 I agree witii tlie First Minister that the jjresent 
 debate should be disposed of before the adjouni- 
 meat, and as the hon. member for South (jxford 
 (Sir Riohard Caitwright) is of oj)inion. from what 
 he has learned, that the debate cannot be closed on 
 \\'eilnesday, I do not see how an adjournment can 
 take place untirriiui-.sday. Even if it were possible, 
 I woidd, as a privati- member, xciy strongly oliject 
 to the coui.se whicli the First Minister suggests, 
 namely, that we slioidil so expedite matters as to 
 'la.ss tiie whole taritl' of tins country through all the 
 preliminary stages, introduce the fiill, pass it, give 
 tlie second reading and get it into committee. 
 These various stages are for a purpose : they are for 
 the ptirpose ci avoi<ling too rajiid action, for the ])ur- 
 pose of giving time for consideration, and for the 
 purpose of giving an oiiportunity for representa- 
 tion.s being ituide from various persons all over 
 this broad coimtry with reference to the proposed 
 clianges, in order that no mistaki's may be made. 
 What the hon. gentlenuin profjoses is that we 
 shall proceed, first of all, and forthwith, to almost 
 the last stage. \ow. Sir, the regidations of the 
 House give us a Cotmiiittee of the Whole upon 
 these I'esolutions, which, for the moment, we 
 waive inorder toaH'oid the lion, gentleman the con- 
 venience of putting them in force, provisionally, at 
 the Customs lu)uses at once. That opportunity 
 we should have at this stage, of a fidl and free 
 discu.ssion, and on the concurrence and on the 
 stages of the Hill we shall have opi)ortinMties for 
 nre.'tenting our views iorinally by motion. It is ' 
 likely, and I hope it will bethe'case, that there ' 
 will b(! upon the I5ill itself very little discussion, 
 but there may be discussion, and the opportmiity 
 Hhuuld be aft'orded for it. Certain consideratioua I 
 
 [ may be brought to our attention before the later 
 stage, and in the interval, which may make it very 
 important that we should bring them forward. It 
 is to be remeiidiered that even the (i,-vernme;it 
 itself, when it frames these taritl' changes, acts

 impossible for the (■( • jinmeut to obtain at first 
 that tliorough and full ad', ice on these subjects 
 which it is important, that it should obtain. It 
 cannot indicate its intentions cm these matters 
 beforehand, without the gros.sest frauds being 
 perpetrated at the Customs houses, or without its 
 ii-i,entions being made u,se of for private pi>rposes. 
 Therefore, those who are framing the tariff retpi ire 
 a certain interval after their proposition is 
 clalx)rated, just as much as the Hou.se ami the 
 country does, to consider the vaiious bearings ot 
 t.lii.s proposition. I feel now, as I have always 
 felt that it would be a monstrous thing to imputt! 
 seriousincapacityor neglect to a Finance Ministei, 
 who, liringingdown propositions for a change under 
 these <litficulties, shotild.say frankly at a sid>sei[uent 
 date dift'ereiit views were presented to me after I 
 brouvlit down those resolutions which doi\iodify my 
 opinion upon them. .My view is. that the ilifficul-
