B. : HORNER ^ JONES, PRINTERS. 1878 ^1 1 ; ^ t J BIT ILlA."W"S- ARTIOLE I. This Company shall be known and designated by the name of Portland Steam Fire Engine and Hose Company. ARTICLE 11. Sec. 1. The officers of this Company shall coil- consist of a Foreman, 'first and second Assisted t Foreman, Chairman, Secretary and Treasurer, who shall be elected annually by ballot, and receive a majority of votes cast. Sec. 2. At the same iinie there shall be elect- ed by ballot an Investigating Committee, com- posed of three members. Sec. 3. At each monthly meeting there shall be appointed a Hose and Room Committee, whose names shall be taken in rotation from the top of the roll. 1' ARTICLE III. Sec. 1. The meetings of this Company shall be held on the first Tuesday of each month, ft 8 o^clock, P. M., in the Engine house, Ward 1, at which time all accounts then due shall be paid. The roll shall be called at the time speci- fied. If any member be absent he shall be fined 5 cents. Sec. 2. Five members shall constitute a quo- rum, to proceed to business under the following regulations: — Sec. 3. For leaving the room without per- mission of the Chairman, there shall be a fine of 5 cents. Sec. 4. For informing any person not a mem- ber of this Company, of any transactions m connection with the business of these meetings, there shall be a fine imposed of 50 cents. Sec. 5. The dues of this Company shall be 20 cents per month. ARTICLE IV. duties of foreman and A3SISTANTS. It shall be the duty of the Foreman to take charge of the Company at fires, under orders from the Chief Engineer, to see that the men are relieved at the branch-pipe, and to see that each member of the Company attends to his ^kJ \ / duty. In the absence of the Foreman, the First Asssitant shall take his place, and in the absence of both the Foreman and First Assistant, the Second Assistant shall take his place. When two or more streams are playing, the Foreman and Assistants shall each take charge of a stream. ARTIOE V. chairman's duty. It shal- be the duty of the Chairman to pre- serve order and decorum, to decide questions of order subject to an appeal to the Company. He shall grant leavt? of absence to any member wishing to retire before the meeting adjourns, and shall have none but the casting vote, except in the election of officers, or on all questioois where more than a majority is required in the affirmative he shall then have a vote in common with the rest of the Company. ARTIOE VI. secretary's duty. Sec. L It shall be the duty of the Secretary to keep a correct roll of all the members of this Company, and call the same at each monthly meeting, to keep a roll of all Committees ap- pointed and file all their reports, to keep regular minutes of the proceedings of all meetings, and to notify each member by a printed or written w' notice at any special meeting, at least 24 hours previous to the time appointed for such meeting. It shall be his duty to collect all dues and fines, keep a regular account of all monies received by him. pay the same to the Treas'iier and take a receipt in a book to be kept for that purpose. ARTIOLEVII. tbeasueeb's duty. Sec. 1. It shall be the duty of the Treasurer to receive all monies collected by the Secretary, to jrive his receipt for the same, to pay all bills approved of by the Company, to keep a correct a^unt of all receipts and disbursements by him made, to render an account of the same at every monthly meeting and at the meetinga of July and Jahuary, to render Ws^acf'^^?'^*^^ ^A* the Company, audited by the Investigating Com- mittee. . j. ti. Sec. 2. He shall submit his account to the Investigating Committee, when called on by them to do so. ARtlOLE VIII. INVESTIGATING COMMITTEE. ' It shall be the duty of the Hose Committee to take the hose out of the tower after being in use at fires, roll the same up and put ttiem with the rest of the spare hose. This article does not include the Hose Company in Ward 4, they taking care of their own hose. ARTICLE X. ROOM COMMITTEE. It shaU be the duty of the Room Committee to see that the room is properly swept and dusted, that the officers chairs are in their proper placw, and all other things that are required to make the room comfortable at time of meeting. ARTICLE XI- VACANOIBB OF OFPI0ER8. Should a vacancy occur among the Officers of this Company, it ahaU be filled by ballot at the next monthly meeting, in the same manner as at the annual meeting. ARTICLE Xll. DUTIES OF MEMBERS. Sec. 1. It shall be the duty of each Member to repair immediately to a fire on the alarm be- ■i 1 6 ing given ; the Hose Company of Ward 4 attending fires in the districts specified to them by the Chief Engineer or Fire Department * Committee. Sec. 2. Any member leaving a fire without permission from the Chief Engineer (or in his absence the Foreman) his case shall go before the Investigating Committee who, on finding him guilty, shall report him to the Chief Engi- neer or Fire Department Committee. Sec. 3. Any member who shall be found in- toxicated at a fire shall be reported to the Fire Department Committee. Sec. 4. Sickness of a member, or of his family, shall be sufficfent excuse for non-attendance at a fire, or any meeting of this Company. Sbc. 5. Members having excuses to offer, other than sickness, shall offer the same to the Company at a regular meeting. Sec. 6. None but members of the Company allowed to visit the upper room of the Engine House, unless introduced by the Chairman of the Town Council, or one of the Councillors, or by a member of the Company. ARTICLE XIII. HONOBART MEMBERS. NEGLECT OF DUTY. Sec. L Any member absenting himself from three successive fires, or b^eing absent from the town without supplying a sul^titute, except by permission of the Chief Engineer, shall be reported to the Fire Departn.ent Committee for neglect of duty. Sec. 2. Vi henever it shall be thought by the Company that a mejiiber is repeatedly deficient in his duty, or does not exert himself to arrive at a fire in time to assist, he shall be requested by the Company to state his reasons for not do- ing his duty, and if such excuse is not deemed sufficient by th^ Company, he shall be reported in the same way and manner as in Sec. 1 of this article. ARTICLE V. Sec. 1. AH Committees appointed by this Company shall report in writing. Sec. 2. The first member appointed on any Committee shall act as Chairman of the Com- mittee. ARtlOLB XVI. After the Company is called to order, each member shall be seated and uncovered. Rule 2. Any member wishing to speak must rise in his place, and address the Chair. Rule 3. A motion made and seconded, the Chairman shall decide whether it is in order, he shall repeat Uie motion, and ask if any mem- ber has anything to offV-r. Ru.e4. No member can ^peak more than twice upon any one question without purmission of the Chair. Rule 5. When two or more members rise at the same time, the Chairman shall decide which of them is in order. Rule 7. No member shall use any lowd or profane language at *hese meetings. Rule 8. An amendment is at all times in order, and if accepted by the mover of the reso- lution, the question shall be on the motion as amended, if not the amendment shall be the question first under consideration. Rule 9. Any member offering a . Resolution shdl reduce the saroe to writing, if required by the Chairman. Rule 10. Any member infringing on rules, No.'s 1 and 7, shall pay a fine of 10 cents. Rule 11. Any member over three months in arrears shall not have a voice at a meeting of this Company.
