Rural Deanery of Placentia Bay (No Return.) ♦ : .V- I s I STANDINQ RULES Foil THE CONSTITUTION AND GOVERNMENT OF THE NAME. 1 — The name of this Society shall be ** Thb Newfoundland Ciiurcii Society." OBJECTS. 2 — The ob ects of tins Society shall be, (1) to contribute towards the maintenance of the Clergy and Licensed Lay-Readers, (2) to assist in the erection, enlargement or repairs of Churches, Par- sonages, or School-rooms, and in the purchase of land for Glebe or other Church purposes, (3) to provide for sale a supply of Bibles, Prayer Books, School Books, and other Religious Books and Tracts, (4) to assist in creating and sustaining a Special Fund for the endowment and support of the Theological College in St. John's, and (6) to create and maintain a separate Fund for assisting the Widows and Children of deceased Clergymen of this Diocese. MEMBERS. 3 — The members of this Society shall be, (1) all persons who shall have paid to their Clergyman or the Treasurer the two preceding years the annual sum of ten shillings for the objects of the Society ; and (2) all Clergymen who shall have officiated in I Newfoundland or Labrador tho two preceding years with tho Bishop's license. 4 — All members shall have power to vote at tho annual and other general meetings, OFFICEUS. 5 — The officers of this Society shall be, (1) tho Lord Bishop of tho Diocese, President ; (2) tho Venerable the Archdeacon and tho Rural Deans, Vice-Presidents ; (3) a Treasurer ; and (4) a Se- cretary ; the last two to be chosen by the members of the Society at the annual general meeting ; but in case of resignation of oflice, or removal of either Secretary or Treasurer, during the interval between two annual meetings, the Committee shall appoint a person to act in cither case, until the next annu- al meeting. MANAGERS. 6 — The Committee of Management shall consist of the officers of the Society, and certain lay- members, elected as representatives in each of the Deaneries — viz., four elected by members of the Society resident in the Deanery of Avalon ; three by members resident in the Deanery of Conception Bay ; two by members resident in the Deanery of Trinity Bay ; two by members resident in the Deanery of Bonavista Bay ; three by members resident in the Deanery of Notre-Dame Bay ; two by members resident in the Deanery of Placentia Bay ; and two by members resident in the Deane- ry of Fortune Bay. 7 — The election of representatives shall be as follows : — On some day in Easter Week, in the ♦•. ..■ k> ^ >^.' X / o year ISoO, uiid in ovory bucccetliug fourth year, a meeting of tlio nicmbcr.-j rosidcnt in each mission, ahull be convened by the Clergyman in charge at some convenient hour and i*laco, of which notice sliiill be given (with the Bishop's consent) in each Church in the njission on some Sunday in the pre- vious month ; at which meeting the Clergyman, or, in his absence, some other person then to bo chosen by the mcmhorM, shall preside, and tho members present shall vote seriatim lor the pre- scribed number of representatives 8 — When the voting, wliich may bo continued, if necessary, six hours, but not longer, is complet- ed, the Presiding Ollicer in each Mission shall report tho result to tho Rural Dean, and tho persons who have obtained a majority of votes in the Deanery, shall be elected representatives; provided that every person to be a member of the Committee must be a Communicant of the Church of England. — The Rural Doaii shall report the result of the election in his Denncry to the Secretary in St. John's, the first convenient opportunity. 10 — The now representatives shall be con- vened by the Secretary at the IMichaelnias quar- terly meeting ; until which time the former representatives shall continue in oliicc. 11 — As often ar, it shall become necessary, from the death, absence from the Colony, resig- nation, disqualificalion, or refusal to serve, of any of the represcnatives, to a{)point another or others in their place, a special meeting of tho 6 members, in the Deanery where the vacancy has riTisen, shall (as soon as the Rural Dean, or, in his absence, the Clergyman next senior in stand- ing in the Diocese, may in his discretion appoint) be convened in like manner as the Easter meet- ing, when the required representative or repre- sentatives shall in like manner be elected. 12 — The President or a Vice-President, and six other members of the Committee shall be com- petent to manage the business at every meeting duly convened. 13 — All Clergymen of the Diocese holding the Bishop's license, shall be ex officio honorary mem- bers of the Committee, with the right of speaking, but not, with the exception of the officers, of voting at its meetings. TRUSTEE. 14 — The Lord Bishop of the Diocese shall be the Trustee of this Society, and shall have power to let or to take houses or lands and to receive all rents and interest of monies as the same shall fall due, and shall pay the same to the Treasurer for the time being, taking his receipt, and handing it over to the Committee. GENERAL MEETINGS. 15 — An Annual General Meeting of the mem- bers and friends of the Society shall be holden in St. John's on the second Thursday after Trinity Sunday, or as soon after as the Bishop may ap- point. The Secretary shall give notice to each of the Clergymen in St. John's, who shall publish it [with the Bishop's consent] in his Church on on the previous Sunday. \ ^, V* V* \ 16— At the Annual General Meeting a report on the state of the Society, with the Treasurer's accounts, duly audited, shall be submitted by the Committee, to be printed, or otherwise, as shall be then and there determined by the members. 17 — A special general meeting may be conven- ed at any time fl] by the Presinent ; [2] by a Vice-President and six members of the Committee, or [3] by any twelve members of the Society whose payments are not in arrear ; provided notice of such meeting be duly given as in the case of annual general meetings. 18 — The Chairman shall not vote at any general meeting, except in the case of an equality of votes. COLLECTIONS. 19 — It is expected that a collection for the various objects of the Society will be made every year by every Clergyman in the Diocese, from every head of a family and every adult member of the Church in his Mission, assisted if need be by his Churchwardens and other respectable members of his congregation. 20 — Every Clergyman shall transmit to tho Secretary a list of the contributors to the objects of the Society in his Mission, with the amount of their several payments, and to the Treasurer one- fourth at least of his whole collections, on or be- fore the last day in every year, or as soon after as practicable. N. B — This Rule does not apply to the Clergy of St. John's, who shall send in the whole of their collections to the Treasurer. 21 — All Clergymen wlio htive colleuled an fiir as possible from every licul of !i funily, and from every adult Member of the Churcli in tlicir jMissi- ons, towards the objects of the Society, for the two years immediately preccdin;^, and who have remitted to the Treasurer one-fourth of the whole collections, shall be entitled to assistance from the funds of the Society towards any of its objects in their own Mission ; provided that no Clergyman shall make a collection for his own maintenance separate from or independent of the general collec- tions ; and that pew-rents and assessments bo not considered as part of the said collection or collec- tions. CRANT.S. 22 — It shall be the duty of the Committee to determine from time to time on the a])})ropriatioii of the Funds, by making grants towards the ob- jects of the Society under the recommendation and sanction of the President. 23 — No Clergyman declining or neglecting to collect for the Society, or to transmit a list of the contributors, and their payments, and a fourth part of his collection (as directed in Rule 20) shall be entitled to receive any grants from the Society for himself, or for any of the objects of the Society, in his Mission ; provided that where a collection has been duly made, and the list, with the fourth part of the collections, transmitted for the two previous years by his predecessor, any Clergy- man newly in charge may, before sending his annual collections, ask and receive for any of the ^ objects of tho Society, excepting only his own maintenance. 21 — It shall be competent to the Coinmiltee to make grants in the usual manner to any Mir^sion in connection with the Society, Avhich supports its own Clergyman ; and any such Mission shall bo held to be in connection with the Society whoso Clergyman subscribes ten shillings, and makes a collection in his Mission, annually, towards the general funds of the Society. 25 — If a Clergyman leave his Mission before the time for sending in his annual collection, tho Committee shnll have power, on the recommend- datioti of the President, to grant him a sum which shall appear equitable. DUTIES OF OFFICERS. 26 — In the absence of the President, the Arch- deacon, or in his absence the senior Vice President, shall take the chair at all meetings of the Com- mittee or members, and shall have a casting vote. 27 — The Treasurer shall receive all monies for- warded to him for the objects of the Society, and shall pay or disburse the same as determined by the Committee, and shall furnish to the President and Committee a statement of accounts up tc the day appointed for auditing the same. 28 — No money shall be paid or disbursed by the Treasurer except on a written order, specify- ing the amount to be paid, and its object, which order must be signed by the Chairman of the Committee at which the grant was made, or in his 10 iibscnue, by the senior OiUoer of the Suciety iii St. John's. 29 — The Coiiimittee shall meet for the de- spatch ot business in St. John's, on the first Thursihiy ufter every quarter day, at 2 o'clock, p.m. 3U — A special meeting of the Committee may be convened at any time, either (1) by the Presi- dent, or (2) by two Vice-Presidents, or (3) by any five menjbers of the Committee ; provided due notice of such meeting, with its objects, be given the day before to all the other members of the Committee in St. John's. 31 — At a special meeting to be holden seven days before the annual meeting, the Committee shall appoint two of their number to examine the Treasurer s accounts up to that season, which accounts examined, approved and signed by the Auditors as correct, shall be submitted to the Committee, to be by them incorporated in, or ap- pended to the next yearly Report, and so present- ed to the members at the next annual general meeting. 32 — The Committee shall fix the salary of the Secretary, and shall provide for all the contingent expenses of the Committee and the Society. DUTIES OF THE SECRETARY. 33 — The Secretary shall summon and attend all meetings of the Committee and Members, and shall arrange the business, and record minutes of the same to be signed by the Chairman. He shall prepare the annual report, and superintend the printing of the same ; shall conduct the corres- 'r X . [ i. r N . [ . 11 ponilence with the Clcr«/y and others on behalf of the Committee ; and shall ..e responsible for the safe custody of all books, receipts and pipers be- longing to the Society. PRAYERS. 34 — All meetings of the Society, or of the Committee, shall be opened and closed with the prayers used at the meetings of the Society for the Propagation of the Gospel, or others provided for the purpose by the Bishop of the Dioccso. ALTERATION OF RULES. 35 — These rules may be altered, repealed or added to by the members assembled at any gene- ral meeting ; provided the proposed alteration has been stated in writing by any person intending to propose it, to the Secretary, at least a month be- fore, for the information of the President and Com- mittee, and that assent has been given to it by the President and a majority of the whole Com- mittee convened for its consideration : and provid- ed also, that it shall be competent to the President to propose any alteration to a general meeting, notwithstanding such alteration may not have re- ceived the assent of the Committee. NEW DEANERIES. 3G — New Deaneries created by the Lord Bishop of the Diocese shall be allowed to elect Represent- atives; provided that in every Deanery there shall be at least two resident Clergymen, and ten Churches and congregations. SECURITIES. 37 — At each annual meeting there shall be ap- pointed three members of this Society, who shall \ d i I l. i '-'• ' . i \ 1 i 1; I. \ 11 12 be rcquestcil to exiimine all securities belonging to the general funds of the Society, or belonging or appertaining to the Clergy Widows and Or- phans' Fund, or to any other fund over which the Society has or shall have control, and to report in writing to the President, or, in his absence, to the senior Vice-President, in St. John's, their opinion upon the sufficiency or insufficiency of the same ; and if necessary a special meeting of the Commit- tee shall be convened to consider such report, and to take such action upon it as shall be deemed re- quisite. 38 — All title deeds, mortgages and other secu- rities belonging to the Society, or over which it has control, shall be deposited and preserved in a suitable muniment box to be provided by the President for the time being, at the expense of the Society, and to be always kept in his charge for the use of the Society. Note. — While it is expected thnt every Clergy- man in the Colony will make a yearly collection for the promotion of the objects of the Church Society, and impress upon every individual under his Pastoral charge the obligations by which he is bound to contribute thereto, year by year, — the system of the Church Society does not require any Clergyman to withhold the ordinances of the Church in any case of refusal or neglect to pay towards his support. V s V r HEmSSS V s BYE-LAWS OF Till:: COMMITTEE or TJIK RESPECTING GRANTS. >► / NEW BUILDINGS. 1 — No grant shall be made towards tho erection of any Church, School, or Parsonage, or towards the purchase of any Land in any Mission or Set- tlement, until the Laud has been secured in trust for ever for the Members of the Church of Eng- land resident in the said settlement. 2 — No grant shall bo made towards the erec- tion of any Church, School, or Parsonage, until a plan with an estimate of the cost, and the means of meeting the cost, have been submitted to the Committee. 3 — No grant to any Church shall exceed onc- third, and no grant to any School or Parsonnge shall exceed one-fourth of the estimated and proba- ble cost ; except under special circumstances, approved by the Committee. 4— The first moiety of any grant towards the erection of any Church, School or Parsonage, shall not be payable until the building is \nt least boarded all round and covered in ; and the second moiety shall not be payable until the building I 14 is finished am] ready [uv occupation and use. G — No grant shall be made until after an inter- val of seven years from the last grant for a like purpose; and no grant towards the repair, in- cluding painting of any Church, shall exceed one- half, or of any School or Parsonage, one-third of the probable and estimated cost, except under special circumstances, approved by the Committee. 7 — No grant towards the repair of any Church, School, or Parsonage House shall be payable until the work is fully completed, and the cost ascer- tained, and the whole amount, with the Society's grant, provided for. 8 — All votes passed by the Committee shall lapse to the general purposes of the Church So- ciety, if not expended and applied for within three years from the time the vote was made. CLERGY, WIDOWS a::d ORPHANS FUND. This circumstance arises not from lessened amounts where collections have boon made, but from tho absence, temporary or other- wise, of the Clergy of tho Missions of Portugal Cove, Channel, 'i ilt Cove, Bay of Islands, and Ferryland, — from none of which localities has any money been received. Next year, it is hoped, will find all these lists in their places in the Church Society's Report for at least their usual amounts. During the past year New Harbor and White Bay have returned to co-operation with tho Church So- ciety, small remittances having been made from each. From tho facts above recorded, it arises that the balance in the Treasurer's hands has been altered from je496 45. lOd. to £639 25. Sd. in the way of increase. The usual Sealers' collection has been made this year by tho Secretary ; but, owing to the unsettled condition of tho accounts in some of the Merchants' offices, in connection with the Seal fishery, the money has not yet been received. It is believed tho amount will be larger than last year, but whatever it may be it must unavoidably remain to be reported on hereafter. Only that the later period of last year's meeting gave more time, the same difficulty would then likewise have occurred. Your Committee have to fmnounce, with regret, that by the death, in LonCr2 10 10 An analysis of the sources whence arises the sum of £1,766 Qs. Od.i placed to the credit of New- foundland, shews that it has been contributed by the congregations of the three Churches in St. John's, and by 21 of the out-harbor missions. It also further appears that £1,354 175. has been given from the Cathedral by the Bishop of the Diocese, h i ')*; r i i; I I \ i lu ^ the Coadjutor Bishop, and by two Clergymen and 15 of the laity, and as the result of a congregational collection; il, 140 of this sum being the contri- bution of the Bishops and three other gentlemen. To the St. Thomas' collection the two Clergy and eleven others have given £121, to which may be added £11 6s. 2(/., collected in the Church; while from St. Mary's by its Clergyman, and by a col- lection, and from 19 of that congregation, has been sent the amount of j£35 17s. lOd. as their first year's offering. Nor from the out-harbors are the returns, as far as printed, more satisfactory than this meagre contribution from the wealth and numbers of the congregations in St. John's. From 21 only of 39 out-harbor Missions, in charge of as many Clergymen, had any remittances been re- ceived to the tim3 above-mentioned. In the St. John's out-harbors, Fogo, Herring Neck, and Harbor Buffett alone have subscriptions from any number of persons been forwarded, and from ten Missions the name only of the Clergyman, or the amount of a collection, or a single individual offering, is all that shews a knowledge of the need, or of the appeal for contributions to this great object. How slenderly the call has been responded to is shewn from the circumstance, that in addition to the Bishop and the Coadjutor Bishop, and 17 of the Clergy, 142 persons only, from all the congre- gations of the diocese, have given what has yet been received. If so few could do so much, who shall say that to an appeal more generally and diligently urged a due response would not have ere now been made ? It is somewhat more satis- factory to state that to the present time the sum !>:] of £2,562 10s. lU^., whicli iippoiirs above, has been increasoil to 4:3,130 by alditioiuil piiyirioiits and Bank interest. The Coadjutor Bishop, on his return from his voyage of Visitation of the Northern portions jf the Labrador coast, and of the Missions of White Bay, Twillingate, and Fogo, and of the two Mis- sions of Placentia Bay, in the Church Ship Lav- rocky went to England, at the request of the Bishop and of the Committee of the Bishopric Endowment Fund, to endeavour to raise a sum of £2,000 sterling, in order to complete the sum of jC10,000. In this purpose your Committee has the pleasure of announcing that he has been suc- cessful. The Bishop reports that ho has every- where been most kindly received, and the promises and actual payments to this fund, resulting from his appeal, now amount to about i;J2,200 sterling, with a prospect of some further additions. The Coadjutor Bishop was accompanied on his return to Newfoundland by the Rev. Frederick Murray, and Messrs. Curling, Norfolk, and Moor, who have all come with the purpose of devoting themselves to the work of the Church in this Colony; and another lay gentleman, with the same object in view, has since arrived. Your Committee are assured that the Meeting will join with them in the expression of thankfulness to the Coadjutor Bishop for these results from his protracted stay in England, and in acknowledgment of the great labour gone through in accomplishing the object of his visit. It is the purpose of the Bishop, as soon as re- leased from the duty of presiding at the Synod, J ! j ! ! 1 1 ! i i 21 to take his (I'^p.'uUirc on a Visifatioii voynge \\\ tlic Lavrocky proceeding first to Bay of Islands and Bonne ]5ay, and thence to the various Missions on the Eastern coast. It is understood that he will bo accompMnicd by the Rev. G. M. Johnson and Rev. E. Boxwood, by Mr. Curling who takes charge of tlie navigation of the Church Ship, and by one of the students of the Theological ColUge. Tour Committee heartily wish that the voyage may be safe and prosperous. Three Deacons have been advanced to the Priesthood since the last annual meeting — viz., the Clergymen of Battle Harbor, Belloram and St. George's Bay. 'Mr. Cornelius Ellingiiam, of the Theological College, who has since been employed at Portugal Cove, was ordiiined Deacon at Christ- mas. The number of the Clergy has also been increased by the addition to their ranks of the ReVo John Goddkn, late of the diocese of Montreal. Mr. Godden, who is a native of this colony, has been appointed to the charge of a nesv Mission, comprising the South side of Harbor Grace and Bryant's Cove. He has entered very energetically on his work, and his presence at his station is already beneficially felt by the people among whom he is placed, and will no doubt be a relief to the Clergy of the over populous Missi- ons on either side of the new district. Besides this alteration in the previously existing Missions of the diocese, the out-harbours of St John's have been also divided at the suggestion of the Rev. R. M. R, Dobii-: haa been appointed, and tlio Rev. R. M. Johnson h;i.s taken charge of Pouch Covo and Torbay, with residence at the former place, on a similar under- standing. A Parsonage has been already built at Petty Harbor, and another is in progress of erection at Pouch Gove, towards each of which the Committee has had much pleasure in making grants. Last year at the annual meeting your Commit- tee had to regret the absence of the Bishop in Bermuda, and of the Coadjutor Bishop on a Visi- tation voyage, in Placentia Bay. On the present occasion they have the advantage of tho presence ot the two Bishops and of a large number of the Clergy, and of the delegates of the Synod of the Diocese. The Governor, they are sorry to say, is unavoidably absent. All Clergy- men in connection with the Fund previous to tlio 24th June, 18G3, to be governed by Iho original Rule 14 thereof. 15 — A yearly statement of the Treasurer's ac- count!^ with this Fund shall be i)ublished, with the Society's Report. 16 — None of the above Rules shall be altered or repealed, except at a General Meeting of tlie Church Society, and after a full year's notice Lo the members of the proposed change. The following is the original ilulo 14, govern- ing Clergymen in connection with the Fund be- fore June '24, 18G3 :— " 14 — If a Clergyman removes, with tlio Bishop's consent, from the Diocese, after ofliciat- ing in it not less than seven years, he shall be allowed his claim upon the Fund, on the payment of an annual subscription of three pounds (.€3) ; or, if he desire it, may receive back half the amount he has paid, which re-payment shall release the Fund from all his claims upon it."
