 An Act to establish a Normal School, 
 ' and in further amendment to the Free 
 ' : Ediioation Act. 
 
 BE it enacted bj the Lieutenant Governor, 
 Council and Assembly, as follows: It 
 shall be lawful for the Lieutenant Governor, 
 with the advice and consent of the Executive 
 Council, to establish a Normal School in Char- 
 lottetown for the training of male and female

 II. The Building in Charlottetown called the 
 National School shall be made use of and ap- 
 propriated for such Normal School, and the 
 Lieutenant Governor, with the advice and con- 
 sent of the Executive Council, is hereby 
 authorized to cause the same to be fitted up so 
 as to be suitable for the purposes of this Act.

 proper rules and regulations, to be made for 
 that purpose by the Board of Education, subject

 to Teachers, or those desiring to be trained for 
 such, who shall be entitled to attend at such

 Schools to bo held in the said scliool house, in 
 a room to bo fiited up apart from tho said

 tendant of the Normal School, who shall train, 
 (if it be thought advisable,) Teachers and candi-

 school education, in a manner best suited to the 
 capacities, ages and conditions of the pupils 
 who may thereafter be under their care.

 office of Teacher, require and receive from the 
 party applying for such license a certificate, 
 signed by the Teacher of the Normal School, to 
 tho eflfect that such applicant has attended, and 
 received instruction and training at the said 
 Normal School, for a period not less than three 
 mouths, .ind which three months attendance at 
 the Normal School may be given either shortly 
 bofore or after the examination passed before 
 the Board of Education. 
 
 XIII. Tho Board of Education shall have 
 power to include the farms of Township Lands, 
 fronting on the back Royalty road of Charlotte- 
 town Royalty, in the same District or Districts 
 with the Royalty District Schools, or one or 
 other of them, according to their situations ; 
 and tho inhabitants of such farms, in accordance 
 with tho terms of auy such order, which may bo 
 made by the Board of Education, sliall be en- 
 titled to send their children to the school named 
 in such order, and be liable to pay tho sfiino 
 assessments and rates, or charges for fuel, furni- 
 ture and books for such school, or for keeping 
 up and repairing the samo, as the inhabitants 
 of the Royalty are liiible.

 XIV. The Lieutenant Governor, with the 
 advice and consent of the Executive Council, is 
 hereby empowered from time to time, when it 
 shall be found necessary, to dispense either 
 wholly or in part with one of the two inspec- 
 tions or visitations of District Schools in this 
 Island, which the Visitor of Schools is now by 
 law required to ftiake in each year.

 of Teacher to prove their capability of teaching 
 before the Board of Education, by producing a 
 certificate thereof, signed by the Head Master of 
 the Central Academy, or by either of the other 
 masters, as required by the sixth section of tho 
 said recited Act. 
 
 XVI. So much of the thirty-eighth Section 
 of the Act of the General Assembly of this 
 Island, passed in the fifteenth year of the reign 
 of her present Majesty, chapter thirteen, as 
 provides that Schools taught by females shall 
 be limited to the instruction of female scholars, 
 and of boys under twelve years of age, shall 
 be, and the same is hereby repealed. 
 
 XVII. Every female Teacher, qualified 
 under tho said recited Act, whilst engaged in 
 teaching, as set forth in the thirty- eighth 
 section thereof, shall be entitled to receive from 
 the Treasury of the Island the sum of thirty- 
 five pounds per annum, instead of thirty pounds, 
 as heretofore allowed, payable half-yearly, in 
 the same manner and on producing the same 
 certificates as in the case of male Teachers. 
 
 XVIII. The Board of Education, with, and 
 subject to the control and consent of the Lieu- 
 tenant Governor in Council, when in exercise of 
 the power and authority given to them by the 
 eighth section of the said recited Act, to alter, 
 enlarge or diminish the size or boundaries of 
 any School District, shall also have power and 
 they are hereby authorized at the same time to 
 change the site of the school-house therein, so 
 as to meet the altered circumstances of the 
 District, and to make all orders necessary, to 
 cause that such change of site be observed and 
 made.

 and peaceable possession and use thereof, and 
 access thereto and thereover, by or to the trus- 
 tees, masters or children, or tho inhabitants of

 XXIT. And whereas tho restriction contained 
 in tho thirty-second section of tho Act, of tho 
 seventeenth Victoria, chapter three, by which 
 tho inhabitants of Charlottetown Royalty and 
 Common arc exempt from being assessed for 
 the purposes in the said section mentioned, has 
 not been found to operate with advantage : Bo 
 it therefore enacted, that so much of the said 
 section of tho said last recited Act as exempts 
 the inhal)itants of the Common and Royalty of 
 Charlottetown from being assessed by the trus- 
 tees elected under the thirty-first section of tho

 XXIV. Whereas among the population of 
 Cbarlaitetown there are certain orphans, as well 
 as certain children of destitute parents, who are 
 subject to be excluded from the benefits of free 
 education, by reason of their total inability to 
 pay the fees imposed in and by the forty-fourth 
 flection of the said recited Act of the fifteenth 
 Victorin, chapter thirteen, and it is expedient 
 to constitute an additional school in Charlotte- 
 town aforesaid, for the instruction of such 
 orpliaus and children, free from any charge to 
 them whatsoever : Be it therefore enacted, that 
 it shall be lawful for the Board of Education to 
 establish at some convenient place in Charlotte- 
 town aforesaid, an additional school for the 
 instruclion of such children of either sex as 
 afore3:iid, and from time to time to appoint a 
 competent teacher of either sex for such school, 
 wdio shall be entitled to receive therefor a salary 
 of not more than forty pounds per aunum, pay- 
 able out of the public Treasury of this I.:land in 
 tiwih nvirwicv, and under, and subject to, such 
 re '^ii;! at ions as shall bo presciibed uy the Uoard

 XXVI. That orp!ian children shall have 
 preference of aduiission to said school, and no 
 child shall be admitted thereto' if under tlie ago 
 of four years, nor continued therein if above the 
 age of ten years ; nor shall any child be admitted 
 unless recommended by a certificate in writing, 
 to be signed by a clergyman resident in the said 
 Town, and also by a member of the Board of 
 Education. 
 
 XXVII. That a sufTicient amount of money 
 to defray the fitting up a school-house, or 
 room, the rent thereof, with books and fuel for 
 the same, sliall ])o paid annually out of the pub- 
 lic Treasury of tliis Island, into the bands of 
 the Secretary of the Board pf Education for 
 such purposes, who shall account for the same 
 to the Board.
