I NAME. 1. — The name of this Society shall bo " The New- foundland Church Society." OBJECTS, 2. — The objects of this Society shall bo, (1) to cou- tribute towards the maintenance of the Clergy and Licenced Lay-Readers, (2) to assist in the erection, enlargement, or repairs of Churches, Parsonages, or School-Rooms, and in the purchase of Land for Glebe or other Church purposes, (3) to provide for sale a supply of Bibles, Prayor-Books School-Books, and other Religious Books and Tracts, and (4) to create and maintain a separate fund for assisting the Wid- ows and Children of deceased Clergymen of this Diocese. I « 111 (i 8 TRUSTEE. 14. — Tho Lord Bishop of tho Diocese shall bo tho Trustee of this Society, and shall have power to lot or to take houses or lands, and to receive all rents and interest of monies as the same shall fall due, and shall pay tho same to the Treasurer for the time be- ing, taking his receipt, and handing it over to the Committee. GENERAL MEETINGS- 15. — An annual general meeting of the members and friends of the Society shall bo holden in St. John's on the second Thursday after Trinity Sunday, or as soon after as the Bishop may appoint. Tho Se- cretary shall give notice to each of the Clergymen in St. John's, who shall publish it (with tho Bishop's consent) in his Church on the previous Sunday. 16. — At the annual general meeting a Report on the state of the Society, with tho Treasurer's account duly audited, shall be submitted by the Committee, to be printed, or otherwise, as shall be then and there determined by the members. J 7 — A special general meeting may be convened at any time, (1) by the President; (2) by a Vicc-PrO' sident'and six members of the Committee; or (3) by any twelve members of the Society whose payments are not in arrear; provided notice of such meeting be duly given as in the case of annual general meet- ings. 18. — The Chairman shall not vote at any general meeting, except in the 'case of an equality of votes. COLLECTIONS. 19. — It is expected that a Collection for the various objects of the Society will be made every year by every Clergyman in the Diocese, from every head of a fami- ly, and every adult Member of the Church in his Mis- sion, assisted if need be by his Churchwardens and Other respectable Members of his Congregation. 4 ^^g ^-^ ^->.....p, 9 20.— T^vcry Clergyinan shall tivansmit to the Soci'o- tary, a list of tho contributors to the objects of tho Society in his Mission, with tho amount of their seve- ral payments, and to tho Treasurer one-fourth at least of his whole Collectiono, on or before the last day in every year, or as soon after as practicable. N. 15. — This Rule does not apply to the Clergy of St. John's, who shall send in the whole of their Col- lections to the Treasurer. 21. — All Clergymen who have eollected, as far as possible, from every head of a family, or from every adult Member of the Qhurch in their Mission, towards the objects of tho Society, for the two years imme- diately preceding, and who have remitted to the Trea- surer one-fourth of the whole Collections, shall bo entitled to assistance from the funds of the Society towards any of its objects in their o^n missions j pro- vided that no Clergyman shall make a collection for his own maintenance separate from or independent of the general collection; and provided always that pew-rents and assessments be not considered as part of the said collection or collections. GRANTS. 22. — It shall be the duty of tho Comittee to deter- mine from time to time on the appropriation of tho Funds, by making grants towards the objects of the Society under the recommendation and sanction of the President. 23. — No Clergyman declining or neglecting to col- lect for the Society, or to transmit a list ol the con- tributors and their payments and a fourth part of his collection (as directed in Rule 20) shall be entitled to receive any grant from the Society, for himself, or for any of the objects of the Society in his mission : pro- vided that where a collection has been duly made, and the list with the fourth part of ihc collections 10 !■ transinitiPd for tlic two previous years l*y lii.^ prodo- ccs-'or, any Clergyman newly in cliarj^c may, before pendinjr his first annual collection, ask and receive for any of the objects of the Society, excepting only his own maintenance. 24. — If a Clergyman leave liis mission before tlio time for sending in his annual collection, the Com- mittee shall have power, on the recommendation of the President, to grant him a sum which shall appear equitable. DUTIES OF OFFICERS. 25. — In the absence of the President, the Archdea- con, or, in his absence, the Senior Vice-President, shall take the Chair at all meetings of the Comittco or Members, and shall have a casting vote. 2G. — The Treasurer shall receive all monies for- warded to him for the objects of the Society, and shall pay or disburse the same as determined l)y the Committee, and shall furnish to the President and Committee a statement of accounts up to the day ap- pointed for auditing the same. 27. — No money shall be paid or disbursed by the Treasurer except on a written order, specifying the amount to be paid, and its object ; which order must be signed by the Chairman of the Committee at which the grant was made, or in his absence by tbe Senior officer of the Society in St. John's. 28. — The Committee shall meet for despatch of bu- siness in St. John's, on the first Thursday after every quarter day, at 2 o'clock r.M. 29. — A special meeting of the Committee may be convened at any time, cither Cl)by the President, or (2) by two Vice-Presidents; or (3) by any five members of the Committee : provided duo notice of such meeting witli its object be aiven the day before to all the other monibers of the Comniittee in St, John's. h I 11 30, — At a special meeting to beholden seven clays before the annual meeting, the Committee sliall ap- point two of their number to examine the Treasurer' tj account up to that season, whicli account examined, approved, and signed by the auditors as correct. Sliall be submitted to the Connnittee to be by them incorp3ratod in or appended to tno next yearly Re- port, and so presented to the members at the next annual general meeting. 31.— The Committee shall fix the salary of the Se- cretary, and " shall provide for all the contingent cx- pences of the Committee and the Society. DUTIES OF THE SECRETARY. 32. — The Secretary shall summon and attend all meetings of the Committee and members, and shall arrange the business, and record minutes of the same, to be signed by the Chairman. He shall prepare tlio annual report, anc" superintend the printing of the same; shall conduct the correspondence with the Clergy and others on behalf of the Conmiittee ; and shall bo responsible for the safe custody of all books, receipts and papers belonging to the Society. PRAYERS. 33. — ^A.11 meetings of the Society, or of the Com- mittee, sliall be opened and closed with the prayers used at the meetings cf tlio Society for the Propaga- tion of the Gospel, or others provided for the purpose by the Bishop of the Diocese. NEW DEANERIES. 35. — New Deaneries created by the Lord Bishop of the Diocese shall be allowed to elect Representatives j provided that in every Deanery there shall be at least two resident Clergymen, and ten Churches and Congregations. Note. — While it is expected that every Clergyman in the Colony will make a yearly collection for the promotion of the objects of the Church Society, and impress upon every individual under his Pastoral charge, the obligations by which he is bound to con- tribute thereto, year by year, — the system of the Church Society docs not require any Clergyman to withhold the ordinances of the Church in any case of refusal or neglect to pay towards his support. The above Rules were agreed to by the President and Members of the Church Society at an adjourned special general meeting held on Friday, July 16th, 1858. The past year has been one of some importance to tlio Enidish Chureh: new and vast fields of labour in parts of the world mo3t distant from each other have been opened to her energies ; and we have of lato hoard of the establishment of several new bishoprics, and the departure of carnesfc and able men from tho land of their fathers to plant our pure religion in strange countries and among strange nations. No member of the Church in Newfoundland can bo other- wise than deeply ijiterested in this: and thoughtful men may well aslc themselves whether they cannot in this Diocosc do mucli in aid of the Propagation of tho Gospel, simply by making an effort to maintain their own religion here, so that the Venerable Society to whom wo are so mucli indebted may be relieved frohi o ur burden, and better able to supply tho wants of heathen countries and new colonies, whose require- ments are far greater than ours. Surely, we cannot for one moment think of the pre- sent condition of India, with its hundred millions of human souls sunk in Pagan unbelief and all thoso sins and impurities which ever follow Paganism, with- out feeling it to be our boundcn duty in every way to give to them those blessings of Christianity which are our happy possession ! And the way in which we can at present most cffeotuary ail in {\\[< yr^^t aoii. iii IC il by simply discharging that duty which id upon U3, and which Christian people must feci to be their duty, — maintaining our own religion and extending it in our own immediate neighbourhood ; so that the funds which we consume may be employed in the Propagation of Christianity in heathen lands. Your Committee cannot but notice that in the ad- joining Diocese of Nova Scotia during the last year the Society for the Propagation of the Gospel haa thought proper, to make a further reduction in their grant. Their allowance to that Diocese is paid as one sum to the Diocesan Church Society, and this year the gross amount Las been reduced XlOO, and a like reduction will take place every year until the Church there will be entirely on its own resource". Similar reductions are everywhere taking place in the Colo- nial Church as the Venerable Society for the Propa- gation of the Gospel is gradually assuming a more distinctly Missionary character than heretofore. Nay, for some time past the largo and important Diocese of Toronto, the number of whose Clergy is fast in- creasing, has been entirely on its own resources, and seems in a most remarkable manner to have been blessed of God and endued with fresh vigour and life : while the accounts which we receive from Australia and the Cape, from Dioceses which vcre created long after this, shew that there is nothing which brings down the blessing of God so abundantly as endea- vours made for the maintenance and extension of His Church among ourselves. These facts are mentioned that all here may more clearly see the necessity of availing themselves of the system of the Church Society in placing the Church in Newfoundland upon the only firm basis, — that of the support of its living members. These matters shew that there is much more contributed than appears in the Subscription List forwarded to the Society. The Committee have much pleasure in laying be- fore this meeting several Letters vhich have been received from Clergymen, respecting the support which the Society meets with in their missions. The Rev. W. K. White, of Harbor Uriton, thus writes — " I beg leave herewith to transmit my Church Society Returns, •with the amount of Subscriptions received. The names are fewer this year than last, but as the subscriptions of those wanting have heretofore been paid through the Merchants' offices and not to me in person, I cannot explain the deficiency. Walsh tlius writes : — " I beg to forward to yon my Church Society's Returns for the year 1858 wliich I have been a long time making up, but this is unavoid- able for more reasons than one. I nm glad to fintt that the amount is not less than the previous year but has slight- ly increased, which I am sure will continue to be the case the longer the Church Society exists, nnd its j)rinciples nnd objects nrc brought home to the respective members of our flocks. I believe some good result might bo effected, if the means could be found of carrying it out, if a deputa- tion of Lmf and Clerical members of the Church Society visited the principal Missions in Conception Bay, once in the course of two or three years, for the purpose of making known what the Church So- ciety w and is intended to serve. My experience tells me that a large number of the Members of our Church would in this j^art be likely to be awakened 80 as to support the Society, I cannot report any change since last year in the matter of the erection of a Parsonage. Neither do I think the means to any extent towards the work will be forthcoming from this flock while they have my services only fort- nightly on Sunda)', and there is nothing else to urge them to do their duty in this respect. Moreover the Mission is too poor to do more than assist in the matter of a Parsonage. From the Rev. It had for a long time been felt tliat it was dcslra- IjIo to form in this Dioceso a fund for tho relief ol the Widows and Orphans of tho Clergy ; and last year tho Church Society, on tho recommendation of tho Committee, devoted X500 towards this object, llules for the government of the Fund, which had been previously discussed, were submitted to a general meeting and adopted. It is a source of great satis- faction to know that in many instances the Clergy have gladly and thankfully availed themselves of tho opportunity afforded by the Society ot securing a small pension of X30 for their Widows and Children. Thirty-one Clergymen have enrolled themselves Mem- bers, and have paid their own annual premium ; whilo the Congregations of their respective Missions have in nearly every case most lilj^rally supjjortcd tho Fund by their contributions. Ilappilv, during the past year, there has been no claim, and tho whole an- nual income has been added to the Capital, which, together with several generous donations, now amounts to upwards of X1,000. The Society will bo thankful tliat they are thus permitted to ligiitcn ♦bo burden and cares of the Clergy, l)y enabling them to 22 I make some little provision for those bound to tlicni J)y the tics oi' nature, whose probable future circum- stances have ever been to them a source of great an- xiety. The Treasurer's Account with the Wiclowi> and Orphans Fund, which is appended to the Report, will show its actual and satisfactory state at this pre- sent time. It is a matter of great thankfulness that the Lord Bishop has been able to fill up the Missions which were vacant by the removal of Clergymen from the Dio- cese ; and also to supply the place of one Clergyman who was absent for medical help ; and now to afford assistance to another who is in a most delicate state of health. The Mission of LaPoile has for tho last year been served by tho Rev. G. Hooper, and tlie Outharbours of St. John's by the Rev. G. Johnson, whose place at Portugal Cove has been temporarily Bupplied by the Rev. M. Johnson. At the Ordination on Trinity Sunday, a further addition was made to the number and strength of the Clergy by the admis- sion of Mr. Tucker, of the Theological Institute, to tho diaconate, and the Rev. W. LeGallais to the priest- hood. The Bishop, it is understood, hopes and intends to take the Rev. M. Johnson to Forteau, to supply that Mission, and to bring tho Rev. A. Gilford to Portugal Cove. Mr. Tucker will accompany the Bishop in the Church Ship. Your Committee cannot conclude this Report with- out calling to mind the remarks made at the meeting last year by His Lordship the Bishop of the Diocese, upon the necessity which exists for the sub-division of many of the more extensive Missions, and his earnest desire to find men to undertake, with God's grace, the work of the Ministry in this Island. You will this evening hear from His Lordship one chief object of liis late journey to England ; and that tho demands of India and tho Capo, and the new Dioccao ot British Columbia, were such that all those whoso hearts turned to the Missionary work of tho Church, were drawn to the scenes of direct conflict with heathenism, and to the, newer Colonies. Still, some {Students for the Institution accompanied the Bishop on his return, and we may also congratulate IlisLordship, and indeed ourselves, both for his and our own sake, that ho was accompanied by the friend whose services were formerly so valuable in this neighbourhood, and who, wo have reason to know, has rendered much im- portant assistance both to the Bi?hop and tho Church of Newfoundland during his absence. But wc must feel that to ourselves we must look, and that we must in faith and love to God, oflfer not only our money, but ourselves and our song for tho service of Almighty God and of His Church.
