 Majesty's Colony of British Columbia. 
 
 WHEREAS under and by virtue of an Act of Parliament made and uasBed in die 
 session of Parliament held in the 21st and 22nd years of the Remn of Her Maicstv 
 Queen Victoi-ia, nititutled "An Act to provide for the Government of liritieh Columbia '• 
 
 liehmd, I, JAMEb DOUGLAS, have been appointed Governor of the said Colo.iy, and 
 hare been authorized by Proclamation under the Public Seal of the said Colony to make 
 l.a\vs, Institutions andOrdmancesfor the peace, order and good government oftht^feame: 
 
 And whereas irregularities have occurred in the said Colon v Mif, reference to the 
 col ecfion ot duties payable by miners, and also by vendors of liquors and other traders 
 and the granting of Licenses to such persons : 
 
 And whereas, in order to prevent such irregularitie.- 
 declare the Law in reference to the above matters :

 Ist. The Prockmation of the 28th of December, 1857, and the Regulations of the 30th

 to be and to have been o full force and effect ever since the first establishment and promul-
