The objects of the Institute are, — Ist, — To encourage kindly intercourse and Christian fellowship a>nongst Churchmen generally. 2nd. — To diffuse amongst members of the Associa- tion a general knowledge of the work of the Church throughout the world, and more particularly a know- ledge of her work in the Diocese of ]S"ov'a Sootia, and the sister Provincial Dioceses. 3rd. — To uphold and sustain tlie hcrQliliful influence and exalted character which legitiiiuitely belong to the Churcli of England as organized in the Diocesi? ol Nova Scotia. i -^A^'-f CONSTITUTIOxN. Lll a- V- 30 10 )f ARTICLE I. Tlie Clergy and Laity of the Church of England residing in Halifax and Dartmouth, shall be eligible as Members of the Institute, but Members of the Church beyond such limits may be admitted as Life and Honorary Members under certain conditions. (See By-Laws.) Tlie governing body or Council of the Institute shall consist of 1. All the subscribing Clergy residing in the limits mentioned, (ex officio.) 2. A President, two Vice-Presidents, Treasurer, Secretary; and two Lay Pepresentatives from each Parish in Halifax and Dartmouth, and one each from the Congregations of Trinity and St. M ark's Churches and the Garrison and Eishop's Chapels, and the same number of Lay Representatives, from any parish or Ecclesiastical District, that may be formed witliin the present recognized limits; who shall be elected annually, seven to form a quorum. ARTICLE II. The Institute shall in no wise interfere with the system of the Church, or witli her government and discipline ; shall pay all due respect to Ecclesiastical authority ; shall not seelc to know its ^Members other- wise than as consistent Churchmen and sincere Chris- tians, "forbearing one another in love, endeavouring to keep the unity of the spirit in the bond of peace." But nothing in this article siiall be taken to preclude \ »*•• V , the discussion of subjects of interest to the Church under proper restrictions, to be regulated by the Council. ARTICLE III. The following Declaration shall head the list of Members, and be subscribed by each of then : — " As a Member of the Church oi England Institute, I acknowledge by my signature that I belong to the Church of England as organized in ^^ova Scotia." ARTICLE IV. The Annual General Meeting of the Institute shall be held on the first Wednesday in Eebruary at 4 P. M., at which all accounts shall be passed for settlement ; other necessary business transacted ; the Council elected by ballot, and two Auditors appointed for the ensuing year. Quarterly Meetings of the Council for the transaction of business shall be held on the lirst Wednesday in ^lay, August^ and November. ARTICLE V. Every Member of the Institute (except as provided in the By-Laws) siiall pay $2.00 per annum, quarterly in advance, which amount shall be expended by tlie Council in furtherance of the objects of the Institute. ARTICLE VL The Council shall have power to make By-Laws for the better regulation and governance of the Institute, and more fully to carry out its objects, which must receive approval at an Annual or Special meeting of the Institute, before going into operation. H [■\ BY-LAWS. \ I. Tho Institute shall occupy convenient premises for the following uses : — 1. ¥oT General, Quarterly, and Special Meetings, whether of the Institute or Council. 2. A Library and Heading Room. 3. For Lectures, Readings, (Conversation and Mutual Improvement, Mental Recreation, and such other objects, in accordance with tlie principles of the Insti- tute, as tho Council shall approve. XL Donations of money for the general and special objects of the Institute, shall be carefully ajipropriated, under the direction and responsibility of the Council. All Donations for the Library, aiul all Church Publica- tions, must receive the approval of the Council, before being placed for the use of ^lembers of the Institute. IIL Ladies who are Churchwomen may be admitted Honorary Members of the Institute in payment of one half the annual subscription, but shall take no part in its deliberations or business ; and a separate subscrip- tion list shall be opened for them. IV. Boys and girls from 14 to 16 years of age, belonging to the Church, may be admitted to the Institute, under the responsibility and sanction of their parents or relatives, on payment of one half the annual subscrip- t/ion, and their names sliuU bo enrolled in a junior Subscription list. V. The Institute shall admit as Life ^[embers, Church- men bubscribiu},' tlie Declaration under Art. ui, of the Couf-'titution, on ])ayment of Forty Dollars, who shall be entitled to all the privile^'es of annual Members. VI, The Institute may admit as Honorary Membcers, Churchmen residing beyond the limits enumerated, on payment of half the annual subscription. Such honorary members not to interfere in the business on deliberations of tlu^ Institute. VII. Persons may be admitted as Visitors of the Institute, on recommendation of a Member, on payment of $2.00 annually without l)eing- required to subscribe to Art. iii, of the Constitution. VIII. Soldiers and Sailors of the Imperial Service vlio are communicants, bringing Certificates from theirChaplains to that effect, shall be admitted to the free use of the rooms. IX. At all meetings of the Institute or Council, one or more ot the following collects shall be used at the opening. "Pre vent us, Lord &c." The Collect for Quinquagesima. The Second Collect for Good Friday. The Prayer for Purity, in the Communion Office, with the Lord's Prayer. And at the closing, *' The ^race of our Lord, &c." i n h \ X. Mcotings of the Institiito for husinoKs, recreation, or discussion, will l)o held on the first or second Thursday of the month, as the Council may decide. XI. — RULKS FOR DEBATK. 1. The paper read at any meeting shall be limited to 30 minutes in its delivery. 2. Xo ^Feniln'r shall speak more than twice, except Ly special permission of the chairu;an, nor the second time, to tlif. exclusion of any one who has not yet spoken. Xo speech to exeecd ten minutes. 3. The opener has liberty to close tiie discussion. 4. Xo expressions of applause or disapprova) shall be allowed at the discussions (jf the Institute. 5. .Members may introduce friends being Chureiimen at the meetings of the Institute, but no itran^^er who is eligible to become a member, may take jiart in * discussions. IP XII. The President shall take the Chair at all Gcneru:, Quarterly and Special Meetings, whether of the Institute or Council. He shall ceitify to the correctness of all accounts against the Institute, and sign all orders. As Chairman, ho shall have a casting vote. He shall have power to call sjiecial meetings of the Institute or Council at his discreti(jn, or upon the requisition of a quorum of the Council, or of any ten mendjers of the Institute, on their stating to him in writing the object of such special meeting. The Vice-President shall act as Chairman in the absence of the President ; and it both be absent, the Treasurer, or some other meuiber of the Council, shall be called to the Chair. The Treasurer shall furnish a true statement of all receipts and disbursements, whenever called upon so to do by the ^resident and Council ; and shall present at the Annual Meeting a report and account of all the business connected with the Institute, which has passed through his haudo. XIV. The Secretary shall attend the meetings of the Institute and Council, and enter the minuto-« of each in a book for that purpose ; shall notify the Council, individually, of all such meetings, shall summon all General, Quarterly and Special Meetings in such way as may be directed by the President; shall receive all donations of monev. and all dues, and pay them over as soon as practicable to tno Treasurer ; shall receive all donations of books and other articles, and keep an account of them ; shall keep the keys of the preniises of the Institute ; shall order all matters relative to the business of the Institute, as directed by the President and Council ; shall present a report at the Annual Meeting of the general proceedings of the Institute during the past year ; shall receive for his services the sum of , as soon as the funds at the disposal of the Association shall waiTant — until which time he shall be styled Honorary Secretary, and I'iay occasionally call upon the Council, or any of its members, to lighten his labours. i m
