 Sir,— I beg to hand ycu a report upon 280 samples of Ground Black Pepper 
 purchased in September and October last, in fourteen of the Food Inspection 
 Districts of Canada. 
 
 It has generally been accepted that mineral matter (ash) should not exceed 
 I per cent, m black pepper. 
 
 I pointed out, in Bulletin No. 203, o; 1910 which contains a report of our 
 last genertU inspection of pepper, that this standard has no legal recognition, 
 although there can be no doubt of iu • -tififbilitv, in the light of very large 
 experience with commercial pepper herein reported as containing 
 
 but slight excess of Ash, and not o ludulent, I have adjudged aS 
 
 doubtful. ' *

 A summary of i^e results of inspection of pepper from 1876 to 1910 appean 
 in Bulletin No. 203, and the average adulteration is there shown to be 40 per 
 cent, for the period. 
 
 Of black peppers examined in 1910, 18 per cent were found to be adulterated. 
 The present report shows very little improvement, and indicates that more 
 frequent examination of this article is necessary: and that ascertained fraudi 
 must be penalized, as the Act provides. 
 
 The Districts of Quebec, St. Hyacinthe, Montreal and Ottawa are thoae 
 in which the greatest amount of adulteration is found.
