'IMm matter is now in thi' hands of tiie solicitors of the Boi'rd with a view to measures beinti: taken to induce the settlers to meet their iial)ilities, and to preserve intact the security of the Hoard fur the advatices made. \Ve regret to .state that tho position of the Saltcoats Hettloment is not so satisfactory as that at Killarney. and that only IS families out of the -i'J originally sent out remain upon the land. There are also 1.'5 of the younger members of the families still retaining their lands. This matter was referred to in our last Kepuri. This settlement has bet n unfortunate, to a certain extent, and various (jtht'r causes liiive contributed to bring iil)oiit lliiit result. It carnot, however, be poitiied out too strongly that, from the first, many of the hi'ads of tho families which have abandoned their holdings did not show that (energy iind enterprise Avhich, after a short stay in tiie country, their fellow-.set tiers at Killarney manifested. In the first year of ihcir arrival, as explained in ]n'evioiis I'eports, and in the evidence given lieiore the (.'olonisation ('uiumittee, those families which acee|ited the land selected for them were a long time ii getting to work. A number of fandlies refused to settle on tlie land set apart for iliein, and selected lainl at some distance off. which was not of so good n (piality. All those have abandoned tiieir farms. In 1^6'.^ owing to the diibeulties connected with the settlement and to tiie dtday in the people getting to work, they had little or no cro[i. In l.v.M) they had not so much land iinUer cultivation as could have been expected, but tho crops were excellent in quantity ;ind quality. The grain, however, was niuch damaged at harvest time by heavy tain, and owing to not being properly stacked. This, nati'ally, caused some disappointment ; bur tho crofters had enough grain to supply thiMr wants during the winter, for seed grain in 1^'Jl, and to pay the store debts they had incurred, in LsUl Manitoba and the Nortii-AVest Territories, with a few exceptions, enjoyed a bountiful jarvest ; but, nnforturiaU.'ly. the Saltcotits iJistricfc was one of the excejitions, the entire crop of whetit being .-eriou.ly (himageil liy frost in the last week of Augusi. The crofters were, however, .-elf-supporting', and did not require any assistance from the Board, excei)t in the way of seed-gr.ain in the following spring. The position as regards last year is explained in the report of the agent of the Board. Owing to this state of affairs, the Board was asked in the spring of this year to allow a. further advance to the settlers of seed-grain and fodder ; and it has been sanctioned. After the annual report of the agc'iit was received, information reaclu'd the ]ioard that, iluring Uie winter, the cattle in the Saltcoats settlement sufl'ered somewhat severely, in common with tho cattle belonging to other settlors in the neighbourhood The matter is being inquirei! into and will receive evi'ry consideration. The atttnition of the Board has been called to .several matle.'s of complaint by the Saltcoats settlers, dating from the lime of their arrival in the country down to a recent date. Most of the allegations have already l)een fully dealt with, and were inves- tigated by the Select Committee of the House of Commons on Colonisation, which made its report in iMil.
