 SECTION I. 
 
 This Society shall be called " The Ottawa Legal Name 
 and Literary Society. " ^ 
 
 SECTION II. 
 
 The object of the Society shall be the promotion of Object 
 the study of the law and the cultivation of public speakinc 
 and reading. i- & 
 
 SECTION III. 
 
 Religious subjects shall not be discussed, and no 
 argument involving matters of faith or doctrine shall be 
 drawn from th.e Bible. 
 
 SECTION IV.

 SECTION V. 
 
 Immediately after the election of any candidate for 
 admission, it shall be the duty of the Secretary to notify 
 such candidate of his election. Should the candidate so 
 elected fail to attend any meeting of the Society for one 
 month thereafter, the Secretary shall then notify him that 
 in default of attendance for two weeks, his right under 
 such election to becom.e a member of this Society will 
 lapse. 
 
 SECTION VI. 
 
 Membership Such persons as are elected under the preceding rule 
 
 shall become members upon paying the annual fee and 
 signing the roll. 
 
 SECTION VII. 
 
 V 
 
 Innnai Fee j|^g annual fe2 shall be one dollar, and in every 
 
 case the payment of the annual fee shall be a condition 
 precedent to full membership, and whether paid at the 
 annual meeting or at any time thereafter during the then 
 current year of the Society shall entitle the member 
 paying the same to the rights and privileges of member- 
 ship until the next annual meeting, and no longer. 
 
 SECTION VIII.

 causes shown to the satisfaction of two-thirds of the

 weeks' prior notice in writing, stating such cause, shall 
 have been given by the Secretary to the Society and to 
 such member. • 
 
 SECTION IX. 
 
 The Officers of the Society shall consist of a Presi- «%.« 
 dent, a first Vice-President, a second Vice-President, a 
 Secretary-Treasurer, a Critic, and a Committee of five 
 members, of which Committee three shall form a quorum. 
 
 SECTION X. 
 
 A meeting for the nomination of Officers shall be ^^^^^fo'' 
 held one week previous to the annual meeting. 
 
 SECTION XI. 
 
 The annual meeting shall be held on the last Satur- '^'»<=»'»«^y 
 day in October in each year. 
 
 SECTION XII. 
 
 The election of officers shall take place at the annual offlceM° ° 
 meeting, and shall be by ballot. In case more than two 
 persons are nominated for any t ' j e, other than Commit- 
 tee men, a majority of the votes cast shall be necessary 
 to an election, and in case of a tie, successive ballots 
 shall be taken until such a result is obtained. The Chair- 
 man shall name two Scrutineers to collect and count the 
 ballots and declare the result to the meeting. 
 
 SECTION XIII.

 SECTION XIV. 
 
 In case any officer is absent from three consecutive 
 meetmgs U shall be the duly of the Secretary to report 
 such absence to the Society and to notify such officer 
 whose office shall thereupon be declared vacant unless 
 he gives a satisfactory explanation for his absence.

 ECTION XV. 
 
 The President or in his absence one of the Vice- 
 Presidents (if not appointed reader, essayist or debater 
 for that evening) shall preside at all meetings of this 
 Society. " 
 
 SECTION XVI. 
 
 In case at any meeting no member be present who 
 IS quahhed to act as Chairman under the preceding sec- 
 tion, a Chairman chosen by the members present shall 
 preside. 
 
 SECTION XVII. 
 
 The President, may at his discretion appoint any 
 member present at a regular meeting to take the chair in 
 his place. 
 
 SECTION XVIII.

 shall conduct oil correspondence, shall receive and 
 
account for all moneys belonging to the Society and shall 
 submit ac the annual meeting a full report of the doings 
 of the Society during the year.

 evenings at 7:30 but a majority of the members present 
 at any meeting may adjourn that meeting for a longer 
 period. 
 
 SECTION XX. 
 
 Seven members including the Chairman shall form Quorum 
 a quorum at all meetings.

 SECTION XXI. 
 
 Debates shall be held at each alternate meeting. Debate. 
 The subjects to be discussed at such meeting shall be 
 selected by the Committee who shall appoint not more 
 than six debaters for each debate and shall give such 
 debaters two weeks notice of such appointment. 
 
 SECTION XXII. 
 
 The Committee shall also appoint a Reader for each Rea.i^r 
 meeting giving him at least one weeks notice. 
 
 SECTION XXIII. 
 
 At one of the meetings not provided for by the 2ist 
 section five minutes* speeches shall be delivered by the 
 members upon subjects proposed and chosen bv lot bv 
 the members present at the preceding meeting,' and a't

 the other of such meetings an essay or address shall be 
 delivered by some member appointed by the Chairman

 The order of business at meetings shall be as follows 
 (subject however to any alteration that may be made for 
 the evening by a vote of the majority of the members

 (3) Notices of Motion. 
 
 (4) Motions of which notice has been given. 
 
 (5) Business from the Committee of Management 
 
 and arising o»t of the minutes and communi- 
 cations and general business. 
 
 (6) Election of officers. 
 
 (7) Reiifling essays and selections. 
 
 (8) Debates. 
 (0) Criticism,

 SECTION XXVI,

 SECTION XXVII.

 mitted m writing, with the names of the mover and 
 seconder, except a motion to adjourn, to lay on the table 
 or to move the previous question. 
 
 SECTION XXVIII. 
 
 _ The Chairman shall have the power to decide ques- 
 tions of order, subject to an appeal to the meeting, a 
 two-thirds majority of the members present being neces- 
 sary lo sustain such an appeal. 
 
 SECTION XXIX. 
 
 No member shall address the meeting unless a 
 motion 13 before the chair, except when general business 
 IS being transacted. 
 
 SECTION XXX. 
 
 When a member intends to speak or submit a motion 
 he shall rise in his place, and respectfully addressing the 
 chair confine himself to the subject and avoid person- 
 alities.

 SECTION XXXI. 
 
 Should more than one member rise to speak at the 
 same time, the Chairman shall at once and without ap- 
 peal determine who is entitled to the floor. 
 
 SECTION XXXII. 
 
 On a point of order being raised while a member is 
 speaking, the member speaking shall at once take his 
 seat ; the point of order shall be stated by the member 
 raising it, and the<Chairman shall without further debate 
 decide thereupon. 
 
 SECTION XXXIII. 
 
 In business discussions each member shall be allow- 
 ed to speak twice, but no member shall speak for the 
 second time until all the members desiring to speak once 
 have done so. 
 
 SECTION XXXIV. 
 
 No amendment can be received after an amendment 
 lo an amendment. 
 
 SECTION XXXV. 
 
 The following'motions shall be put from the chair 
 immediately, without debate: —

 To lay on the table ; 
 
 The previous question.

 SECTION XXXVI. 
 
 A motion to adjourn simply shall always be in order, 
 except — 
 
 (i) In interruption of a member speaking ; 
 
 (2) When members are voting; 
 
 (3) When an adjournment was the last preceding 
 motion ; 
 
 (4) When it has been decided that the previous 
 question shall be put . 
 
 SECTION XXXVII. 
 
 The previous question shall be put in this form : 
 *' Shall the main question be now put ? " If this is car- 
 ried, no further motions or amendments or debate shall 
 be permitted ; but the main question shall be put without 
 delay. 
 
 SECTION XXXVIII. 
 
 Except when voting is by ballot, the Chairman shall 
 be entitled to vote only on an equality of votes, in which 
 case he shall have the casting vote. 
 
 SECTION XXXIX. 
 
 The yeas and nays upon any question shall be re- 
 corded in the Minutes, when called for by three mem- 
 bers. 
 
 SECTION XL. 
 
 This Constitution may be amended or added to at 
 any regular meeting, provided notice in writing shall 
 have been given at least two weeks previously.

 SECTION XLI. 
 
 By a two-thirds vote of the members present at any 
 meeting, the operation of any article or articles of this 
 Constitution, except section XL, may be suspended for 
 that meeting.
