To ^i.s' Wot'slUp the May or and Clfif Council: Gkntlkmen: — The Workinp; Plans, Specificntioiis and Dills of Quantities having been received from Piekerintr ct ('roiiipton, foi* drain- ing the City, yonr Sewerage Committee will canse a By-Law to be prepared for the pnrpose of eari'ying into effect the System as proposed by these gentlemen. The object of the J]y-Law is to show how the Sewerajje Scheme can be carried ont and enable the (corporation to procnre a Private Pill at the first meeting of the Legislature to borrow a sutficient sum for the construction of the Works. Your Committee have carefully considered the amount of interest the Ponds shouhl bear, also the time when they should be repaid, and have come to the conclusion that they should be floated at -4^ per cent, and repaid in 50 years from date of issue. In order to pay the interest and sinking fund on the amount required, viz: ^5()(),000, the sum of ^20,1)33 would have to be raised annually, which sum would be equal to | of 1 [)er cent, on the assessed value of the property within the Sewer limits; but instead of levying a rate upon the assessed value of the property, your Committee have prepared a scheme for charging a Sewer Rent a*, so mucii per foot frontage and 110050 • I for tliat purpose have divided the City into Sewer Districts, classifying the property according to what we tliink ought to be charged for the benefits derived from said System <.f Sew- erage, and we are of opinion that the Council by adopting tins' plan, will be levying a more equitable rate than if based upon the assessed value of the property. For example, take a lot on Government Street oi-cupied as 3 stores, witb 3 or 4 offices up stairs, the assessed value of which is ^22,200, as compared with a lot on Pandora Street with a building thereon capable of accommodating 12 persons, the assessed value of which is $3,500. If a Sewer rate was levied according to the assessed value the former would have to pay $166.50 yearly, whilst the latter would only pay 51^26.25, thus showing how unfair such a rate would be, but under the frontage scheme the first named lot would pay $16.50 yearly, the latter $12.00. This we submit, is a strong argument in favor of the Frontage Scheme, which has been adopted in most Eastern Cities. It is proposed before asking the I-egis- lature for a Private Bill, to submit the By-Law embodying the scheme to the ratepayers for their approval or dissent at an early date. The district plan will give an annual income of $32,600, which will be quite sufficient to meet the interest and sinking fund, with a surplus for maintenance and work- ing expenses. ■ D. W.
