully decided that the prin- 
 ciple is a sound one, which the First Minister says ho 
 iloes not atlirm. ( )n the contrary, he asksus to agree,
