Principles of the Imperial Federation League AS Enunciated at a Preliminary Meeting OF Those Favourable to the Formation of A Branch of the League in Toronto, Held ON December 22nd, 1887. I. That to the end that the Mother Country and the Colonies may remain perpetually under a common sovereignty, a United Empire in its foreign affairs, with constitutional liberty for every part as regards internal adminstration, a readjust- ment of the several constitutional authorities of the Empire should, as occasion arises, be made in such a manner as to increase the practical efficiency of Imperial unity. That the Resolutions passed at the Con- ference held in London, on the 29th July 1884, and at the inaugural meeting of the League on the 1 8th November, 1884, ^^^ notably the following, which meet with our hearty a.cceptance : That, in order to secure the permanent unity of the Em- pire, some form of federation is essential. That no scheme of federation should interfere with the existing rights of Local Parliaments as regards local affairs. That any scheme of federation should combine, on an equitable basis, the resources of the Empire for the main- tenance of common interests, and adequately provide for an organized defence of common rights. 3. That the objects of the league shall be to promote the discussion of means whereby the permanent unity of the Empire may be main- tained, and its practical efficiency increased, to further the development and interchange of the resources of its various parts, and to resist any measure tending to disintegration. 4. That the membership shall be open to any British subject who accepts the principles of ifie jL^'ea^ue<» Note as to Fees : — Branch Membership, 25c ; Member- ship of the League in Canada, 50c ; Membership, (including enrolment in England) $1.00; Two Dollars includes sub- scription to Imperial Federation, (the journal of the League), and Five Dollars includes all the publications of the League. KULES Rules for the Toronto Branch of the Imper- ial Federation League in Canada. 1. The conditions of membership and of fees and subscriptions shall be in accordance with the General Rules of the League in Canada. 2. All fees and subscriptions from members joining the Branch in the first half of the year shall be due and payable m future years on the ist day of January ; those of members joining in the second half of the year shall be due and pay- able on the ist day of July. 3. The officers X)f this Branch shall consist of a President, Five Vice-Presidents, a Secretary- Treasurer, and a Committee of Twenty Members. 4. An Assistant Secretary-Treasurer may be elected at the Annual Meeting or appointed at any time during the year by the Committee if deemed advisable. ' ' 5* The Officers of the Branch shall be Ex- Officio Members of the Committee and five mem-] bers of such committee shall form a quorum. '•*'' 6. The Committee shall have full authority over the affairs of the Branch, and shall meet when convened by the President, Secretary- Treasurer or by any two of its members. 7. The Secretary-Treasurer shall collect and receive all fees, subscriptions and other monies due to the Branch and make such payments as the Coi;nmittee shall authorize. •. He shall carry on all the correspondence of the Branch and transact all its business. ' He shall have no authority to act except un- der instructions from the Committee and shall observe the instructions for the guidance of Sec- retaries of Branches set forth in pages 12 and 13 of Rules for Branches issued by the League in Canada. He may delegate to the Assistant .Secretary- Treasurer if appointed, the performance of all or any of his duties. 8. The Officers and Committee shall be elected annually/ at the Annual General Meeting of the Branch, vwhich shall be held in the rr-ontli of January of each year or at such other time as the Committee may appoint. '.A> 9. A statement of accounts made up to the preceeding3ist day of Deceuxber and audited in such manner as the Committee may direct, shall be presented to the Annual General Meetmg by the Secretary-Treasurer. 10. A Special General Meeting may be called at any time by the President or by the Committee. 11. At all General Meetings, whether Special or Annual, ten members shall form a quorum and no business shall be brought forward of which seven days' notice has not been mailed to every member of the Branch. 12. A Report of the proceedings and pro- gress of the Branch approved at its annual gen- eral meeting shall be forwarded by the Secretary- Treasurer to one of the Secretaries of the League in Canada within seven days after that meeting.
