It ought to be hardly necessary to point out the wisdom of esta- blishing and belonging to such a society ; but most men are so careless of the future, so inattentive to the warnings of the uncer- tainty of health, and of life iteelf, which each day brings with it, and so backward in recognizing the prudence of laying up some- thing against that " rainy day " which, sooner or later, and with more or less frequency, overclouds the brightness of every house- hold, that it has been considered desirable, when the Rules and Regulations of the Society are first being circulated, that a concise summary of its objects and benefits should be appended to them. The Great Western Railway Provident Society, then, has been established, primarily, for the purpose of affording to each of its members relief during sickness, and, in case of death, of securing a sum of money to his widow or representative. The annual average rate of sickness necessarily varies in vari- ous climates, localities, and circumstances ; and the percentage of accidents also varies in like manner. The Canadian climate, not- withstanding its extremes, is undoubtedly, on the whole, a very healthy one, and statistics go to show that on Canadian railways the average number of injuries caused by accidents is less than in the United Kingdom. Still, under the most favorable circumstances, however skilful and careful men may be, and however attentive to their wants and considerate of their safety the Company may be, accidents must and will occur, sickness must and will overtake many a man whose finances are insufficient to bear the strain .vhich a total or partial cessation of pay, even for a limited period, imposes on them. The following are among some of the advantages of this Society over an ordinary insurance company : Compensation is received whether incapacity for work is occa- sioned by accident or ordinary sickness, and whether on or off duty. On a member leaving the service of the Company, his monthly payments are returned to him, under certain conditions provided for by Rule 8. Employes of any age, in the service of the Company at the time of the formation of the Society, may become members,, paying the same rates and receiving the same compensation as tho.se who ar^ younger. ' ' 7 \ ,7 '- Those newly entering the service, up to the age of 45 years, can join the Society at equal rates with others. It has been the design of the Committee of Management to offer as liberal benefits for the premiums paid as are consistent with en-^ suring to the Society a permanently sound and solver)*: oasis. The Society has been able to make the rates and coxnpensation what they are, by the generosity of the Great Westerr. Railway Company," which engages to pay all expenses in connectitm with the manage- ment. Although the rates and compensation liave been placed at these figures, it must not be forgotten that safe rates should be sub- stituted for popular ones ; for some men may subscribe for many years without making any claim on the Fund, and their only equi- valent for these payments is the certainty that, in time of need, the Fund will be found solvent. Hence, after a year or so of watchful working, it may be found necessary to alter or modify the rates. But while these a^e some of the benefits accruing to individual members of the Society, the aim of those who have promoted its organization has been a still wider one. It is hoped that .the establishment of this Society will tend to give solidity to the feeling of mutual interest in each other's welfare which ought to exist among lliose who are engaged in the same service. Whilst certain duties are exacted for certain pay, it can not be the wish of • any of us — it certainly is not the wish of the Company — that our mutual d Jties and intercourse should begin and end with work done and pay received. Wi^h a view to draw its employes closer toge- ther, as well as because it sav/ that the proposal was one of direct obvious benefit to them, the Company promptly approved of the establishment of a provident society, and its approval, as has been said above, has taken a very tangible shape. With a view to giving the Society that comprehcn.siveness which will best ensure the attainment of the ends sought, it has been decided that, whilst for those already in the service of the Company at the time of the for- mation of the Society, membership therein is optional, for those here- after entering the service, membership therein will be compulsory. The "Rules and Regulations have beei. very carefully dravm up, and L 'e been agreed to at a general meeting convened for this purpose. The management being vested in the hands of officers, and a committee, at least half of whom are elected annually by the members, the control as well as the success of the .Society rests mainly with those who are most interested in its well-being. Each member should, therefore, carefully read and thoroughly understand the rules, and should be constantly on the watch to protect the funds and guard the interests of the Society, on which his own wel- fare and that of those whom he may some day leave behind him, may at any unexpected moment become largely dependent. The Society shall be called the " Great Western Railway Provident Society," and its objects shall be to provide benefits, when a member is by sickness, or bodily injury, rendered incapable of following his usual, or any employment; also in case of death to insure a certain sum to the widow or legal representative, as pro- vided in Article 5. . riace of Business. 2. The business of the Society shall be conducted at the General Offices, Hamilton. Qualification fdr Membersbip. 3. Those qualified for membership shall be employed upon the Great Western Railway, and shall apply for admission through any of the Committee of Management, the Secretary, or Treasurer. Any member in the employment of the Great Western Railway at the date of the formation of this Society, upon giving one month's notice to the Secretary may withdraw from the Society, but he shall forfeit all claim to reimbursement for any payments he may have made during his membership. Contribution. 4. The contribution of each member shall be 50 cents per month, except that of conductors, train baggagemen, brakemen, drivers, firemen, and yardmen, whose contribution shall be 60 cents per month. Levy at Doattu 5. The levy at death shall be divided into four classes. A, 50c. ; B, 25c. ; C, 15c. ; and D, 5c. Members can join any class. No member shall be called upon to pay a higher rate than that of the class to which he belongs, ana upon the death of a member of a lower class, those who have joined a higher class shall only pay according to the class to which the deceased belonged. Sick Allowance. 6. The sick allowance shall be $3.00 per week for 26 weeks, and 32.00 per week thereafter until the Chief Medical Officer certify that the member is incurable or permanently disabled and unfit for work, when he shall be paid the sum of $100, and cease to receive any benefit from the Sick Fund and. medical attendance. Application for sick allowance to be made in Form No. i. Appendix. No sick allowance will be granted for less than one week of six working days, but beyond one week odd days will be allowed. The membei, however, shall be entitled to medical attendance until he shall have ceased to receive benefit from the Sick Fund. Any member who has received sick allov.'ance for six months, must have resumed his usual employment for three months before again receiving full allowance. No member shall be entitled to draw for relief or sickness until the necessary certificate shall have been received by the Secretary, nor shall relief be granted to any member on account of any sick- ness which shall have ceased before application has been made for allowance, nor during any absence from work caused by immoral or irregular conduct, of which the Committee shall judge. Crlmiaal and Immoral Conduct, *e. 7. No sick pay or medical attendance shall be allowed for illness brought on by dissolute habits, quarrelling, fighting, or immoral conduct. On the sickness of a member notice shall, within three days, be given to the doctor, who, after seeing him, shall at the end of the week and ever>' succeeding week, sign a certificate which the mem- ber shall send to the Secretary, who shall at once forward the amount of allowance to the sick member. II. — ^When a member has recovered from his sickness, and is able to resume employment, he shall notify the Secretary on Form No. 2, Appendix, which shall be countersigned by the District Medical Officer. Manasement. 12. — The Society shall be managed by a President, Vice-President, Secretary, Treasurer, three Trustees, two Auditors, and a Com- mittee of not less than twelve, nor more than twenty, not more than six of whom shall consist of Heads of Departments, the remainder to be elected by the members themselves. The Com- mittee of Management appointed at the meeting held i8th Sep- tember, 1877, shall remain in office until the next annual meeting. The first yeai: shall close on 31st December, 1878. The Trustees shall continue in office during the pleasure of the Society, and be removable at a general meeting, and in case of a vacancy or vacancies, another or others shall be elected by a majority of members of the Society at a meeting called for that purpose. If any deficiency in the number of the Committee of Man- agement shall occur, the members in the Department to which the absent member belonged shall at one? elect another to fill his place. In case any Trustee, being removed, shall refuse, or neglect to assign, or transfer any property of the Society, as the Committee of Management shall direct, he shall (if he be a member) be expelled the Society, and shall cease to have any claim ^n the Society on account of any contributions paid by him. The Treasurer shall in the month of February in every year, and also, when required by the Trustees or a majority of them, render a true account of all monies received and paid by him on ac- count of the Society, and shall also when required by a majority of the Trustees, pay over all monies remaining in hi^^ hands, and assign and deliver all securities and effects, books, papers, and property of, or be- longing to, the Society in his hands or custodyto such person or per- sons as a majority of the Trustees shall appoint. He shall be respon- sible for such sums of money as may from time to tibie be paid into his hands by any person on account of the Society ; he shall balance his cash account monthly, and supply the Secretary with duplicate thereof, and shall, if required, attend every General Meeting. He shall, before taking upon himself the execution of his office, give security. The Committee of Management shall meet at least once in every three months. Ten members shall form a quorum. Every question at such meeting shall be decided by a majority of votes, and if the votes are equal, the Chairman shall have the casting vote; The Secretary shall give his attendance at all meetings of the Society ; he shall record correctly the names of the Committee pre- sent, and the minutes of their proceedings, which he shall tran- scribe into a book to be authenticated by the signature of the Chair- man as the proceedings of the meeting. He shall receive proposals for admission, and demands for allowances granted by the Rules ; he shall keep the accounts, documents, and papers of the Society in such manner and for such purposes as the Committee may direct. Audit of Aeeounts. 15. The Committee of Management shall cause the accounts of the Society to be regularly entered in proper books, and shall cause a statement of the accounts of the Society, with all necessary vouchers up to the end of December in each year, to be made out and laid before the Auditors, and shall lay before each Annual Meeting a balance sheet signed by the Auditors, showing the receipts and expenditure, and the assets and liabilities of the Society, together with a statement of the afiairs of the Society since the last Annual Meeting, and of their then condition ; and the Auditors shall make to such meeting a report upon the balance sheet so laid before them ; aud in case they do not approve the same, or any part thereof, shall specially report thereon to such meeting. A General Meeting shall be held within three months of the close of accounts of each year, when the books and accounts shall be open for the inspection of any member present. 8p«eial K«tttiiiss. 17. All monies received on account of fees, donations, or otherwise, shall be applied towards carrying out the objects of the Society, according to the rules and regulations thereof. Any officer misapplying the funds shall rep^ the same and be ex- cluded. 2^ New Bules and Alteratloiui of Knles. 20. No new Rule shall be made, nor any of the Rules herein contained, or hereinafter to be made, shall be amended, altered, or rescinded, unless with the consent of the majority of the members present at a General Meeting of the Society specially called for that purpose. BKedieal Staff. -21. The Medical Staff shall be appointed by the General Manager of the Railway, and shall be paid by the Society at a rate not ex- ceeding one dollar per member per annum, including medicine. If a member die who has contributed to the death levy, and who has no relative or representative, the Secretary shall see that he is properly interred, and be empowered to incur all necessary expenses, reporting the same to the Committee of Management at their next meeting. Conduct while in Receipt of Allowance. 23. Any member found drinking in a saloon, hotel, Sec, or being from home without the doctor's permission, after ten o'clock p.m. from the 25th of March to the 25th of September, or after seven o'clock P.M. from the 25th September to the 25th of March, while in receipt of relief, shall forfeit all claims on the fund in respect of his present illness.
